2 What is Cities for Climate Protection (CCP)? #1-Performance based pollution reduction program #2-Sponsored by ICLEI (International Council for Local Environmental Initiatives) #3-Energy conservation: greenhouse gas reduction, cost savings, and increase livability in Duluth #4-Five milestone framework process

3 Duluth CCP History: May 2001: City of Duluth joins CCP July-Sept 2001: City of Duluth emissions inventory Nov 2001: Duluth CCP Steering Committee formed Dec 2001: Twinning conference Heidelberg May 2002: State legislature allows access to energy conservation funds August 2002: Sister City Exchange with Växjö, Sweden; with focus on sustainability December 2003: Energy Management Fund (EMF) is created February 2005: EMF Resolution creating 50% incentives on all energy projects June 2006: Steam Plant contract reduces greenhouse gas emissions Currently working on city-wide Energy Performance Contracts with Johnson Controls

17 Goal #4 Facilitate sustainable local government leadership City Hall Green Cleaning Pilot Project Project Summary (2006): Use of Environmental Preferred Cleaning Products Within City Hall Eventually branch out to other municipal buildings Development of case study that is available to other cities Reduction of air pollutants Reduced labor costs Reduction in materials Annual savings 50%; $6,000 Energy Savings

18 Goal #4 Facilitate sustainable local government leadership continued City Hall Partnership in Cool Exchange Program Project Summary (2004): The public was invited to bring in old air conditioners and de-humidifiers for new EnergyStar models that used much lower amounts of electricity. Exchanged older models were recycled Reduction of air pollutants Reduced energy use Annual event Thus far, several hundred units have been exchanged $5,034 Annual Energy Savings
