Adams St. Phoenix, AZ Office: Mr. Steve Trussell became the Executive Director of the Arizona Rock Products Association (ARPA) in He is responsible for the promotion and preservation of the sustainability of the rock and construction materials industry through active involvement in the community relations, regulatory, and political processes. For the last three years, the Association has worked on regulatory reform and transparency legislation that will prove to be of tremendous benefit to all business sectors. Steve serves on several boards and committees including the Technical Advisory Board for the Center of Environmentally Sustainable Mining, Air Quality Technical Advisory Committee, and the State Aggregate Association Executives. Steve previously served as ARPA as the Community Relations Director for five years. Before joining ARPA, Steve was a consultant for the Arizona Mining Association as an advocate of the copper mining industry and later the Arizona Foundation for Resource Education. There he advocated for industry, designed Mining0related curriculum, and facilitated graduate courses on industry and curriculum and assessment-related topics. Steve also served as an instructor in the Mesa Public School District for 14 years. There he served as grade level chairperson, assisted district curriculum development, was a special programs coordinator and coach. Steve received a B.A. and Masters Degree from Arizona State University and a Post Baccalaureate Degree from Ottawa University. Steve has been a guest on the Oprah Winfrey Show, has been nominated for two national Instructor of the Year awards, and in 2010 was honored by the National, Sand, Stone and Gravel Association as the State Association Executive of the Year. Steve has been proud to serve in numerous charitable organizations. Steve has an affinity for the arts, photography,

For over 25 years he has represented mining and industry in Arizona (and surrounding states) with respect to various state and federal-based water quality and mine reclamation and closure programs, including the aquifer protection permit program, Arizona s pollutant discharge elimination system permit program, impaired water determinations and listings, development and implementation of total maximum daily load requirements, mined land reclamation and closure, development of surface and aquifer water quality standards, and state certification of federal water quality permits/approvals. He participates actively as a member of the Arizona Mining Association and lobbies federal and state governmental agencies on water quality statutory, regulatory, and policy-based issues to the benefit of the mining industry in Arizona. Mr. Decker currently serves as the Vice Chair for the Arizona Mining Association s Water Quality Subcommittee. He also serves as the Co-Chair of the Arizona Chamber of Commerce and Industry Water Quality Subcommittee (formerly the Arizona Association of Industries Water Quality Subcommittee), a position he has filled since 2001.

Clarkdale, AZ Office: Brett has 27 years industrial and environmental experience with the last 13 years specific to cement. Brett has served as Environmental Manager since Prior to joining Phoenix Cement Company in 2004 as Environmental Engineer, Mr. Lindsay served in numerous positions with American Environmental Testing, Inc. From 1989 to 1995 Brett was involved with the air quality monitoring and stack testing portion of the business. Brett later became more involved with additional compliance monitoring and reporting projects, and eventually into the permitting and air dispersion aspect of the business. From 1995 to 1999 Brett was a Quality Control Technician for Geneva Rock Products before rejoining American Environmental Testing, Inc. from 1999 to 2004 as a Permits Engineer where he was involved in numerous projects throughout a variety of industries. Brett joined Phoenix Cement Company in 2004 as an Environmental Engineer and now manages the environmental and energy responsibilities of the company s cement, aggregates, and pozzolan business units. Brett belongs to several industry associations including the Arizona Rock Products Association and the Portland Cement Association, and has chaired a number of different committees for both organizations. Brett attended the University of Utah and holds a Bachelor s degree in Chemical Engineering, and has 25 years of mining, construction, cement, oil and gas, pulp and paper, and power industry experience. Brett is married with 3 children. He prefers to be out throwing batting practice or hitting ground balls to his kids under the beautiful Arizona sunshine. Spends any remaining free time mountain biking in Sedona or downhill mountain biking during the summer months at the

Casa Grande Hwy Rillito, AZ Office: Kacy Vance has 18 years of experience in environmental compliance, permitting, and remediation projects across Arizona. My experience includes project management of a variety of soil and groundwater remediation and compliance projects; permitting, compliance and emissions reporting for numerous air quality projects and sources; Toxic Release Inventory (TRI) and Greenhouse Gas (GHG) emissions reporting; and inspections, preparation, and certification of Storm Water Pollution Prevention Plans (SWPPP) and Spill Prevention, Control, and Countermeasure Plans (SPCC) for both industrial and mining clients. Ms. Vance also has extensive field experience including operation, maintenance, and monitoring of soil vapor extraction, groundwater extraction and treatment, and thermal oxidation equipment; pilot testing of biorespiration and soil vapor extraction systems; monitoring and sampling of groundwater, surface water, soil, soil gas, and air; and field supervision of a number of excavation, remediation, demolition, and construction projects. Specialties: Air Permitting and Compliance, SPCC and SWPPP plans, GHG, TRI, and Hazardous Waste reporting.
