Timber Ltd. is required to prepare an Annual Environmental report for their site in Kilnasavogue, Longford. 4 2.0 Site Description 2.1 Site Description. Glennon Bros. Timber Ltd. was established in 1913 and is a family run business. The company currently employs over 25 people. The company operates a wide range of facilities such as kiln drying, planing and moulding, stress grading, and timber preservation. The company currently takes in its raw material from Glennon Bros. Cork Ltd. for further processing. Sawn timber is sorted and stacked ready for kiln drying at the Drop Sorter. After drying in the Kilns, the sawn timber is either graded for constructional use at the Stress Grader, or further processed by machining at Machine Shed 1 and 2, and / or treating with preservatives at the treatment plant. The mill is open from 8:00 a.m. to 4:50 p.m. from Monday to Thursday and 8:00 am to 2:20 p.m. on Fridays. An evening shift runs from 5:00 p.m. to 1.45 a.m. Monday to Thursday and 2:20 p.m. to 8:10 p.m. on Fridays, during which only secondary handling and finishing occurs. Occasionally some secondary handling and finishing occurs between 8:00 a.m. and 1:00 p.m. on Saturdays. All above hours are subject to economic activity. Glennon Bros. Timber Ltd. 4

5 3.0 Data 3.1 Summary. This section contains summary reports for the following: Surface water emissions, Waste management, Resource consumption and Noise monitoring. Where detail reports are required, these will be contained in the appendix. 3.2 Surface Water Emissions Summary As part of the IPPC license emissions to water have to be monitored. There are three emission points: SW2, SW3 and SW4. All three points are visually inspected daily. Suspended solid analysis is carried out monthly on all three areas. Environmental Efficiency, An independent environmental firm based in Bray, Co.Wicklow performed the majority of the analysis for Sw2 being closest to the treatment plant is monitored for ph levels on a weekly basis. In period being reported on there have been no exceedences. A summary of this data is included in the appendix. 3.3 Waste Management Report In the reporting period approximately 44.9 tonnes of waste was produced at Glennon Bros. Timber Ltd. This figure has dropped 45% from the previous year s figure of 82 tonne. The reduction of waste is generally attributed to the economic downturn in the market. However a proportion is attributed to the waste minimisation program from last years EMP. The majority of the total waste was ash from powering our kilns. In this period over 66,804m3 of timber & 3407 tonnes of sawdust (for use in kilns) were brought into the mill. In the reporting period there were seven empty IBC s collected for reuse by Osmose Protim Abrasives Ltd. Documentation is available on request. 3.4 Resource Consumption Summary In the period from January 2009 to December 2009, 66,804m 3 of sawn timber was brought in from Glennon Bros. Cork Ltd., and processed in the plant. This is approx 10% less than previous year. All this timber is FSC Certified and sourced from managed, renewable forests. The site had an electricity expenditure of 1,453mWh. The comparable figure for the previous period, Jan to Dec 2008, was 1,749mWh. This constitutes a decrease of 16.92%. The total electricity usage per m 3 of produced material was an average of 21.75kWhm -3 for the year. Approximately litres of diesel was consumed. Volvo front loaders, forktrucks and other onsite vehicles as well as the boiler for timber drying accounted for the majority of the diesel consumed. The timber treatment area consumed approximately 6,405 m 3 of water. This was supplied by the local water scheme. Full details of energy and water consumption are contained in the appendix. 6 3.5 Noise Monitoring. On 15 h December 2009, a noise survey report for daytime was carried out on the site. Toward the end of 2009, when the survey was being carried out, Glennon Brothers Timber only operated on a day shift due to poor economic activity, a night time survey could not be carried out as a result. The results were found to be within IPPC limits. The report is contained in the appendix. 3.6 Environmental Incidents and Complaints Summary There have been no environmental incidents at the site in the period covered by this report. There have been no complaints to date associated in any way with the operation of the site. Glennon Bros. Timber Ltd. 6

7 4.0 Environmental Management 4.1 Environmental Policy, Structure and Responsibility. It is the policy of Glennon Bros.Timber Ltd. to conduct its operations in harmony with the environment. Environmental management is a top corporate priority. Glennon Bros.Timber Ltd. undertakes to comply with all applicable environmental standards and legislation, in all current and future processes and operations. Compliance is seen as a minimum requirement. The company will train and motivate its employees to carry out their tasks in an environmentally responsible manner. The company encourages openness and dialogue with both employees and the public on environmental performance. The company is committed to the prevention of pollution, the reduction of wastes and encourages recovery and recycling of wastes as opposed to disposal where feasible. The environmental performance of the company will be managed through the setting and meeting of specific objectives. The management of Glennon Bros. Timber Ltd. accepts full responsibility for the implementation of its corporate objectives and the maintenance of its EMP. Specifically, Mr. Damien Cross will be the management representative who will be responsible for all aspects of the EMS and of the EMP as an aspect of the EMS. 8 4.4 Environmental Management Programme: Report 2009 In the period from January 2009 to December 2009 all of the objectives and targets were met within their stated timescales. A detailed account of this is included in the appendix. 4.5 Proposed Environmental Management Programme: 2010 A proposal for the environmental management programme for the year 2010 is included in the appendix. The emphasis of the programme is to continue onsite awareness of waste minimisation and environmental awareness in work practises. Glennon Bros. Timber Ltd. 8

9 5.0 Other Reports 5.1 Boiler Combustion Efficiency A report on the boiler efficiency is included in the appendix. 5.2 Noise Monitoring Report A day time survey carried out on all noise sensitive locations. 5.3 Bund Integrity Report A Bund Integrity report was carried out on all bunded areas within the plant in Reported Incidents Summary. In the period of this report (Jan 09 to Dec 09) there were no incidents at Glennon Bros. Timber Ltd 5.5 Groundwater test results. Results of groundwater test samples are included in the appendix. 10 6.0 Conclusion and Future Performance. Glennon Bros Timber Ltd is committed to protecting the environment. This document, along with the following appendices, portrays the state of environmental performance for the company at the end of December This will be used as the yardstick by which future environmental performance will be measured against. 46 Report on Environmental Management Programme of Glennon Bros. Timber Ltd. (January 2009 to December 2009). 1.0 Brief for Report. As a requirement of their IPC License (No. P ) Glennon Bros. Timber Ltd. are required to set up and maintain an Environmental Management System at their site in Kilnasavogue, Longford. One of the requisites of the EMS is the establishment of an Environmental Management Programme. The function of this document is to report on the results of the EMP for the above period of their IPPC license. 2.0 Summary. 2.1 Components of the EMP. The EMP for the given period included a time schedule for achieving objectives and targets. This report forms part of the AER and includes the following: Designation of responsibility for achieving the objectives; The means by which said objectives were achieved; The time frame in which said objectives were achieved. 2.2 Objectives: The objectives for the EMP included the following: Maintain the existing programme to reduce overall waste production. To future proof the companies vulnerability to any Environmental issues and seeks to prevent them from arising. 2.3 Report This report on the EMP includes the success in meeting agreed targets, and is to be submitted to the EPA. 50 5.0 Breakdown and Analysis of Achieved Objectives. 5.1 Summary. This section analyses the way in which the individual targets for each objective were met. 5.2 Waste Reduction Objective To maintain the existing waste reduction programme Targets Following last years positive reduction in waste levels, the focus is to maintain the reduced levels of waste output with a specific focus on minimisation Conclusion Waste output has reduced from 82 tonne in 2008 to just less than 45 tonne in It should be noted that the main reason for the decline in waste output levels is attributed to the downturn in the market. However environmental awareness in the plant has improved. 5.3 Environmental vulnerability Objective To future proof the companies vulnerability for any Environmental issues that may be likely to occur and to prevent them Targets To maintain environmental awareness and efficiency with current work practises. To assess various work practises with a view towards improving environmental vulnerability Conclusion Environmental awareness has improved in the plant. Various areas have been looked at by the Group toward the end of 2009 with a view to creating a plan for improving the specified areas in Glennon Bros. Timber Ltd. 50

51 6.0 New Developments In the event of new developments, the substantial modification of existing processes or the introduction of new processes at Glennon Bros. Timber Ltd. separate Environmental Management Programmes will be established for each case. Such programmes will: Identify and evaluate the potential impacts of such new developments and develop appropriate project environmental objectives; Establish mechanisms to achieve these objectives; Address the environmental aspects of changes as these projects proceed; Take corrective action and assess its effectiveness if these changes prove to be detrimental to the environment. 55 Proposed Environmental Management Programme for Glennon Bros. Timber Ltd. 1.0 Brief for EMP. As a requirement of their IPPC License (No. P ) Glennon Bros. Timber Ltd. is required to set up and maintain an Environmental Management System at their site in Kilnasavogue, Longford. One of the requisites of the EMS is the maintenance of an Environmental Management Programme. The function of this document is to lay out a proposal for said EMP, for agreement with the Environmental Protection Agency 2.1 Components of the EMP. 2.0 Summary The EMP shall include a time schedule for achieving objectives and targets. It shall form part of AER and should include the following: Designation of responsibility for achieving objectives; The means of achieving said objectives; The time frame for achieving said objectives. 2.2 Objectives: The EMP will include the following objectives: 2009 saw a continual decrease in waste output, the objective is maintain a lower output of waste where possible. The focus for 2010 is to achieve a better knowledge of environmental practises with all suppliers to the Glennon group. Following a group effort toward year-end 2009 to identify any areas which might provide an environmental risk, the focus for 2010 will be to implement improvements onsite where possible 2.3 Reporting. As part of the AER, a report on the EMP, including the success in meeting agreed targets, shall be submitted to the EPA. Following two years of successful waste reduction, the focus is to maintain the reduced levels of waste output with a specific focus on environmental practises such as EWC coding on collections. Ongoing Environmental vulnerability Objective: Targets: To future proof the companies vulnerability for any Environmental issues that may be likely to occur and to prevent them. The areas identified toward the end of last year needing improvement will be the targets for Environmental awareness will continue to remain a focus point also. Completion date: Ongoing.
