Some of the changes implemented over the last couple of years have resulted in the requirement that council be better informed on the operation of water systems. The Ministry of the Environment requires that a Summary Report be prepared on an annual basis and presented to the Municipal Council. The owner of the drinking-water system shall ensure that, not later than March 31 of each year that a report is prepared and provided to the members of the municipal council. With the connection of the Mount Brydges System to Lake Huron in late 2010, the Mount Brydges and Strathroy Water Systems were consolidated into one system now known as the Strathroy-Caradoc Water Distribution System. The following report titled "Strathroy-Caradoc Water Distribution System Summary Report 2012" has been prepared based on the consolidated system in accordance with the requirements of Regulation 170/03. 4 Date: February 19, 2013 Summary Report for The Corporation of the Municipality of Strathroy-Caradoc STRATHROY-CARADOC DISTRIBUTION SYSTEM 1.0 INTRODUCTION 1.1 Legislation Background In December 2002, the Safe Drinking Water Act (SDWA) was enacted. Subsequently, on June 1, 2003, under the SDWA, a new 'Drinking-Water Systems Regulation', Ontario Regulation 170/03 (0. Reg. 170/03), was enacted. In addition, several supporting regulations and procedures were also enacted to assist with the administration of 0. Reg 170/03. This was followed up with the implementation of the Drinking Water Quality Management System (DWQMS) in 2006 and the Financial Plan Regulation under the SDWA (0. Reg. 453/07) in The SDWA identifies the responsibilities of owners and operating authorities of municipal drinking water systems (SDWA, Sections 11 and 12). Their duties include ensuring that: All water provided by the drinking-water system meets prescribed drinking-water quality standards; The drinking-water system is operated in accordance with the Act and regulations and is kept in a good state of repair; All facilities are appropriately staffed and supervised; All sampling, testing and monitoring requirements are complied with; All reporting requirements are complied with; and Only persons holding valid operator's certificates must operate the drinkingwater-system. 0. Reg. 170/03 establishes the standard for protection of drinking water. It includes sets of Schedules, specific to municipal residential systems, that define requirements for: Minimum treatment levels; Operational checks; Chemical and microbiological sampling and testing; Adverse results reporting ; Corrective procedures; and Report documentation and retention.

5 The system's Certificate of Approval (C. of A.) imposes system specific rules and conditions applicable to the standards set out in 0. Reg. 170/03. The DWQMS assists owners and operating authorities in the effective management and operation of their municipal residential drinking water systems. Municipalities must create and implement a Quality Management System to address 21 elements. The developed Operational Plan was submitted to the Ministry of Environment prior to the March 2009 deadline with the Licence and Permit issued on August 4, The Financial Plan Regulation requires all owners of municipal residential drinking water systems to prepare Financial Plans that detail the system's financial information projected forward for at least six years. The Financial Plan was presented to council on March 5, 2012.

6 3 1.2 Objective This Summary Report for the Strathroy-Caradoc Distribution System is being prepared in fulfillment of Schedule 22 of 0. Reg. 170/03, and will be given to Members of the Municipal Council. It covers the period from January 1 to December 31, This Summary Report lists any requirements of the Act, the regulations, the Drinking Water Licence/Permit, the C. of A. and any order that the system failed to meet, during the period of this report. For any such failure, the measures that were taken to correct the failure are detailed. The report also includes relevant information that will assist the Municipalities Members of the Municipal Council to assess the water work's capability to meet existing and future planned uses of the system. 1.3 Description of Water Works The Strathroy-Caradoc Distribution System is supplied water from the Lake Huron Primary System. There are two connections to the Lake Huron Primary System. Strathroy is connected at the Lake Huron Primary Water System Monitoring Station #2 located at the Second Street Reservoir. The Strathroy portion of the distribution system consists of the Head Street Water Tower (capacity 1,900 m3), the Second Street Reservoir (capacity 11,250 m3)/pumping Station with rechlorination and 99.4 km of water mains serving the local street network. 7 4 The Strathroy portion of the distribution system services a population of approximately 13,500 in the Municipality of Strathroy-Caradoc and Township of Adelaide-Metcalfe. Mount Brydges is connected at the Lake Huron Primary Water System Monitoring Station #2 located at the intersection of Springwell Road and Falconbridge Drive. The Mount Brydges portion of the distribution system consists of the Oriole Drive Monitoring Station #3 (Rechlori nation), Railroad Street Water Tower (capacity 720m3), Glendon Drive Reservoir (capacity 1639m3)/Pumping Station and km of water mains serving the local street network. 8 SUMMARY OF UPGRADES 2.1 Upgrades/Major Maintenance Completed in 2012 During the term of this report, upgrade(s) were implemented at the Strathroy-Caradoc Distribution System which include the following : a. Watermain was installed on Park Street from Carroll Street West to 540 m north at Curve in Road. ($138,919.00). b. Universal Power Supply upgrades for chlorine analyzers were implemented to ensure continuous monitoring in place during power fail events prior to generator start-up. 2.2 Upgrades Scheduled to be Completed in 2013 a. Park Street Watermain Installation The Park Street watermain consists of a new 250 mm watermain that will be constructed to provide a loop around Carroll Street to improve water conveyance and eliminate dead ends.. This final leg of the project consists of 462 m and wi ll complete the watermain loop. b. SCADA Panel Upgrades The existing SCADA panels were installed in the late 1990's and replacement parts are no longer available along with system support. It is proposed that the SCADA panels be upgraded to the latest technology. c. Metcalfe Street Watermain Replacement The Metcalfe Street watermain replacement consists of a new 300 mm watermain that will improve the flow of water to the west end of Strathroy. The limits of the watermain will be from Ashby Street to Park Street and consists of 387m of watermain. d. Allen Road Watermain Loop The Allen Road watermain loop consists of a new 150 mm watermain that will eliminate two dead end watermains and along a back-up water feed to the area south of Mount Brydges. It is proposed that 700 m of watermain be installed. 3.0 OPERATION OF THE WATER WORKS 3.1 Summary of the Quantities and Flow Rates of Water Supplied A summary of the quantity of the water supplied for Strathroy Zone #1 and Zone #2, Mount Brydges and the Total Combined Flow is detailed in Table 3.1 below:

10 7 As noted earlier in the report, the Strathroy-Caradoc Distribution System also supplies water to the Township of Adelaide-Metcalfe. The following Table 3.2 provides an overview of average, monthly and total flows to the Centre Road service area. These flows have previously been accounted for in Table 3.1 above. 11 8 3.2 Comparison of Actual Flow Rates and Maximum Allowable Rates The maximum daily flow was experienced on July 2, 2012 with a flow of 9,298 m3 /day. The maximum day flow for each zone/area was as follows: Zone #1-6,930 m3/day on July 2nd. 2012, Zone #2-863 m3/day on June 28 1 h, 2012 and Mount Brydges- 1,716 m3/day on July 2nd, The Certificate of Approval no longer states what the system capacity is. The only capacities detailed would be specific to the rated pump capacities for the Mount Brydges and Strathroy Reservoir/Pump Stations. The 2012 peak instantaneous flow from the Strathroy pump station was 257 L/s and occurred on January 13, 2012 as a result of the calibration of the flow meter. The Mount Brydges peak instantaneous flow was 77 Lis and occurred on March 28, 2012 during a filling cycle on the water tower.

12 9 Based on the following table, there was an increase in water consumption for the Strathroy-Caradoc Distribution System in However, the long-term trend shows that water consumption is declining. The analyzers are located at the following locations: Reservoir Inlet (Strathroy/Mount Brydges), Zone #1 Discharge Header, Zone #2 Discharge Header, Mount Brydges Reservoir Inlet/Outlet, 351 Frances Street and the Railroad Street Tower. The analyzers are equipped with alarms and connected to the SCADA system which directs alarm events to a telephone dialer system. With the connection to the Lake Huron Primary Water System, it should be noted that the two distribution chlorine residual monitoring points are 351 Frances Street, Strathroy and Railroad Water Tower, Mount Brydges.

Measurements of free chlorine residual were recorded on a continual basis. Table 3.5 is a summary of all chemicals used in the treatment process in the Strathroy Caradoc Distribution System.

On June 5, 2012, the Ministry of the Environment performed an inspection of the Strathroy-Caradoc Water Distribution System. The inspection covered the period from April 1, 2011 to April 30, In this inspection, the Ministry noted two issues with respect to non-compliance with regulatory issues: 1. The Operator-in-Charge had not ensured that all equipment used in the processes was monitored, inspected, and evaluated. The incident relates to a minimum chlorine reading that appeared on the daily summary for the Mount Brydges Reservoir inlet chlorine and the Reservoir chlorine readings were mg/l. On November 18, 2011, the operator reviewed the data but failed to investigate these readings and record actions in the logbook or on the daily summaries sheet. Action Required: A detailed response has been provided to the Ministry of Environment on this non-compliance. In addition, a policy was developed and reviewed with staff on the required protocols for follow-up on erroneous results and the need to make a note in the log book regarding such incidents.

15 12 2. Logbooks for the system were reviewed for the inspection period. During the review there were entries identified that did not include the operator's name/identifying mark and/or times of the activities. Given this information, the logs did not meet the minimum requirements of 0. Reg. 128/04 27(5). Action Required: A policy has been developed and reviewed with staff on protocols for log-book entry. A copy of the protocol has been provided to the Ministry of Environment. 4.2 Summary of Compliance To the best of our knowledge and ability we are in, or diligently working towards, compliance, with all of the requirements of the SDWA, 0. Reg. 170/03, as well as the Strathroy Water Work's C. of A. #6964-6FJLDD, Mount Brydges Water Work's C. of A. # CL YQ and Drinking Water Works Permit# Upgrades and improvements to the water works system, and operation of the system, are continuing, and will continue, to ensure that compliance is maintained.
