2 1995 the Republic of Kazakhstan ratified the Framework Convention of UN on climate change (UN Framework Convention on Climate Change). March 12, 1999 Kazakhstan President s decree on signing the Kyoto Protocol (KP) to the UN FCCC. March 26, 2009 The law of the Republic of Kazakhstan # 144 IV "On the Kyoto Protocol Ratification to the Framework Convention of the United Nations on Climate Change". September 17, 2009 the Kyoto Protocol officially came into force for the Republic of Kazakhstan. December 3, 2011 The law of the RK«on amendments and additions to some legislative acts of the Republic of Kazakhstan on environmental issues», where appeared articles on greenhouse gases, on the basis of which the carbon market of Kazakhstan was established on January 1, Environmental monitoring indicators of climate change Committee on Statistics RSE «Kazhydromet» under the Ministry of Energy of the RK JSC «Zhassil Damu» (Green Development) under the Ministry of Energy of the RK Atmospheric temperature Precipitation Greenhouse gas emissions 4 2

3 Environmental monitoring indicators of climate change RSE «Kazhydromet» has been publishing reviews of Kazakhstan climate and its changes in the annual bulletins of monitoring changes and state of climate since ) The introduction of a national system of quotas and trade of greenhouse gas emissions based on the National Plan of quota allocation; 2) The introduction of project mechanisms to emission controls and absorption of greenhouse gases and implementation of projects aimed at reducing emissions and absorption of greenhouse gases; 3) The performance of the Kyoto Protocol to the UN Framework Convention on Climate Change about climate changes and post Kyotoagreements. 6 3

4 January 1, 2013 basics of regular accounting and reporting on GHG emissions and domestic carbon market were introduced. The main idea is the formation of the national trade market for greenhouse gas emissions.
