2 County-wide Energy Strategy It is funded by Energy Efficiency & Conservation Block Grant (EECBG), Federal Economic Stimulus Package. The County Board of Supervisors Endorsed County-wide Energy Strategy (CES)on December 15, It encompasses a 30 year horizon to the year Energy Strategy was selected to serve as a national model of community-wide energy planning by: NACO Vision Statement: Loudoun County will Always have reliable & affordable energy, be energy efficient and reduce greenhouse gasses

3 Energy Strategy Goals Be recognized as a location of choice for investment in part because of its innovative energy strategy Strive to have consistently lower energy costs relative to surrounding areas Be recognized as a regional-state-national model of effective energy and climate management Loudoun County s greenhouse gas emissions will be among the lowest in the country Major investments will visibly contribute to meeting the CES goals

5 Land Use Master Plan The County is currently developing a land use master plan to support the planned expansion of the campus Future expansion of the campus is based on the current CIP Land use configuration in IEP is based on current master plan layout Important connection between land use master plan constraints and the assumptions used in the development of the IEP

6 Government Support Center IEP Framing Goals Achieve at least 8% Internal Rate of Return Reduce primary energy by 40% from Base Case Reduce GHG Emissions by 55% from Base Case Be platform for public outreach and awareness Include Energy Performance Labeling for all buildings Possible with current Legal & Regulatory framework Contribute to County CHP and Solar PV targets

11 Scenario 2: Heat Supply Islands Combined Heat & Power with Solar PV option All measures of Scenario 1 plus Island 1: Around Adult Detention Center Co-generation with gas-fired engines 2 X 400 (350) kw electricity Peak heat demand from existing boilers Island 2: Juvenile Detention Center (JDC) and Government Space (GS) Co-generation with gas-fired engines 2 X 55 (40) kw electricity Peak heat demand from existing boilers Solar PV (Option) 1.6 MW ~2.15 M sq ft at current efficiency Summer electrical peak reduction by 1 MW and GHG reductions Roof/wall/surface mounted

12 Scenario 3: Heat Supply Network Heat from Energreen with Solar PV Option All measures of Scenario 1 plus Heat purchase from Hybrid Energy Park (Energreen) Supply area 1: Around Adult Detention Center District heating pipe for interconnection of Power plant and ADC Linking pipes to Fire & Rescue Training Center (and High Bay) Supply area 2: Juvenile Detention Center (JDC) and new Government Space (GS) District heating pipe for interconnection of ADC and new JDC Pipes linking Juvenile Probation Residence and Government Space Solar PV (Option) as for Scenario 2

14 Investment Recommendations Invest $7.3M in Efficiency Existing and new buildings Improved metering Consider investment of $1.9M District Heating subject to: Making building district heating ready Suitable heat supply agreement with Evergreen Prototype for larger potential (e.g. Moorefield Station) Consider investment of $0.5M Absorption Cooling subject to: Suitable heat supply agreement for summer cooling with Evergreen Consider phased investment in Solar PV considering: Rapidly declining market prices and rising efficiencies CES and IEP framing targets Possible future incentives Avoid investment in on-site CHP unless: Significant incentives in future District energy impossible and site selected for CHP training Scenario 4 with PV as Future Option

18 Land Use/IEP Coordination Tie recommendations of IEP back to land use master planning efforts to ensure that planning and site development processes do not preclude implementation of recommended actions Develop exhibits/documentation to identify likely physical improvements that could be necessitated by the recommendations of the IEP (for example, utility corridors and other real estate needs) Treat the IEP recommendations as a component of the land use master plan to ensure that mutually beneficial opportunities are identified
