#GreentoScale Scaling up existing climate solutions in Ukraine Oras Tynkkynen Finnish Innovation Fund

Who is behind Nordic Green to Scale Nordic Green to Scale included in the Nordic Prime Ministers Initiative Nordic Solutions to Global Challenges Project co-ordinated by the Finnish Innovation Fund Sitra Funding kindly provided by the Nordic Council of Ministers (NCM) Analysis carried out by Stockholm Environment Institute (SEI) Tallinn Centre with the support of Institute for Environment and Energy Conservation in Ukraine Nordic partners include CICERO (NO), CONCITO (DK) and University of Iceland (IS) 2

Green to Scale: how far can we go with what we already have? #GreentoScale

Exciting results in two studies Global Green to Scale in 2015 covered 17 solutions from both the global North and the South 12 Gt emission reduction potential equal to about 1/4 of current global emissions Annual net costs at most $94 billion less than 1/5 of current direct fossil fuel subsidies Nordic Green to Scale in 2016 analysed the potential of 15 Nordic solutions 4 Gt emission reduction potential equal to total EU emissions today Annual net costs $13 billion equal to 9 days of current direct fossil fuel subsidies 4

#GreentoScale Key results: large potential in scaling up existing climate solutions 7

Significant additional potential in 2030 Additional emission reduction potential of scaling up the solutions to the five target countries when overlap is not accounted for 8

Efficiency and renewables very promising Additional emission reduction potential of scaling up the solutions to the five target countries when overlap is not accounted for 9

Rough estimates of scale-up costs Net costs of implementing solutions in the five target countries in 2030, taking into account both costs and savings over time 10

Rough estimates of scale-up costs net savings Net costs of implementing solutions in the five target countries in 2030, taking into account both costs and savings over time 11

Solutions provide benefits to people and the environment reducing energy imports and improving energy security and independence cutting air pollution and health impacts creating jobs and supporting regional development preserving ecosystem services providing new income streams and tax revenue 12

#GreentoScale What are the results for Ukraine and how to use them 13

Additional emission reduction potential of scaling up the solutions when overlap is not accounted for 14

Ukraine: big potential in efficiency & wind Additional emission reduction potential of scaling up the solutions when overlap is not accounted for 15

Example: building efficiency Improving energy efficiency in buildings could cut emissions in Ukraine 25 Mt in 2030 in addition to what is currently planned Analysis based on the case of Sweden that has reduced building energy use by 1%/year Green to Scale reports highlight barriers to improving energy efficiency in buildings enablers helping in implementing the solution policies to deploy the solution faster how the reference country has been able to do it 16

Policies needed to seize the scale-up potential Scaling up existing climate solutions is feasible, affordable and attractive Implementation is held back by various barriers, but they can be removed General recommendations include e.g. setting ambitious climate and energy targets strengthening carbon pricing removing harmful subsidies introducing targeted support measures enforcing existing regulations and fighting corruption 17

Key policy decisions for Ukraine Energy production: deregulating energy markets and prices, piloting auctions to increase wind and solar power, enhancing anti-corruption and transparency initiatives Energy efficiency: public guarantees to reduce the cost of lending for building efficiency investments, improving monitoring and verification of efficiency projects, guidance and training Transport: clear and ambitious goals, financial incentives and a regulatory framework for electric cars and biofuels 18

Summary Large potential exists to reduce emissions more by scaling up existing climate solutions Solutions are affordable and provide many benefits to people and the environment Implementing solutions is held back by barriers, but they can be removed by policy By learning from other countries, we can all make progress faster We are open for co-operation to help implement climate solutions 20
