2 Employment Picture 1.3 million jobs lost. 301,000 jobs in construction (35%) and 101,300 jobs in financial activities (12%) lost since 12/07. Job gains recorded in multiple industry sectors in five of the past seven months. CA UI Rate now 12.4% (5.3% in 8/07) 10/7/2010 2

6 Administration Priority Global Warming Solutions Act of 2006 Goal: reduce greenhouse admissions by 2020 to the 1990 level of 427 million metric tons. Creation of Green Collar Jobs Council. First sector strategy statewide initiative by State WIB. Developing data and partnerships to better market California as a place for green business investment. 10/7/2010 6

7 Budget Priority $80 million (Plus matching funds) committed to green jobs training in the past year alone. Clean Energy Workforce Training Program a partnership w/ the California Energy Commission and others providing training to 5,600 workers. Regional Industry Clusters of Opportunity Grants. Industry-led Green Innovation Challenge Grants just announced, providing training for 3,000 workers. 10/7/2010 7

8 Workforce Training for Employers The Employment Training Panel provides financial assistance to California businesses to support customized worker training to attract and retain businesses; Since July 2006, ETP has approved close to $60M in 175 green/clean technology related contracts for more than 53,000 California workers. Contracts are for performance based workforce development funded by employers. 10/7/2010 8

9 Greening Apprenticeships The California Apprenticeship Council voted in January to add green skills training to all Minimum Training Industry Standards in the construction trades. Committees are currently establishing training requirements for each apprenticeship occupation. 10/7/2010 9

12 Other Opportunities CPUC has mandated IOUs to spend $3.1 billion over two years on EE programs, including $175 million for net-zero residential and commercial buildings. Construction nearing on 19 utility scale renewable power projects that will produce 10 percent of California s electricity and produce 4,632 jobs at peak construction. CEC s Energy Upgrade California to provide one stop portal and Lending Tree approach for homeowners wishing to make EE retrofits and solar investments in their homes. 10/7/

13 Job Growth in Green Between 95-08, green jobs grew 36% while total jobs in the state grew by 13%. Between 07-08, green jobs grew 5% while total jobs dropped 1%. California s green sector is now larger than the biotech sector. Green jobs are growing in all regions of the state. 10/7/
