1 C I T Y R E AC H, K I R K S TA L L ROA D P R O P O S A L F O R A M A J O R M I X E D R E S I D E N T I A L C O M M U N I T Y Inhabit are proposing significant investment in Leeds with the regeneration of the vacant former Yorkshire Chemical Works site (City Reach 1) and former Bus Depot site (City Reach 2) on Kirkstall Road, transforming the sites into a major new sustainable mixed tenure residential community. This exciting development will not only provide high quality homes but also provide major public open space and open-up the waterfront along this part of the River Aire by creating 2 parks and a riverside walk. S I T E C O N T E X T The sites are located to the west of Leeds City Centre, bound to the north by Kirkstall Road and the south by the River Aire. The newly developed residential community of Otter Island lies to the south of the River Aire, and the proposals seek to increase connectivity to this site and beyond through the provision of a new pedestrian bridge.

2 Inhabit are proposing to submit two planning applications in early 2018 and wish to first understand the views of those who live close to the site and may have an interest in the scheme. Inhabit have also formally discussed the proposals with Officers at Leeds City Council and other statutory parties (e.g. Environment Agency, Highways England), who are supportive of the principle of new homes in this location and recognise the benefits that the masterplan will deliver. B A C K G R O U N D T O T H E P R O P O S A L S Outline planning permission was granted on City Reach 1 in July 2016 for up to 1,010 residential units across a range of private sector rental, private for sale and student homes, along with supporting retail, business and leisure uses. Following Inhabits acquisition of the adjoining Bus Depot Site (City Reach 2) a comprehensive high-quality masterplan approach can be brought forward for both sites, enabling a new major community to establish itself in this part of the City. The development is programmed for delivery starting in Summer 2018.

3 C I T Y R E A C H 1 A Reserved Matters application for the detailed design of the scheme will be submitted in early The principle of the use of the site for residential has already been established through the outline consent. The scale and massing of the residential blocks previously approved has been reduced, enabling a greater amount of public open space to be provided on the site. The development will include 420 private rented homes, 108 for sale homes and 309 student flats, along with a range of small shops, catering and commercial units. C I T Y R E A C H 2 A planning application will also be submitted in early 2018 which seeks full planning permission for surface-level car parking for residents of City Reach 1 and City Reach 2, and outline planning permission for redevelopment of the remainder of the site for residential use. The development will be split into 4 blocks and comprise up to 530 residential units. H I G H Q U A L I T Y M U LT I T E N U R E A C C O M M O D AT I O N The development will provide a mix of private for sale, private rental and student accommodation, along with commercial floorspace at ground floor level. Affordable housing will be provided throughout both schemes in accordance with Council policy. 4 H I G H Q U A L I T Y D E S I G N & P U B L I C O P E N S PA C E The proposals will deliver high quality design across two large vacant brownfield sites. The scheme will incorporate measures to ensure the new homes are energy efficient, and adaptable to climate change. The development will incorporate both a linear park and river park which will create a continuous green connection through from the River Aire to Kirkstall Road. The river park will provide a high quality public open space overlooking the river, humanising the space and creating a natural, riverine feel. Layered planting, landform and boulevard trees will create a strong green edge along Kirkstall Road, creating a soft gateway into the City Centre as you approach from the west. F L O O D A L L E V I AT I O N The proposals will result in positive impacts in terms of flood risk. Buildings will be raised above existing ground level as part of flood risk mitigation measures, working alongside the Leeds Flood Alleviation Scheme Phase 2, which will extend along the River Aire in A C C E S S The sites are located in a highly sustainable and accessible location on the edge of the City Centre. Vehicular access to both sites will be gained from Kirkstall Road. The regeneration of both sites will also introduce new pedestrian and cycle routes through the site and connections to Otter Island and other neighbouring sites on Kirkstall Road.
