2 2 PRIMES case study on 100% recycled paper Introduction to case 1.1 SUMMARY As part of Primes project and the efforts of the city of Koprivnica to reduce CO2 emissions and to provide to the citizens a cleaner way of transport the city of Koprivnica decided to purchase electric busses instead of diesel buses as in previous tenders. 1.3 CASE CONTENT AND CASE ISSUE 2 This case study describes the tendering process of purchase recycled paper, the technical specifications which were used, the results of the procedure in energy and CO2 savings and the difference between the standard tender procedure and green tender procedure. 1.4 SOLUTIONS APPLIED As the city decided in advance that the only solution will be 100% recycled paper any other option was excluded, by that the only award criteria was the lowest price as in the technical specifications the city already had high standards for purchasing recycled paper. Contract tendered Tender for 2090 package of A4 100% recycled paper and 25 package of A3 100% recycled paper tendered by the City of Koprivnica 2115 packages for standard copy use 2 Lots tendered Lot 1: 2090 A4; Lot 2: 25 A3; 1 year contract Total cost: (excluding VAT) This tender forms part of the EU supported project Procurement in Municipalities focusing on Energy Efficient Solutions (PRIMES) Procurement objectives The objective od city of Koprivnica was to promote the use of recycled paper and to save CO2 through the change from standard to recycled paper.

3 PRIMES case study on 100% recycled paper Procurement approach Tendering followed the open procedure, and was in this case divided into three lots: Lot 1: 2090 packages of A4 100% recycled paper Technical specifications Weights 80g/m2 ISO whiteness of 100 min, ISO 2470 Brightness 80 min 100% recycled paper (according to the criteria of the Blue Angel RAL-UZ-14 or equivalent) Award criteria: Lowest price Bidder must prove in his statements which should be delivered with his offer that he fulfills all technical specifications 3 Produced total chlorine-free (TCF) Packaged in a wrapper of 500 pieces For photocopiers, inkjet and laser machines VERIFICATION: Blue Angel (or equivalent) certified paper will serve as means of proof Lot 2: 25 packages of A3 100% recycled paper Technical specifications Weights 80g/m2 ISO whiteness of 100 min, ISO 2470 Brightness 80 min 100% recycled paper (according to the criteria of the Blue Angel RAL-UZ-14 or equivalent) Award criteria: Lowest price Bidder must prove in his statements which should be delivered with his offer that he fulfills all technical specifications Produced total chlorine-free (TCF) Packaged in a wrapper of 500 pieces

4 4 PRIMES case study on 100% recycled paper For photocopiers, inkjet and laser machines VERIFICATION: Blue Angel (or equivalent) certified paper will serve as means of proof Contract clauses Upon delivery, the chosen tenderer must deliver the certificate Blue angel or equal which shows the paper is compliant with the demanded specifications. 4 Criteria development Criteria for the paper was developed using the knowledge gained from the European Commission Green Public Procurement training toolkit which included helpful data on recommended criteria for copying and graphic paper. The Blue Angel standard criteria was used or equivalent. Results Energy savings and CO 2 emission reductions were calculated based on methodology for 1year. Also, the total number of bids received did not differ to the number received from previous tenders. This shows it is possible to switch to 100% recycled paper as the market can answer the demands of the procurers. As the competitiveness was not compromised, in future, the city of Koprivnica will look to implement this criteria further.

PRIMES aims to develop basic skills and provide hands-on support for public purchasing organisations in order to overcome barriers and implement Green Public Purchasing. This will consequently result in energy savings and CO 2 reductions. About GPP 2020 GPP 2020 aims to mainstream low-carbon procurement across Europe in support of the EU s goals to achieve a 20% reduction in greenhouse gas emissions, a 20% increase in the share of renewable energy and a 20% increase in energy efficiency by To this end, GPP 2020 will implement more than 100 low-carbon tenders, which will directly result in substantial CO 2 savings. Moreover, GPP 2020 is running a capacity building programme that includes trainings and exchange.
