2 TAP Centre INTRODUCTION The Training, Advisory & Promotion (TAP) Centre was established under a tripartite agreement among the International Solid Waste Association (ISWA), Waste Management and Recycling Association of Singapore (WMRAS), and National Environment Agency (NEA) on 28 June ISWA s first-of-its kind training centre outside Europe where the association is based, the TAP Centre organises regional and international waste management training workshops, forums and tradeshows to promulgate an efficient waste management environment in Asia. The TAP Centre will be a key hub for sustainable waste management in Asia, where it will serve as a depository of knowledge and data, and catalyst for regional collaboration and public-private partnerships in the region. Course Objectives The 2 day seminar will cover the fundamentals and features of MBT which will include environmental aspects and financing considerations in the development and management of MBT plants. Participants will also gain knowledge of the most relevant byproduct of an MBT and be presented with case studies of existing MBT plants in Europe and Australasia. ISWA experts from Europe with hands-on experience on alternative options will present history, relevant features (also those not purely related to technology) for those who are engaged in the treatment and final disposal of domestic and commercial waste as well as other putrescible waste streams. The seminar will be conducted in an open atmosphere where participants are encouraged to share their reflections and perspectives, be it challenges or alternate solutions. Target Audience The course is conceived for professionals interested to learn about MBT; the technical, environmental and future developments will also be discussed. The participants are likely to be government officials, technicians, consultants, public and private waste operators.

3 SPEAKER S BIO Erich Vogel Senior Consultant, Senior Engineer TBU Environmental Engineering Consultants As an expert in economic and ecological aspects in MSW (Municipal Solid Waste) he shows profound experience in: - Performance of waste audits, assessment / optimisation of collection schemes, training programs related to waste handling / waste management - Environmental Impact Assessments of all activities and processes related to MSW (landfill gas monitoring included) - cost assessment, evaluation, optimisation of MSW treatment systems - design and upgrading of recycling programmes and final treatment (MBT, Anaerobic Digestion) - chemical-physical MSW characterization (e.g. calorific value), mass balances. He has more than 15 years of consultancy experience in countries throughout Europe, the Middle East, Asia and experience with international development programs.

4 SPEAKER S BIO Martin Steiner Managing Director TBU Environmental Engineering Consultants Permanent Lecturer at MCI Management Center, Innsbruck, Austria (lectures on Solid Waste Management) Guest Lecturer (on case studies on Solid Waste Management, since 2004) at the Polytechnic University of Zagreb, Department of Civil Engineering Listed as a trainer and as an individual expert for disaster waste management with the International Solid Waste Association Cost Assessment, Evaluation, Optimization / Design of all Solid Waste Treatment Systems (with a strong focus on MBT or Mechanical Biological Treatment systems) The technical and economic assessment of entire fleets for solid waste collection (eg. as a basis for defining future investment needs) has become a special area of Martin s expertise

Note that Istanbul, Dubai and Bangkok have been operating waste treatment facilities classified as MBTs in the European sense. 10:00 Coffee break 10:20 History and drivers Up to the 1980s product-oriented : domestic waste & sewage sludge as a resource for soil improvers. Since 2000, followed the European multi-barrier landfill system : EU legislation on landfills. 11:00 Presentation and discussion of features From space requirements via cost and environmental performance to flexibility, perceived as the main characteristic of MBT (catchwords: feedstock, plant capacity, double duty sites etc). 12:00 Landfill stability criteria Discussion on the threshold values in retrospect with examples from various countries. 12:30 Lunch break 13:30 Features of MBT and their relevance in developed and emerging countries In this as well as the subsequent program point policy, environmental aspects and financing considerations in the development and management of MBT plants will be discussed. 14:30 Recent developments In terms of technology, both in mechanical (example: screening) and biological treatment steps (example: bio drying), and in the entire conceptual outline: Decoupling the functions of waste treatment and energy production. 15:30 RDF: Refuse Derived Fuel Market trends and background on the most relevant potential by-product of an MBT.

6 PROGRAMME 26 MAY 2017 Time Programme 9:00 Case study Austria A country supplying virtually all components to be found in MBT concepts - how has MBT developed there and how will it continue to develop? 9:30 Coffee break 9:50 MBT - A guided tour through Europe Starting from Switzerland (motherland of up-to-date MBT concepts) and ending in Istanbul (running since almost 20 years ago and still one of the largest MBT sites worldwide); with an overview on the current status and further development to be expected. 11:20 MBT in Australasia With examples between the Arabian Peninsula and Sydney. 11:50 How to deal with the stuff left over by an MBT? Glimpse of technologies competing with, or potentially supplementing MBT (conventional WtE, Fluidized Bed Incineration, King Midas Technologies ). 12:30 Lunch break 13:30 Reserved for particular topics requested by the participants: Odour Survey on technology suppliers transport systems suited for combined applications etc. 15:00 Wrapping up 15:30 Presentation of certificates and group photo-taking 16:00 End of Seminar
