2 Legal and regulatory framework that affects ESCO Germany (same as the EU) relies on two measures to target its climate goals: increase use of renewables and increase efficiency 20% share of renewables in total consumption (reference 1990) and 20% increase of energy efficiency (reference 1990) Renewables Energy Directive: Mandates levels of renewables use in member states; requires that 20% of the energy consumed within the European Union is renewable.
