19 Model to monitor the Local Agendas 21 in Udalsarea developed programmes, 8th programme being developed: 7,240 assessed actions, 1,014 municipal stakeholders involved and 4,845 indicators calculated 80 municipalities taking part in the 8th programme 62 municipalities and 62 local councils with GHG Inventory (7th programme) Programme timeline (September-December) Supramunicipal data (centralised by Ihobe), Local sources data (local councils): import/export process (Mugi21).

21 Keys of the Observatory 21 Homogeneous and shared methodologies: it is necessary an homogeneousthat structure of the PALs, also have a common methodology of tracking them (to assess the degree of implementation and calculation of indicators). Annual technical support for monitoring PALs: in the early years is needed a bigger support, but as municipalities systematize monitoring, support is more timely basis and to resolve issues of higher quality. Service very efficient: an initial investment for design and development of computer application is necessary, after that the cost required by town is very low (same cost for one municipality to perform for 100). Tool for policy evaluation: in addition to being a tool for gathering information, enables the evaluation of local sustainability policies.
