5 Introduction DHV The plan to incorporate a new high flux reactor, PALLAS, in Petten are accompanied by the important quetion: how will thi new nuclear intallation appear and in what way will thi reactor be incorporated in the characteritic dune landcape of North Holland? The plan to incorporate a new high flux reactor, PALLAS, in Petten are accompanied by the important quetion: how will thi new nuclear intallation appear and in what way will thi reactor be incorporated in the characteritic dune landcape of North Holland? The document before you wa drafted baed on the conviction that the ure and incorporation in the landcape of PALLAS i not only the buine of the initiator, but of a wider group of intereted partie. The immediate neighbour, (recreation) buinee and other intereted partie were therefore aked about their wihe with repect to the: viibility, deign, colour and incorporation in the landcape of PALLAS. Once thi intention had arien, the PALLAS project organiation and the Zijpe local authority tarted working together. The Rotterdam-baed ocietal communication company Het Portaal joined thi group. The company wa taked by the Minitry of Economic Affair, Agriculture and Innovation (EL&I) the department reponible for iuing the permit under the Nuclear Energy Act - to invetigate what i going on in the region. Becaue the incorporation in the landcape eemed to be an important element, the partie decided to act together. Eventually, two evening meeting (on Thurday 28 April and 31 May 2011) were organied in the Zijpe Town Hall in Schagerbrug. The firt meeting addreed the crop of idea and wihe from the region, the econd gave a profeional tranlation of thee idea and wihe and recommendation. Three collaborated in the evening meeting: Adriaan Geuze, Director of the ural company Wet8 in Rotterdam, Robert Collignon and Stefan Kolen, who both work for DHV Arch in Eindhoven. Geuze mainly concentrated on argument related to incorporating PALLAS into the landcape, Collignon and Kolen mainly provided advice about the ural poibilitie (deign, colour, material) of PALLAS. Thi Memorandum of Aim drawn up by DHV Arch on the order of the PALLAS project organiation, i a profeional tranlation of the ocietal wihe that were recorded during the meeting mentioned above. The document briefly outline the incorporation and ural preference taking account of the technical and patial planning condition (a far a they are known in the pring of 2011). The memorandum i intended a a guide uggeted by the inhabitant of Zijpe - for the eventual deign of PALLAS. The reaon to organie the public meeting at the very tart of the long PALLAS development proce (approximately 8 year), i becaue a oon a the financing ha been arranged, the project organiation will invite tender for the deign and contruction via a European invitation to tender procedure. By making clear at thi early tage the ocietal wihe related to the incorporation and ure of the reactor, the competing partie can take account of them. Thi mean that they will receive together with the firt deign ketche an aignment (criterion for awarding the contract). Thi document i a note for guidance in the PALLAS tendering proce. Baed on the ocietal wihe expreed in the region, the drafter of the PALLAS Memorandum of Aim, DHV Arch, ha taken the opportunity to extend the recommendation further than jut the cope of the PALLAS project. For intance, a few uggetion have been made related to the entire field of ree. Conider a new ecurity layer, the open campu and a viitor centre. However, agreement mut be reached with other companie on the ree location in thi regard. The PALLAS project organiation will endeavour to enure that thi occur. 5

11 Surrounding & Image DHV The PALLAS project i an initiative of the Nuclear Ree & conultancy Group (NRG). NRG i a daughter of Energieonderzoek Centrum Nederland (ECN), which i recognied a being the leading Dutch intitute for energy innovation. Both intitute have their head office in the dune around Petten, together with the European energy intitute JRC-IE and the American pharmaceutical company Covidien. The dune companie (duinbedrijven), a the cluter i alo referred to, are known to provide high-quality employment (more than 1500 people work in Petten). The group of dune companie i known to the public due to it expertie in the area of utainable energy application (ECN and JRC) and due to it role a the producer of medical iotope for the world (NRG and Covidien). The PALLAS project ha been tarted becaue the HFR i approaching the end of it operational life. The objective of PALLAS i the contruction and operation (from 2020) of a new high flux reactor. The intention i to ue the new reactor to become the global market leader in the development and production of (medical) iotope and to increae the knowledge about and turnover of utainable nuclear technology. New building will follow the trict grid in which a contrat will be created between nature and building (nature i organic, building have traight line). Reduce it appearance to the eence without making it look indutrial. Make the object interpretable by a clear deign. A camouflaged/ concealed feeling mut be avoided. With repect to the perception from the dune landcape, the entire ree ite ha an influence. The ite can be een in particular from the beach acce point and the Petten ea defence. Intead of hiding the ite behind artificial dune and vegetation, the recommendation i to promote the ite to being an (open) campu. Here, a clear tructure and clear dipoition are extremely important.
