1 REPORT Meeting Date: December 13, 2012 Regional Council DATE: October 22, REPORT TITLE: CONSULTING SERVICES FOR ENVIRONMENTAL ASSESSMENT ADDENDUM, DETAILED DESIGN AND CONTRACT ADMINISTRATION SERVICES FOR REGIONAL ROAD I 9 (WINSTON CHURCHILL BOULEVARD) WIDENING FROM STEELES AVENUE TO EMBLETON ROAD - ADDITIONAL COSTS AND SCOPE CHANGES FROM: Dan Labrecque, Commissioner of Public Works RECOMMENDATION That the contract (Document N) for consulting services for the environmental assessment addendum, detailed design and contract administration services for Regional Road 19 (Winston Churchill Boulevard) widening from Steeles Avenue to Embleton Road, between the Region of Peel and McCormick Rankin Corporation be amended to cover additional costs and scope changes in the amount of $431,837 (excluding applicable taxes) for a total commitment of $1,379,657 (excluding applicable taxes), in accordance with Purchasing By-law Corporation (MRC) was retained to complete an environmental assessment addendum, detailed design and contract administration for the widening of Regional Road 19 (Winston Churchill Boulevard) from Steeles Avenue to Embleton Road. The original scope of work included a two to five lane road widening along with construction of a 400mm (I6 inch) watermain from Steeles Avenue to the north entrance of Maple Lodge Farms (MLF). The road section from the MLF north entrance to Embleton Road would remain as two lanes. Major scope changes included two to three lane road widening and extension of the 400mm watermain from the MLF north entrance to Embleton Road, new traffic signals at the MLF entrance and additional assessments and design revisions of three creek crossing structures, required by Credit Valley Conservation (CVC) Authority. 0 This report seeks Council approval to extend MRC's contract in the amount of $431,83

Background In March 2008, Regional Council authorized staff to retain McCormick Rankin Corporation (MRC) to carry out an environmental assessment addendum, detailed design and contract administration (Document N), per the original scope of work: o Two to five lane widening of Winston Churchill Boulevard from Steeles Avenue to north entrance of Maple Lodge Farms (MLF). The two-lane section north of MLF to Embleton Road would only be rehabilitated, not widened. o Two of the three creek crossing structures would require the replacement of the box culverts with open bottom (Hy-Span) structures, along with hydrological review. o 400mm (16 inch) watermain design from Steeles Avenue to MLF. o Traffic staging for the five lane widening section to maintain access to MLF from Steeles Avenue. A road closure was proposed north of MLF to Embleton Avenue. o Provisions for traffic signals at the MLF entrance. 2. Project Scope Changes a) Municipal Design i) Three-Lane Cross Section from Maple Lodge Farms North Entrance to Embleton Road The environmental assessment recommended a full closure of this road section of Winston Churchill Boulevard. In order to meet the Region's requirement to maintain road traffic through this section, the road platform was widened from a two-lane to a three-lane cross section to provide the required detour pavement area and staging to permit traffic flow. The advancing of the third lane construction made the construction staging simpler, less disruptive to motorists, cost effective and provides for future road capacity. The fee included the design of this road section for the three-lane widening, including drawing additions, modifications and revisions. The design for the expanded road cross section required to co-ordinate efforts and provide plans for Bell, Enbridge, and Union Gas to facilitate relocation of utilities required for the two to three lane widening of Winston Churchill Boulevard, from the MLF north entrance to Embleton Road. This included drawing revisions for circulation, submission and approval through the Public Utility Co-ordination Committee (PUCC).

3 October 22,201 2 'PHI -3- EMBLETON ROAD - ADDITIONAL COSTS AND SCOPE CHANGES CAPITAL PROJECTS AND Additional services and permits were required for geotechnical investigations, water quality testing, Ministry of the Environment (Permit to Take Water) and CVC permits, including OilIGrit separator review and approval. ii) Permanent Signals at Maple Lodge Farms Entrance During detailed design, the forecasted traffic and truck volumes indicated that the addition of traffic signals at the MLF entrance would address truck movement in and out of the plant. This mitigating measure increased safety for trucks, specifically those making left turn movements with heavy opposing traffic volumes. The design fees included drawing preparation and co-ordination for the installation of the permanent traffic signals. b) Structural Design and Hydrology During detailed design, CVC requested additional review and analysis of the three creeks located within the project limits; Mullet Creek, Levi Creek North and Levi Creek South. Following the initial review of the Hydraulic analysis in 2000, CVC revised their criteria, requiring structures to be open bottom and capable of conveying the Regulatory peak flows without flooding the road. Since the 2000 Hydraulic Report was outdated, site and creek conditions changed and concerns were raised regarding downstream flooding, the need for additional hydraulic analysis and a revised report were required. Furthermore, the extension of the geomorphic assessment was required for the three creeks, due to regulatory requirements, including the preparation of a Geomorphic Report. The work also included sizing of the underlying layer of the creek (substrate) and the relocation of Levi Creek North, in terms of meander belt width, erosion rate, and bank and substrate stability. These additional requirements from the CVC resulted in dimensional changes to the structures previously modeled in Additional Services a) Structure and Retaining Walls As per the requirements of CVC for a larger and open bottom (Hy-Span) structure necessitated the full replacement of the Levi Creek South box culvert, which was not included in the original scope of work. The original scope was for a widening and rehabilitation of this existing box culvert. MRC fees included the detailed design and contract administration for this structure.

4 October 22, EMBLETON ROAD - ADDITIONAL COSTS AND SCOPE CHANGES The requirement for larger and wider structures at the three creek crossings would have resulted in grading impacts to private properties. To mitigate this impact and avoid the high cost of property acquisition, retaining walls were recommended. MRC completed the design and the contract administration associated with the construction of these retaining walls. Since all three structures were designed for the ultimate five lane configuration, this will allow for future road widening without structure modifications. b) Watermain Extension During detailed design, the extension of the 400mm (16 inch) watermain from the MLF north entrance to Embleton Road was recommended to address several concerns. The termination of a 400mm (16 inch) watermain would present significant operational and quality issues. As such, this watermain was extended and connected to the 200mm (8 inch) watermain on Embleton Road. Furthermore, this watermain was required by 2017/2018 to service future development, and combining this installation with the road project was cost effective, eliminates future excavation of the road and impact to motorists. That approval be granted so that the MRC contract (Document N) be increased to cover the additional costs resulting from scope changes in the amount of $431,837 (excluding applicable taxes) as follows: Municipal Design Three-Lane Cross Section Permanent Signals, Illumination at Maple Lodge Farms Structural Design and Hydrology Structure and Retaining Walls Watermain Extension Total Additional Costs FINANCIAL IMPLICATIONS Sufficient funds are available in Capital Projects ($352,117) and ($79,720)
