Transportation across the region provides a vital connection to jobs, health care, education, recreation, shopping, emergency services and family and friends. Better regional transportation can mean a stronger economy and quality of life. Help shape the future of our region by adding your voice to the Central Okanagan s first Regional Transportation Plan. 2 The Regional Transportation Plan By 2040, population in the Central Okanagan is expected to increase by nearly 40% that s almost 77,000 new residents. The Regional Transportation Plan will identify the regional transportation investments that will be needed over the next 20 years. These investments will help keep our region moving and help strengthen our economy and quality of life. Working collaboratively across the region The project is led by the Sustainable Transportation Partnership of the Central Okanagan (STPCO) a collaboration of: City of Kelowna City of West Kelowna District of Lake Country District of Peachland Westbank First Nation Regional District of the Central Okanagan

3 Establishing a Regional Transportation Network An important step in preparing the Regional Transportation Plan is to identify and confirm the Regional Transportation Network. The multi-modal Regional Transportation Okanagan E Network provides: Woodsdale access to regional destinations critical connections for emergency response, Lake Country Town evacuation and regional goods movement. Glenmore Regional Destinations: Hospitals and major medical facilities, major transportation facilities (e.g. the airport, Westside 97 Hwy BC Transit exchanges, Greyhound stations), major sports, recreation, and performing arts facilities, colleges and universities, and secondary French immersion schools, among other locations provide services to the entire Central Okanagan region. YLW Regional Transportation Network: The highway, road, transit, trail, bike and pedestrian routes that connect UBC Central Okanagan people to regional destinations are considered regionally significant and may be identified as part of the Glenmore Dr Knox Middle School multi modal Regional Transportation Network. Currently, 24% of all trips in Kelowna Town Rutland N the Central Okanagan cross municipal boundaries. 4 Creating a Vision and Goals for the Community s Future The first step in creating the Regional Transportation Plan is to establish a guiding vision and a set of goals that will provide the strategic direction for the plan. It is vital that the vision and goals reflect the community s desired future. Draft Vision The following draft vision for the Regional Transportation Plan was developed from input received from elected officials and Central Okanagan residents: A balanced and resilient transportation system for the Central Okanagan that moves people and goods in a safe, efficient, accessible, and affordable manner, while supporting and enhancing the region s economy, social network and natural ecosystem. Draft Goals People want to see a regional transportation system that is:* Safe: Transports people and goods safely Efficient: Minimizes energy, emissions, costs and travel times Equitable: Provides value to all road users, with the understanding people have the right to choose how and when they travel, while being accountable for the impact of their choices Diverse: Provides an increase in the variety of travel choices through an integrated multi-modal system, while increasing support to modes that provide greater sustainability benefits Sustainable: Creates a net positive benefit to the society it serves Affordable: Minimizes costs to users and taxpayers Adequate: Meets the varying demands of travellers, business, and industry within defined service levels and affordable costs Economical: Supports the regional and provincial economy while being expanded, maintained and operated in an economical manner Accessible: Ensures those with limited access are supported with the appropriate measures Socially Responsible: Minimizes social impacts such as noise, visual and community segregation, while supporting the social needs of the region and linking activity centres efficiently and safely Environmentally Responsible: Minimizes environmental impacts from the expansion, maintenance and operation of the transportation system High Quality: Provides a quality service that can transport citizens in an appropriate and courteous manner Accountable: Manages the transportation system in a manner that holds decision makers and administrators accountable through the measurement of progress Tell us which goals are most important to you by taking our survey *These draft goals for the Regional Transportation Plan were developed based on input received from elected officials and Central Okanagan residents.
