EPA Brownfields Program A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. EPA provides financial assistance to eligible applicants through several competitive grant programs including: assessment grants, revolving loan fund grants, cleanup grants, and job training grants.

Monroe County Assessment Grant In 2014, EPA selected Monroe County for a $350,000 Brownfield Assessment Grant Grant being used to assess City/County owned portion of former Gulf Ordnance Plant site, now known as Prairie Industrial Park North Grant funds also will be used for area-wide planning to determine priority areas for assessment and cleanup plans, and for community involvement activities.

Assessment determine possible environmental impacts from current and historical operations Phase I Initial phase, historical records, aerial photos, etc., non-intrusive evaluation Phase II Collection of samples to evaluate any environmental issues identified during Phase I

Site History World War II ammunition plant from 1942 to Activities at the plant included loading and assembly of small arms ammunition; manufacturing of large projectiles, rockets, and bombs; and ordnance storage and demolition. Subsequent uses of the site included a veterans training school and an Air Force vehicle storage lot. The plant was declared excess in 1946 and added to the list of Formerly Used Defense Sites.

Former Gulf Ordnance Brownfield Grant Previous Investigations

County/City owned portions of former GOP facility

County/City owned portions of former GOP facility divided into 5 Parcels for Investigation and Development priority Previous Investigations

1 st Step Phase I ESAs for all 5 Parcels Results of Phase I ESAs Former Mirex (Fire Ant) Plant Current operations material storage & handling 100 lb. bomb assembly line Landfilling of medical supplies and other materials Former Prairie Metals Facility Potential 100 lb. practice bomb burial area Potential asbestos in former buildings

2 nd Step Worked with Community and Stakeholders on Development Priority for Parcel Investigation High Priority Parcels 3 & 4 (Southern portions) NE corner of Parcel 5 Lower Priority Parcel 1 Parcel 2 Production Areas 100 lb. practice bomb area

Develop QAPPs (Sampling Plans) for high priority Parcels Conducted Phase II ESAs Parcel 3 results Constituent concentrations below Target Remediation Goals (TRGs) for Restricted Site Use no further action Required for Development Parcel 5 results Constituent concentrations below Target Remediation Goals (TRGs) for Restricted Site Use Asbestos Containing Material (ACM) identified in former GOP Shipping and Dunnage Building and GOP above ground tunnels ACM encapsulated in building material

Conducted Phase II ESA Results (cont.) Parcel 4 results Chromium in surface soil exceeded TRGs for Restricted Site Use in 1 sample, majority of samples below screening criteria Chromium and lead exceeded surface water screening criteria ACM identified in former GOP Melt and Rework buildings and above ground tunnels ACM encapsulated in building material Supplemental Phase II Filtered surface water samples below screening criterion for lead and chromium (establish ecological risk) Tier II risk valuation of additional soil samples indicated a localized area of chromium in soil exceeding screening criteria. Land Use Restrictions being placed on this portion of the property through deed recordation (no groundwater withdrawal, commercial/industrial site use, etc.)

ACM

Aerial Recon of Possible 100 lb. bomb burial area

Next Steps Assessment of Brownfield Cleanup Alternatives (ABCAs) for ACM containing former GOP structures Apply for Site specific Clean-up Grants for ACM File Land Use Restrictions for Parcel 4 Close out Assessment Grant
