4 Financial Administration (Sarah Hefty, Chief Financial Officer) Administration: Prepared and provided items for interim audit performed on January 3 rd and 4 th Presented November financial update at Council work session. Met with City Manager to discuss SPLOST. Accounts Receivable: As of January 5 th, the total of outstanding invoices due to the City was $54,351. Purchasing: For the week ending January 5 th, staff processed 69 purchase orders. Accounts Payable: For the week ending January 5 th, staff processed 52 checks for a total of $144,339. Of the total, one check for $75,500 was for SPLOST projects. Customer Service: For the week ending January 5 th, the customer service staff receipted a total of $230,727. Of that total, $77,349 was for utility payments, $27,680 was for water and sewer taps, and $87,475 was for property tax revenue. The remainder was for reconnects, inspections, licenses and other miscellaneous receipts. Over 1,370 bills were sent to the vendor be printed and mailed on December 27 th for Cycle 4 and almost 130 paperless bills were uploaded to Xpress Bill Pay. o Total amount of revenue generated (water, sewer, and garbage): $108,659. o Total gallons of water consumed: 8,376,035 Human Resource Management (Stephanie Rooks, Manager) Recruitment: Public Safety: o Police Patrol Officer Accepting Applications at the Police Department, position open until filled. 74 external applicants Public Works o Lead Operator Wastewater Position reopened opened until filled. 12 external applicants, three meet minimum qualifications. o Water Distribution Technician Position closed, under review. 30 external applicants, one internal applicant. o Wastewater Lead Maintenance Technician Position will be open until filled. 5 Parks Recreation and Leisure Services Administration o Part-Time Building Inspector Position will remain open until it is filled. 16 external applicants Employee Arrivals: None this week Employee Departures: None this week Training Hours: No documented training Information Technology (Jim Chambers, Manager) Started process of device inventory that resides daily on our network. Ongoing project as time permits. Bandwidth is still steady at the North Plant. Verizon will work with us on data constrictions after 20GB so should be a very viable solution for areas with 3 computers. This will save money while providing better bandwidth at each facility we place them at. Still organizing our Active Directory as time allows. Working through some unforeseen issues with forcing password changes. Gathered quotes for various software and hardware requests as they came in. Worked on approx issues/tickets throughout the week. Parks, Recreation & Leisure Services (Vicki Coleman, Director) Administration: A pre-bid meeting was held Jan 5 th regarding the roof replacement for Gold Dust Park s administration building. Staff conducted a follow up discussion with the Path Foundation regarding the city s trail plans and availability of data. Facility Rentals: o Powell Park 2 rentals o V-Plex Senior Dance, 1 rental o Senior Dining Room 2 rentals A total of 23 participants have registered this week for various activities Staff submitted 4 Volunteer Coaches background checks Staff met with Auditors for review of cash handling and deposit procedures Staff preparing registration packets for spring baseball/softball & soccer Staff completed end of the month cash receipt entries Villa Rica City Manager s Weekly Report Page 5

6 Athletics Division: Basketball games start Thursday night for teams in the county league and VRRD in house teams will start Friday and Saturday. Staff is meeting Wednesday Jan 10 th with Atlanta Hawks to set up VR Rec night at Phillips Arena Spring baseball/softball and soccer registration begins Jan 8 Library: Weekly Patrons: 993 Monday, January 1 st - Closed Tuesday, January 2 nd o 3-D Printing with 4:30pm Hosted by Teen Coordinator Renata Gordon and Annie from STEAM at West Georgia Regional Library System. Participants used science and technology to create and design objects and shapes through a computer program. Wednesday, January 3 rd o Adult Game Day at 1:00pm - A day of fun, laughter and games. We play a variety of games from Uno, Scrabble, checkers, card games, board games and more for hours. This group meets from 1:00p to about 3:00pm two to three times per month, please come out and join us! Thursday, January 4 th o Genealogy Class in computer lab at 5:00p 6:30p. This class allows you to discover your family history and start your family tree accessing billions of genealogy records including Census, SSDI & Military records using online resources. o Senior & Adult Movie at 1:00pm - The Mountain Between Us - Stranded on a mountain after a tragic plane crash, two strangers must work together to endure the extreme elements of the remote, snow-covered terrain. Realizing that help is not on the way, they embark on a perilous journey across hundreds of miles of wilderness, pushing each other to survive and discovering their inner strength o Family Movie Night at 4:30pm Showing Lego Ninjago - The battle for NINJAGO City calls to action young Master Builder Lloyd, aka the Green Ninja, along with his friends, also secret ninja warriors. Led by Master Wu, as wise-cracking as he is wise, they must defeat the evil warlord Garmadon, who also happens to be Lloyd's dad. Pitting father against son, the epic showdown tests these fierce but undisciplined modern-day ninjas as they learn to check their egos and pull together to unleash the inner power of Spinjitzu. Seating is limited and patrons must register in advance. o 3King Craft at 10am - Join us in making your own crown to commemorate the holiday tradition of Three Kings Day. Ages Parent supervision required. No registration needed. o Paint Party / Painting w/ Barbara at 11am Painting and fun with friends. Registration closed. This event was rescheduled from Dec snow day. The work is anticipated to take approximately 1 week and will be scheduled when temperatures rise. The work will require closing the senior center. Pine Mountain Museum: Attendance: o General Admissions 8 o Group Admissions 0 o Group Train Admission 0 o Group Panning 0 o Train Riders 0 Staff planning for 2 nd Annual Cowboy Festival Staff is currently counting the year-end inventory Programs Division: Planning for the following event: o Daddy-Daughter Dance, Saturday, February 10, 2018 from 6:00pm until 8:00pm at the Villa Rica Civic Center. All ages are welcomed to come dance the night away with great food, win some awesome prizes, have their picture taken (for a fee), and enjoy a magical evening of memories for dads and daughters. Wastewater Treatment Plants: Preventative maintenance was completed on various lift stations throughout the collection system. Maintenance staff worked on filling generators with diesel fuel. Both the Tallapoosa West Plant and the North Sweetwater Plant were in compliance with their respective NPDES discharge permits. Bio Solids were processed and hauled from the North Sweetwater facility. Preventative maintenance was completed per the PM schedule for both plants. Distribution: Checked a water leak on Highway 61 at Happy Valley Church. Checked a water meter at 209 East Wilson Apartments. Repaired a water service at 217 Thomas Dorsey Drive. Checked a water leak at A1 Cleaners at Mirror Lake Boulevard. Blew out a sewer service at 219 Anderson Road. Repaired a water leak at Enclave Subdivision. Repaired and serviced the generators at the shop. Cleaned up the dirt and asphalt from the jobsite on Thomas Dorsey Drive. Applied hay and seed to jobsite on Thomas Dorsey Drive. Cleaned and organized all service trucks. Installed a new water meter at lot #54 in Twin Oaks Subdivision. Performed maintenance on tractors. Performed two sewer blow outs at 133 Highway 78 and 405 Green Court. Repaired a ¾ service leak at Brookside Subdivision. Villa Rica City Manager s Weekly Report Page 9

10 Applied salt treatment on the roadway on Highway 78 by Hillcrest Cemetery. Attended the City Council Workshop meeting for recognition of coverage during the snow storm in December. Verified three lots in Southwood Subdivision for building permits for water meter installation. Met with auditor for the inventory count. Explored on the side of Highway 78 at Hillcrest Cemetery to determine the location of the water man and service line to the cemetery. Cleared down trees from the sewer line behind the Shell Station on Highway 78. Checked a sewer problem at 524 North Avenue. Cleaned up the bin at the back of the shop to keep new meters. Collected traffic cones that were left on job site at Highway 101. Repaired a 6 water main on North Dogwood Street. Disconnected the water at the Holiday Inn Express. Checked a water leak at the Fire Department on Highway 101. Checked a water leak at Day & Night Store on Highway 78. Disconnected the water at 209 East Wilson Apartments. Checked a water leak at Cannon Street. Locate crew member processed 38 locates. Meter Reader o Connected Water Service 21 o Disconnected Water Service 1 o Courtesy Calls - 9 o High Usage Checks - 3 o Install Meters 3 o Leak Checks 6 o No Usage 4 Streets and Solid Waste: Completed all vehicle morning daily maintenance inspections. Attended weekly update meeting. The household junk crew and chipping crew completed the weekly routes per holiday schedule. Greasing and daily maintenance of the equipment was completed. Cleaned equipment and some of the daily vehicles that are used. Removed several dead animals from street and hauled to the dump. Removed material from dump sites along the city streets. Reinstalled, and straightened several city regulatory signs and poles that had been run over, leaning, and had been knocked sideways at different locations. Flagging traffic for work zones. Patched some small potholes. Compiled information for various projects and scheduling. Removed trash from trash canisters at the City Cemeteries. Continued clean-up of tree debris left from the snow storm. Continuing cleanup of equipment, and vehicles, to make ready for the next event. Cut and got down broken over hanging limbs from the right of way that was dangerous to the traveling public. Villa Rica City Manager s Weekly Report Page 10

11 Put up temporary stop devices where DOT signage was knocked down. Called into the Department of Transportation signs that have been ran over. Checked of street lights that were not working properly. Finished work on a trench system to divert water and keep from overflowing into basin. Vehicle and Building Maintenance and Inmate Work Detail Crews: 10 vehicles were serviced and or repaired by the Fleet Garage. Fleet Maintenance has delivered caution lights to be installed on new F-750 s Mainstreet Office has had a/c duct re-routed to a more efficient location. Building Maintenance has installed some office boards for City Hall. Douglas County crew has picked up trash on the Douglas county side of Villa Rica. Carroll County crew has picked up trash on the Carroll County side of Villa Rica. Stormwater/Watershed Management: The Best Management Practices continue to be implemented as outlined in the Watershed Protection Plan (WPP) and Stormwater Management Plan (SWMP) to meet the Federal and State guidelines of both permits. Staff continues to work on the end of the year annual report in regards to the Phase II MS4 permit that expires this year. Staff worked with Community Development Department on how to fill out various forms and spreadsheets for construction sites inspections and other pertinent information regarding development sites during Staff continues to work closely with Community Development Department in regards to several development sites. Most of these concerns regard the stormwater maintenance agreements that are required by the City Phase II MS4 stormwater permit enforceable by the Georgia Environmental Protection Division. Staff cleaned and removed large fallen tree branches from the trash rack that was installed on the sewer easement below the City Public Works building to help keep the culvert clean of debris. It appears the branches fell during the snow event back in December. Staff continues to inspect storm water structures throughout the city that are identified as the city s responsibility for maintenance and upkeep. As outlined in the stormwater management plan, the city was divided up into five (5) sectors where as all structures in the entire City would be inspected and inventoried in a five (5) year span. Staff continues to complete general maintenance to various drainage structures located inside of the city right-ofway.
