1 The EXIKONOMO project

2 Brief Description Objectives of the project Description The project aims to improve energy efficiency at a local level/municipalities, to promote energy saving activities with direct applicable results and to increase the awareness of citizens and managers of local authorities regarding energy saving, protection and sustainable management of urban environment. The project has been initiated and supervised by the Ministry of Environment & Climate Change. CRES acts as the Interim Management Agency of the project. Objectives Reduce energy consumption and deal with peak loads Reduce GHG/CO2 emissions to tackle climate change Improve living standards in the cities Support local authorities to implement energy saving measures Increase public awareness on environment protection issues and behaviour change Support the Greek economy by involving actively the market of energy saving and construction (about 900 new jobs are expected due to the EXIKONOMO project) 2

6 Thematic Area - Energy saving in existing municipal buildings The energy saving measures will be applied in 353 municipal buildings, of which, 90 buildings are schools. In 72% of the buildings, there will be application of thermal insulation of walls, roofs as well as creation of green roofs and cool roofs In 75% of the total buildings, there will be replacement of old, energy inefficient, windows and doors In 65% of the buildings, the heating and cooling equipment will be replaced with modern, energy efficient ones (modifications to the boilers, insulation of the piping system, heat pumps etc) in 4% of the buildings there will be replacement of old- energy consuming lighting systems with efficient ones in 8% of the building, BEMS (building energy management system) will be installed 6

8 Thematic Area 2 - Energy saving in public areas of the urban environment The energy saving measures will be applied to public open spaces such as municipal parks and streets/avenues. In 62% of the selected areas (mainly avenues) there will replacement of old lighting systems and replacement with energy efficient lighting systems (mainly LED technology) and/or remote control and monitoring systems of street lighting In 0% of the selected areas there will be bioclimatic projects to local climate (mainly parks) involves mainly addition of plants, water spots, paths of cool materials, shading in 28% of the selected areas there will be both a replacement of old lighting systems and bioclimatic modifications 8

10 Thematic Area 3 - Energy saving in urban transport 35 out of the 06 positively evaluated proposals, involve actions to improve energy efficiency in the transport sector of the municipalities, of which: 6%, are about municipal vehicle modifications (LPG dual fuel) 57% are about the creation of urban mobility studies, 7% are about municipal transport studies, 20% are about a combination of transport and urban mobility studies Thematic Area 4 - Energy saving in other urban (municipal) infrastructures 2 out of 06 proposals involve actions to improve energy efficiency in other infrastructures of the municipalities In 6 proposals there will be energy efficient modifications to the equipment of the water supply pumping stations, In proposal there will be energy efficient modifications to the equipment of a sewage treatment facility, In proposal there will be energy efficient modifications in both the equipment of a sewage treatment facility and water supply pumping stations In 4 proposals there will be energy saving modifications to heated municipal swimming pools. 0

11 Thematic Area 5 - Dissemination activities and networking All positively evaluated proposals, involve dissemination activities and networking such as: leaflets, posters to present the project and energy efficient measures in our everyday life Seminars to both the citizens of the municipality and managers of the local authorities TV interviews of the mayors on the project Broadcasting radio messages with relevant content Use of the municipalities websites to promote EXIKONOMO Voluntary agreements at a local level between the municipality and local stakeholders Eco-driving seminars Consulting Almost all of the positively evaluated proposals include the use of exterior consulting services (max 0% of the total budget) The relevant services include the cost of the proposals preparation, consulting during the preparation of the necessary documentation during the contracting procedures and the technical specifications of the constructions. It also includes the cost of the energy consumption audit at the end of the project.

12 - Project management issues Economic crisis / Municipalities cash deficit Inability to pay 30% cofunding CRES managed to persuade funding authorities to change funding from 70%/30% to 00% Time consuming to prepare, check approve documentation for the contracting procedures (about 750 different contracts) Provision of exterior consulting CRES has standardized documentation in several cases Merging similar contracts of adjacent municipalities The Kallikratis program has been a major reform of the municipalities 033 municipalities and communities merged to 325 municipalities that caused, for a given period at the beginning of the project, a major disruption / disorganisation of the municipalities technical and procurement departments 2

13 - Success story The great success of the project EXIKONOMO I, has persuaded the Ministry Of Environment & Climate Change to prepare another similar project called EXIKONOMO II All municipalities eligible for proposals except those already engaged in EXIKONOMO I 39 new proposals under assessment - 55 proposals positively evaluated so far Total budget of the project: 07,000,000 Funding was initially set to 70/30 (similar to EXIKONOMO I) which increased to 00% 3
