3 Project Concept Centre of excellence for skills for green jobs What are Green Jobs? A green job as per the United Nations Environment Program (UNEP), "work in agricultural, manufacturing, research and development (R&D), administrative, and service activities that contribute(s) substantially to preserving or restoring environmental quality. Specifically, but not exclusively,. this includes jobs that help to protect ecosystems and biodiversity; reduce energy, materials, and water consumption through high efficiency strategies; de-carbonize the economy; and minimize or altogether avoid generation of all forms of waste and pollution. Skills for sustainability are critical for the success of the economy s future. Understanding and embracing issues around climate change will create job opportunities. Workforce development is critical for the success of any organisation and an individual s future.the Centre of excellence will nurture those green jobs & promote ecofriendly initiatives. Objectives of Centre of Excellence (CoE) The objectives of CoE are : 1. to promote environment friendly capability 2. to work in collaboration with department of environment 3. to support initiatives in green energy 4. to support entrepreneurs to promote businesses which help protect environment 5. to design courses in green jobs. 4 Project Concept Role of centre of Excellence for skills for green jobs Course curriculum development Skill Mapping Studies for assessment of green skill deficit, sector & region wise would be conducted by the private body The output of such study would include suggestions regarding strategies for bridging the gaps, as identified by the study Industry-interface for assessment of demand for green jobs in the local area/region, updating of course content, and suitability for employment of the trainees This will have a consultative mechanism, with room for midcourse corrections during the implementation of the schemes Clean technology dissemination The adoption and dissemination of clean technologies requires skills in technology application, adaptation and maintenance Adoption of sustainable behaviours through workshops, expos, training courses Partnering with the industries through a range of projects Research and development Intensive skills research would be carried out to identify the skills needed for existing and future green jobs and industries Reviewing latest policy developments and research into green jobs Green energy Courses on skills associated with green energy, such as solar panel installations, its repair & maintenance Courses on wind energy, geothermal, tidal energy and allied industries Page 4

6 Market potential and Growth drivers Gujarat has the strong footings of (potentially) polluting industries like chemicals, pharmaceuticals, cement, petrochemical and textiles, so ensuring that these industries follow green practices in their production processes leaves immense potential in Green skill sector Lack of technology and lack of trained manpower are genuine concerns that industries have been facing The employment potential of the green sector can be understood by taking the example of an effluent treatment plant Need of 1500 effluent treatment plant the environment sector. Need of 3 operators Need of 3 in 3 shifts operators in 3 shifts Jobs shifts The concept of "utilisation of waste" which ensures that the waste of one industry can be used either as a raw material or as a fuel for another industry There is "Directorate of Employment and Training" in Gujarat to introduce ITI level programme for effluent treatment plant operators, air pollution control equipment operators and such like The Directorate of Employment and Training is also developing curriculum for skill development Page 6

7 Gujarat competitive advantage Initiatives for climate change Environmental protection is a part and parcel of Gujarat's industrial policy Gujarat has established a separate Department for Climate Change This Initiative by Gujarat Government is a trendsetter not only for India but for the whole of Asia as it is the First in Asia with a Department for Climate Change It is the only 4th State/Province in the World to have a Department for Climate Change Manufacturing and engineering sector growth With rapid industrialization and exponential growth in Gujarat in the past decade, there is a need for working in the areas of sustainable development, green-skill development, ecoentrepreneurship Sustainability The concept of the intergenerational equity has been at the core of Gujarat s developmental agenda and its policies are centered on the concept of sustainable development Reduce Recycle Reuse In the last four years, Gujarat has utilised about 15 lakh tonnes of waste either as a raw material or as a fuel in other industries. This is another way for ensuring the sustainable development while the industrialisation has grown by about 30% in the last few years but the level of pollution has come down by about 40% on an average across all industrial segments Page 7

Gujarat has an international airport in Ahmedabad. 8 domestic airports in Surat Vadodara, Rajkot, Bhavnagar, Junagadh, Jamnagar, Porbandar & Kachchh which is well connected with metro cities in India. Gujarat has a major seaport in Kandla and around 40 non major seaports. Page 8

12 Approvals & Incentives Incentives from Government of India Modified Industrial Upgradation Scheme (MIIUS) Contribute up to 50% each of the project cost subject to a ceiling of INR 50 crore Central grant for Physical infrastructure will be up to 25% of the central grant subject to a ceiling to INR 12.5 crore Scheme for Assistance to Training Institutions Ministry of New Renewable Energy has allotted INR 220 crore to Skill 50,000 Surya Mitras Maximum assistance under the scheme will be restricted to INR 150 lakh Assistance under the scheme will not exceed 50% of the project cost (excluding cost of land and working capital) Incentives from Government of Gujarat Assistance New MSME Service Sector having investment in machinery and equipment of more than INR 5 lakh will be eligible for Interest 5% of term loan for Machinery & Equipment with Maximum limit of INR 25 lakh per annum, for a period of 5 years Assistance will be considered up-to 60% of project cost or INR 25 Crore per project whichever is less Scheme Name Assistance for Interest Subsidy to Service Enterprise Assistance for Industrial Infrastructure Pradhan Mantri Kaushal Vikas Yojna (PMKVY) scheme is being launched with an outlay of INR 1500 crore to skill and certify workforce throughout India Assistance for skilling & certifying workforce Facilitates centres of excellence; encourage sector specific skill development; need based support for setting up training centres; assistance to industry partners for machinery and equipment; extension of training centres at GIDC estate Gujarat Industrial Policy 2015 Page 12
