Green Solar Cities Contract no TREN07/FP6EN/S / th Framework Programme CONCERTO II Integrated Project Deliverable 5.4 Project implementation in Copenhagen finalised November 2013 Cenergia and Kuben Management

Content Summary... 3 Demo Project Overview Status November Revised map of Valby Concerto area Revised calculation of total energy savings and total economy for Valby Project Revised timetable and project phases for demo projects

Summary The Copenhagen team evaluated all the demo projects during December 2009 which led to conclude that it was not possible to implement one of major demo projects (new-built office buildings on FL Smith site). The main reason for the delays in the planned demo projects was the significant slow down in the Danish building sector from autumn Positively the building sector was again more positive from last quarter of 2009 and the Copenhagen team made agreements for substituting into some new demo projects. Calculation on total economy and total energy savings for revised project showed that promised achievements in approved project for Valby was much similar or even better in the revised project. To keep the same Concerto volume we had by Dec 2010 added some new demo projects from the list of project initiatives we had followed since the beginning of Concerto project in case replacing one or more projects was needed. The Green Solar Cities consortium asked for a project extension with one more year to also secure good monitoring results after a meeting with the EU technical officer in Brussels in December This has been approved by August Even with one more year project period, we had still problems to realize one of the demo projects the biogasification plant within the Concerto timeframe. Therefore, it was agreed to substitute this with a large 777 kwp PV plant and achieve even better covering of needed energy supply with renewable energy in Valby. A positive aspect of the situation was also a much stronger support for the large scale PV implementation plan in Valby which was launched in year 2000 aiming at supplying 15 % of all electricity use in Valby by 30 MWp PV electricity established by year And the RTD costs for the biogasification plant development was not wasted as the team has succeeded in using the developed concept for implementing such a plant in another municipality Hilleroed north of Copenhagen. Now when the Concerto project in Valby / Copenhagen has been finalised, it has been confirmed, that it was possible to deliver the promised results in a very good way, and with respect to dissemination work the preparation work to make a book on the Concerto project, results has resulted in an agreement with Earthscan publishers to publish a 300 pages Green Solar Cities book by summer / autumn 2014, where all monitoring results can be included also with a link to the DVD video, which has been developed during the project. The final thematic magazine was published by the summer 2013 and results are being promoted in a number of magazines and conferences. All main results will be available at the website, and here there will also be access to the developed ASCOT total economy decision support tool, which can be used in a number of European climates and cultures 3

Karens Minde 36 new-built low energy prefab dwellings were finished in May 2008 according to Danish low energy class 2 (25% better than actual energy requirements) + improvement to reach Concerto standard (30% better). The total area of the dwellings is sq. m. A PV-installation of 30,6 kwp has been included in spring The dwellings of Karensminde were the first dwellings of the affordable housing program of Ms. Ritt Bjerregaard, the former Mayor of Copenhagen. The concept has now been taken over by a major social housing association KAB under the name Almen Bolig+ and spread out to the entire Denmark in cooperation with other social housing organisations. Langgadehus New-built m 2 elderly centre including service areas and 68 apartments in ground floor and 1st floor. In addition to the elderly centre there is social housing on the 2 nd and 3 rd floor comprising 59 family dwellings of each 100 sq. m, sq. m in all sq. m. The building is supplied with 200 sq. m solar heating. The work on the site started in autumn 2008 and the building was finished and ready for occupancy and monitoring in March 2011, a little delayed due to problems with a very heavy rainfall which gave damages to some of the apartments. The 59 prefabricated rooftop dwellings at Langgadehus have been made according to the same balanced building principles as for the Energibo concept (Carbon neutral rooftop concept), also living up to low energy class 1. Prebricated rooftop dwellings in Langgadehus in Valby, which is build according to the Danish low energy class 2015 standard, utilising both solar heating for hot water, and innovative and energy efficient heat recovery ventilation units from the Danish company Ecovent. 5

Hornemanns Vaenge Renovation of 288 dwellings in 6 blocks of social housing was originally delayed because of needed revised local planning documents to extend area, so that 66 planned extra rooftop apartments could be approved. Delay was caused by needed including consideration for a new railway track neighbouring the area. Therefore, to avoid waiting for that the board of the social housing decided to leave out rooftop apartments. After having approved extension with one more year for Concerto project it is possible to renovate all 6 blocks and to have enough time for representative monitoring after implementation, and even the last two housing blocks has been possible to realise within the Concerto project period. A pilot project on ventilations systems with heat recovery was demonstrated in one apartment, the tenants approved the installation, and the solution was installed in all apartments. An extended monitoring program with before and after monitoring has as well been approved. The results will be disseminated by AlmenNet, which is a network for sharing experiences on refurbishment of social housing departments in Denmark. 7

Photo from realization in 2012 / 2013 of large housing retrofit project in Valby at Hornemanns Vaenge housing estate. 14 kwp PV (100 m²) and 100 m² solar thermal is used at each of 6 renovated housing blocks, as an example of a solar energy combined heat and power solution. After site and basic work, the basic construction work started in August 2011 incl. new roofs with PV panels and solar thermal collectors in a rapid time schedule. Monitoring of first finished housing block from winter 2012/2013 The overall EMS system has however been time consuming to finalise. Water Cultural Centre sq. m new-built public swimming pool with service areas built to low energy class 2. Part of the electricity consumption is supplied by a 19,1 kwp PVsystem and heat is supplied by the district heating network. The building start was in March 2010 and official opening of the centre was on the 15 th of March It was highly praised in newspaper articles during following days for quality in building and swimming/wellness facilities for the Valby families which are main customer target group. The Water Cultural Centre is the state-of-the-art in low energy performance for indoor swimming facilities on both building design and water treatment technology. The air and water temperature are at least 28 degree Celsius to achieve the best comfort for the visitors. Monitoring programme started 1 st of May

The official opening of the Water Cultural Centre the 15th March 2012 Monitoring work includes in the depth quality control on energy performance and building functions. Infrared scanning has been used to check windows and doors for possible cold-bridges to avoid water condensation and mould due to high indoor temperature and humidity. Biogasification plant The CHP plant should be able to supply 75-80% of needed electricity for the Water Cultural Centre and all the needed heat. Surplus heat should be delivered by connection to Copenhagen Energy s general district heating network in the area. Electricity production should be 300 kw and heat production 600 kw. Unfortunately approval of agreements has been delayed since last reporting. Some remaining juridical issues regarding ownership to plant and ground and also some taxation questions are not solved yet. Therefore it has been relevant to shift to alternative project for a large PV plant which since project start in Valby has been aimed at without succeeding until now. The realised RTD work is however not wasted since the Bio synergy Team responsible for the technology has convinced the municipality of Hillerød, which is situated a little north of Copenhagen, also linked to the large district heating network in the region, to implement the same technology which was proposed for Valby. Operation of the plant in Hillerød has started in 2013 and due to this Bio synergy received the Danish ForskEL price in Large PV-plant at Damhusaaen The market price on PV has fallen dramatically during the last years - and the Copenhagen team obtained a positive response on a large scale PV implementation in Valby within the Concerto timeframe. This approach is a strong support to the Valby PV implementation plan, which was initiated in year 2000 with the aim to reach 15% PV electricity supply by 2025 by installing 30 MWp PV in Valby. See also as well as the new PV in Valby website With the reduction in PV implementation costs it is realistic to realise an extra 900 kwp PV with 20 % support and special BIPV and PV demands on quality assurance which means that a total PV implementation in Valby of 1,5 MWp PV can be met as a strong support for the Valby PV implementation plan, and as a special thing with an agreement to ensure internet based survey of the installed PV systems so the direct influence of the installed PV system can be viewed continuously also concerning a good operation in practice. Included is a large 777 kwp PV plant at a large waste water treatment plant Damhusaaen in Valby, where it is working together with a sludge biogasification system reaching 50 % renewable energy supply of the 9

waste water handling. The PV plant is located on top of a former filled up sq. m waste water sludge deposit. An area of app sq. m is used for the sq. m PV installed with 45 degree slope and a distance between the PV rows so that mutual shading is avoided. Based on the recent years lowering of PV prices it was possible to install PV at 11 DKK/Wp in such a large plant (1.5 euro/wp). This means 777 kwp implemented in Valby for approx DKK ( euro). Electricity production from the 777 kwp will yearly contribute with 900 kwh/kwp so achieved in total kwh yearly. The tendering process was rather successful and a larger than anticipated installation was realised. Construction work started in medio November 2012 and commissioning ultimo February The first solar results are better than anticipated as shown. See remote energy metering. Teglholmskolen/Sydhavnsskolen new primary school In the south part of Copenhagen Harbour nearly all traditional merchant and industrial harbour activities has been closed down or moved to the northern part of the harbour. It has given space for new office buildings and residential areas. One of the ambitious areas is Teglholmen. The Teglholm and Sydhavn School will be the new primary school for the area servicing the new and coming dwellings in the area as well as the exist- 10

ing urban areas of Valby. The school will be sq. m and the development of the site has started January 2010 along with the detailed architect project for the school by JJW Architects. Building start was in April 2011 with aimed finalisation by October 2012, leaving enough time for monitoring within the Concerto project period. The energy performance for the building is Low Energy Class However due to a fire in November 2012 it has been necessary with large reconstruction works for the school part while the kindergarten part was not affected, so only the latter is included in the final Concerto implementation by 1 st. June By end of 2012 the building was nearly finished but problems occured due to a fire the 27 th of November. Dronning Ingrids Plejehjem, AAB, Carl Jakobsens Vej new elderly institution Dronning Ingrids Plejehjem is 132 elderly dwellings with connected service facilities in total sq. m. The detailed architect project was prepared and the building process started in autumn 2009 and was finished autumn 2010 for the first phase, while the second phase was finished May It has been possible to have 11

a good monitoring here for at least one year. Triple glazing, better insulation and solar DHW is the added EU Concerto qualities. 60 sq. m thermal solar collectors is integrated on the roof. Dronning Ingrids Plejehjem Phase 1 and 2 The building process of the second phase was finished in May 2012 and commissioning of the second phase took place in June Lykkeboskolen new sports hall Lykkeboskole is an extension on an existing school with 896 sq. m for a new sports facility. Building is low energy class 2 and Concerto standard with a 3,8 kwp PV installation integrated in the roof. Construction started May 2010 and was finished January Monitoring is on-going. 13 A housing area in low energy Class1 is being established with Vandkunsten Architects, comprising 52 social housing units, 30 elderly housing units and a kindergarten. The KAB housing association is utilising the developed balanced building concept for the roof top dwellings. Building start was in autumn Due to the implementation time schedule ending in December 2012 only the PV panels is included as a Concerto funded project. KAB low energy Class1 housing project at Carl Jacobsens Vej in Valby. Henkel site II (new demo project added to Concerto project, east of area 1) This is 2 large sq. m old industrial buildings being renovated into a low energy standard and with use of ground coupled heat pump operation with vertical ducts as basis of covering the heat demand. The building process finished in September 2011 for the first building and December 2011 for the second. Commissioning took place during 2012 and both buildings were fully used in September Monitoring is ongoing, with an interesting focus on electricity use by help of real time online presentation of results and with an aim to compare to the performance of similar types of building renovation projects in Valby incl. the Kuben Management building which has included a low energy design as well. Henkel site II April

Valby Citizen Centre 12 kwp PV has been established here on a building gable/ the roof. Outside Concerto there is also established PV along a pathway in combination with lightning savings. 40 small scale PV installations 30 installations have been implemented until now. The total installed until now is 40,7 kw PV. Rest installation according to agreement with GSC partner DONG Energy is 17,3 kw of total 58 kw.
