2 From Last TWG IV meeting conducted in Makassar last year. It was agreed that every team should 1. Conduct Forum Group Discussion. To sosialize the program, analize and conclude the solution based on the problems come from their condition. 2. Conduct survey for purposed area. Survey is conducted to analize how their energy s condition and to know more about their energy consumption every month. Those two tasks are the TWG V responsibility

3 The agenda is then arranged as part of Steps to Need Assessment. Participatory Rural Appraisal (PRA) is one of steps to empower community for improving their standard of living. Empowerment process or Community Empowerment consists of some steps, i.e.: 1. Self rural study by community 2. Developing groups 3. Arranging activity plan and action 4. Monitoring and Evaluation PRA is a bottom-up process, not top-down process approach

4 1. FORUM GROUP DISCUSSION This agenda cannot be formally conducted because of Merapi eruption on Last December. As we know that Sruni as the purposed area lies 10 km from Merapi. Therefore they are evacuated to the safe place around. It is not possible to conduct a formal FGD. However, in fact we already set informal interview.

5 2. SURVEY We had already conducted survey on last January 2011 because of Merapi eruption. Sruni is located near Mount Merapi, for which the team should wait to conduct the survey until the condition and situation are quite possible to be done.

6 For conducting the survey, we prepared the questionnaire. The people can be classified into 4 sectors. 1.Household 2.Public Community 3.Bussiness 4.Government The questions are then arranged into some aspects: 1.Economical condition; 2.Energy consumpsion; 3.Potential energy available in the situation.

7 1. Economical condition The questionnaire contains of questions on personal data and for analizing their economical condition. How much their income, How about their energy consumptions, and How about their cattle. 2. Questions for special sectors. (household, public community, bussiness, and government). The questions are focused on their dependence of energy in daily activity and what priority of their energy used. The questions for household sector are concerned on what their energy for cooking, lighting, ironing, and watcing TV. How their way to supply their energy need, and about the cost should be paid each month for supplying the energy. The questions for public community sector are concerned on what their energy need. How their way to supply the energy need, and about the cost should be paid each month for supplying the energy.

The questions for government are concerned on what their energy for doing office activities, how their way to supply their energy need, and about the cost should be paid each month for supplying the energy. 10 GEOGRAPHICAL CONDITION Boyolali district as one of 35 districts in Central Java Province, located in between ' East Longitude and 7.36' 7.71' South Latitude, with height between 75 until 1500 meters from sea level and has distance to unfold: West East = 48 kms, North South = 54 kms. 14 The price of energy supplied to the population depends on local conditions. Actually firewood from the forest around for which almost all citizens do not require to buy, but some people buy from the people directly if they do not have time to collect the firewood. The price of firewood is approximately Rp 1000/bundle. According to the Government regulation that Kerosene already changed with LPG and this program already implemented start in The program conversion from Kerosene to LPG was finished and now the government does not supply kerosene. It means that there are no people use kerosene for cooking and

17 Breeders as Corespondents The Conclusion is most of the people want to build the Biogas. From 40 corespondens, 23 people or 58 % have a high demand to build digester and 11 people or 28 % want to build digester. Only 6 people or 15 % not decide yet to build the digester.

18 Based on data, it is known that most people in Sruni have cow as their cattle. However, the most crucial problem come when they cannot manage the manure. The manure is kept in the backyard of their houses, and it is mostly annoying the other. The smell is very bad so it is very disturbing. This is caused by the large amount of manure which placed in the yard. According to the survey, it seems that Biogas can help people to solve this problem

30 PROPOSED PROGRAM After conducting survey. We conclude that the most crucial problem is how to manage the manure. Because most of Sruni people have cows as their cattle, and it is mostly dangerous for their healthy. Also, from survey it can be inferred that most of people use wood as their energy supply for household activity, especially for cooking. Athough the government already changed kerosene into LPG, it does not effective enough because they still use wood in their cooking activity. From the survey result, it can be inferred that they can substitute wood into biogas. Based on the number of cow they have in each family, most of them have cow as their cattle. According to this reason, the proposed program is implementing biogas, and we name it

31 To assist the program to convert cow manure into biogas, the central ministry manages the program is Energy and Mineral Resources Ministry (Kementerian Energi dan Sumber Daya Mineral ESDM) and the provincial government and local government district conduct activities in the form of direct development assistance through the benefits socialization of biogas. By the education and socialization conducted by relevant agencies such as Mines and Energy Regional Office of Central Java (Dinas ESDM), the public gradually realized that the program of convering cow manure into biogas is very useful, with the motto Olah Limbah jadi Berkah - Processing Waste into Blessing".

32 CONCLUSION 1. Sruni has a potential alternative energy, because most of the people have cow manure and do not know how to manage it. 2. Most of household sector in Sruni depend on woods for cooking. Otherwise, energy from PLN is for lighting and electrical supply. 3. Most of Public community depend on PLN for running their activities. 4. Most of Bussiness depend on PLN and gasoline for transportation. 5. Government depend on PLN for running their activities. 6. The progress of our team is having conducted survey for solving the problem and propose a specific program to solve the problem.
