3 INTRODUCTION ESL provides consulting, research, and project management services in the environmental and human development sector. Professional excellence and integrity, high standards of business ethics and quality service are the foundation of our commitment to our customers. ESL (formerly Earth Systems Laos) was established in year 2000 in partnership with an Australian Company. Since early 2012, ESL is fully independent and owned by Lao. The philosophy of ESL is to apply and develop Laotian skills and expertise supported by external specialists, where appropriate. ESL s professional staff and associates possess a broad range of environmental and social professional skills enabling teams to be built that are capable of tackling diverse and complex assignments in a number of areas including Multi-disciplinary environmental projects Environmental and Social Impact Assessment (ESIA) GIS, remote sensing and mapping Water quality monitoring, management and treatment Solid waste management Natural resource management Community consultation Project planning and management Our vision is to be a leading supplier of environmental and related social services, technology and information in Lao PDR. Multi-disciplinary Environmental Projects With more than 20 professional staff and associates as well as 15 full time staff, ESL has a broad range of technical skills that enable us to build teams capable of tackling diverse and complex environmental issues. Our multidisciplinary services include Environmental and social scoping and baseline studies Environmental and social monitoring and auditing Environmental and Social Impact Assessment Environmental and social management plans Statutory environmental compliance and assessment Environmental and Social Impact Assessment ESL has considerable expertise in the environmental and social impact assessment of proposed and existing operations in the resource management sector. This expertise includes the management and preparation of Environmental and Social Impact Assessments (ESIA), Initial Environmental Examinations (IEE) and Environmental Management Plans (EMP). These statutory processes are important in meeting regulatory requirements for project approval and ensuring environmental and social impacts are minimised during the life cycle of the project. 5 Preparing Environmental Impact Assessment reports Developing strategies for resettlement and compensation Natural Resource Management ESL provides advice to land and water managers within and outside of the mineral and agricultural sectors. Our objective is to ensure that natural resources are managed sustainably and with minimal impact upon the environment. Through our experience in water quality and soil management, biodiversity conservation and vegetation mapping, ESL has developed considerable expertise in conducting all aspects of environmental impact assessments and mitigation management plans in Lao PDR. For example, the skillful management of natural resources such as water, soils and vegetation are critical for the preservation of the wild aquatic fauna stocks located in project areas. Water Quality Monitoring, Management and Treatment ESL provides comprehensive services in water resource management including Hydrological and hydraulic investigations River and catchment management and landuse studies Freshwater ecology studies and impact assessments Water monitoring and quality assessment We also develop treatment strategies and provide routine or emergency treatment and monitoring services for water bodies. 6 Solid Waste Management ESL has strong capability in the solid waste management sector delivered by in-house international specialists who have considerable experience in the solid waste management sector. Through its local and international specialists, ESL can provide expertise and assistance in the following areas Solid Waste Management (SWM) policy development and strategic planning Financial, Institutional and operational analysis Design and implementation of SWM systems Project management Landfill management expertise Community-based SWM systems and processes Waste minimization and recycling Organic waste recycling operations and facilities Hazardous waste management Clean production strategies for waste and cost reduction. 7 Community Consultation Effective community consultation is a central aspect of contemporary development projects in Lao PDR. The diversity of Lao culture is represented by some 131 ethnic groups that live and work in rural, provincial and urban settings. For economic development to achieve environmental and social sustainability, the community must be engaged as a key stakeholder throughout all phases of the project cycle. Through the management of environmental projects, ESL has developed strong community consultation expertise, and has been highly effective in engaging and interacting with local communities in project affected areas. Community consultation activities undertaken by ESL include Liaison with central, provincial, district and village level government authorities through observance of formal political and cultural protocols specific to Lao PDR. Initiation and management of community consultation processes. Cooperation and collaboration with village and community leaders for the design and implementation of community consultation processes. Facilitating negotiations between communities and project proponents. PAGE 6

8 Information Technology The management and use of environmental and social data is a core part of many assignments. ESL not only uses state of the art Information Technology, such as high resolution satellite imagery and mapping software, but has also developed innovative data management platforms. These platforms, which utilize both GIS and database software, have been used in the process of calculating compensation for Project Affected Persons (PAP s) for hydropower projects in Lao PDR.
