LEGISLATION Law No of 20 January 2010 on Nuclear Energy; Decree No of 18 March 2010 Organizing and Functioning of National Authority for Radiation Safety and its modifying texts; Decree No applying certain provisions of Law No of 20 January 2010 on Nuclear Energy; Memorandum of Understanding between the Ministry of health and ARSN ; Memorandum of Understanding between the Ministry of Energy and ARSN ; Memorandum of Understanding between the Customs services and ARSN ; 3

4 2. OBJECTIVES OF THE LAW. - Establish a regulatory control system designed to ensure the safety and security of peaceful applications involving sources of ionizing radiation, including the creation of a regulatory authority responsible for implementing the provisions of the law and relevant international legal instruments. - To provide for the implementation of the obligations of Mauritania under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) 4

5 3. SCOPE OF THE LAW The law applies to all activities involving exposure to ionizing radiation, including the production, possession, use, import, export, transit, transportation, storage, management of radiation sources ionizing or other radioactive material identified by the regulatory Authority. 5

6 4. CONTENT OF THE LAW. The Law contains 61 items of 17 chapters dealing with all aspects of the peaceful use of nuclear energy in accordance with the principles defined by the relevant United Nations conventions and agreements guarantee that Mauritania has ratified or signed. 6

7 The Chapter 11 of the law is dedicated to the safety and security of radioactive sources. It states that: The ARSN establishes and maintains a national register of radioactive sources; The ARSN establishes a categorisation of sources according with that established by the IAEA; The ARSN establishes procedures for the security of radioactive sources including import, export and transit of radioactive sources. 7

THE DECREE No ON APPLICATIONS OF CERTAIN PROVISIONS OF THE LAW It sets the conditions for conducting activities within the scope of the peaceful use of nuclear energy and involving exposure to ionizing radiation including the use of electrical generators of ionizing radiation, the production, import, export, trade, processing, handling, use, possession, storage, storage, transportation, transit and disposal of natural or artificial radioactive substances unless they are excluded or exempted. 8

9 6.THE CONTENTS OF THE DECREE The Decree which includes 150 articles set up a number of rules in accordance with the above law to determine the liability of providers, employers and workers in the use of ionizing sources. It sets limits on doses to be absorbed when exposed both by workers, patients and the public in accordance with the international standards. It also enacts measures to be taken for the protection of workers, patients and the public exposed to radiation. 9

10 It also organizes the transport of radioactive substances and sources and lays the conditions of transport and the management of radioactive waste by type and category. Finally, this text establishes procedures for inspecting facilities and source control. In addition, Mauritania has ratified all convention and treaty Aiea and expressed its support for code of conduct. 10

11 7.PRESENTATION The National Authority for Radiation Protection, Nuclear Security and Safety (ARSN) The ARSN has been created by the Law on Nuclear Energy which was enacted in January The ARSN is the national regulatory authority for radiation protection, nuclear safety and security and to implement safeguards. The organization and operation of the ARSN are fixed by Decree dated 31 March 2010 that the Authority attaches directly to the Prime Minister. The Authority Chairman is appointed by order of the Prime Minister on 7 September ۱۱

13 Staff consists of 21 elements (managers and support staff) including 4 Inspectors. Inspectors are sworn. There are allowed to have free access to sites, facilities and transportation to house or supposed to contain radiation sources or other radioactive material in order to verify compliance with requirements the Act, The regulations there under and the terms of authorization. 14 8.NATIONAL INVENTORY Now, Our inventory records more than 107 sources from categories: 1, 2, 3, 4 and 5 including: 44 authorized sources operating in the territory 52 authorized import sources (not yet arrived) 07 considered as waste 03 were re-exported 01 orphan. This inventory relates only to the capital Nouakchott. 14

15 ۹.Cooperation with AAEA Several participations on training courses and workshop planned by AAEA. Organisation of one local training course in Radiation protection, in June ARSN is a member of ANNuR Network. In 2014, three local courses will be operated in Mauritania by the AAEA. 15
