2 PROGRAMME PERIOD: TARGET COUNTRIES: Kyrgyzstan BUDGET: FINANCING: ADMINISTRATOR: Finnish Development Assistance The Finnish Meteorological Institute Programme context The Finnish-Kyrgyz Meteorology Project (FINKMET) will be implemented in Kyrgyzstan in FINKMET promotes the priority areas of Finland s Development Policy Programme (2012) including a democratic and accountable society that promotes human rights; an inclusive green economy that promotes employment; sustainable management of natural resources and environmental protection; and human development. In the context of the meteorology sector, the human development can be defined by the capacity of the state institutions to provide the necessary services to its citizens including information about weather, climate and environment. FINKMET also addresses the three cross-cutting objectives of Finland s development policy: gender equality, reduction of inequality and climate sustainability. The investment needs in Kyrgyzhydromet infrastructure and human resources are vast. The Finnish-Kyrgyz Meteorology Project (FINKMET) is based on the previous assessment studies made by the FMI and World Bank in Central Asia. The implementation of the modernisation plans requires close cooperation in project implementation, as well as strong commitment from the government to ensure sustainable development of Kyrgyzhydromet. This project will collaborate closely with the World Bank Central Asia Hydrometeorology Modernization Program (CAHMP), as well as with Finnish Environment Institute (SYKE) and Geological Survey of Finland (GTK) projects in Kyrgyzstan. Beneficiaries and stakeholders In line with the priority areas of the Finnish development policy and its cross cutting issues focused on democratic accountable society that promotes human rights, green economy that promotes employment, sustainable management of natural resources and environmental protection and human development, the Finnish- Kyrgyz Meteorology Project (FINKMET) Project will improve the capacity of the Kyrgyzhydromet in air quality monitoring, create a strategy for modernization of their services and ultimately increase the quality and level of information, services and early warnings provided by

3 Data Communication Center at Kyrgyzhydromet, Pia Anttila Kyrgyzhydromet to support the development of the Kyrgyz society and improve the Kyrgyzhydromet capacity to serve weather-sensitive sectors of the society. Kyrgyzhydromet is the main direct beneficiary of this Project. Additional beneficiaries also include: Groups that have special needs for early warnings and weather and environmental information like farmers and people working in sectors of water management, energy, transport, tourism, mining Government of Kyrgyz Republic, that will receive improved information for decision making Kyrgyz society, through improved services, information and early warning services Ministry of Emergency Situations of Kyrgyzstan The Kyrgyz Republic Government, MFA of Finland, and potential donors will significantly benefit from the increased knowledge about the impacts of hydrometeorological and environmental services on socio-economic devel-

4 opment of the country. The project will support the creation of synergies and cooperation with different stakeholders and other ongoing activities. Objectives The overall objective of this Finnish-Kyrgyz Meteorology Project (FINKMET) between the Finnish Meteorological Institute and Kyrgyzhydromet is the promotion of economic development and reduced risks for the loss of life and property caused by severe weather, climate and environmental events in the Kyrgyz society. The main purpose of this Project is the improved capacity of the Kyrgyzhydromet to deliver weather, climate, and environmental information and early warning services for the benefits of Kyrgyz society. The overall objective and purpose is expected to lead to four Key Results: Making synoptic temperature observation, Pia Anttila Result 1: Improved observation data management process; Result 2: Improved air quality observation system; Result 3: Improved strategic and technical planning capacity; Result 4: Improved capacity of Kyrgyzhydromet staff on modern observation technology and weather service process.
