1 KIEN GIANG PROVINCE I NATURAL CONDITIONS 1 Geographical location Kien Giang is located in the southwest of Vietnam and belonging to the Mekong River Delta. The province borders Ca Mau and Bac Lieu Provinces to the south, An Giang Province, Can Tho City and Hau Giang Province to the east and southeast, the Gulf of Thailand to the west with over 200 kms of coastline and the Kingdom of Cambodia to the north with a 56.8-km border line. Kien Giang is one of the intersection points that link to other Southeast Asian nations, especially to Cambodia and Thailand by land, by sea and by air. Total area of the province is 6, km Topography Relatively fat, lower from the Northeast to Southwest, divided into 4 sub-regions: Long Xuyen Quadrangle, Western Hau River, U Minh Thuong, and islands. Kien Giang Province has a multiform topography with many rivers, mountains, more than 100 small and large islands, a long coast line and abundant natural resources. Its advantageous geographic location and favourable natural conditions bring many economic potentialities and advantages in such fields as agricultural and silvicultural economy, nautical economy, buiding materials producing industry, agricultural and aquatic product processing industry and tourist industry with many famous landscapes, typical historical and cultural relics. Moreover, as a southwest gateway to the Gulf of Thailand, Kien Giang also has great potentialities in terms of border gate economy, shipping and international trade

2 3 Climate Kien Giang is positioned in the tropical monsoon, hot and humid climate region throughout the year, the average temperature is between 27.4 o C and 27.6 o C, the number of hours of sunshine in a year is 2,348 hours, the average humidity ranges from 81% to 82%. The climate is divided into two distinct seasons: the rainy season is from May to November and the dry season is from December to April next year. The weather is quite favorable for agricultural development. Kien Giang is not directly impacted by storms, however, the rainfall from storms makes up a great part of its annual total rainfall of 2,146.8 mm, especially in the end of the rainy season. Its climate and weather have basic advantageous conditions which are very ideal for many species of crop plants and domestic animals to grow 4 Hydrography The dense network of rivers, canals widely distributed throughout the province with the total length of 2, km. There are major rivers flowing through the province such as Cai Lon, Cai Be and Giang Thanh Rivers. The system of canals includes food drainage canal and fresh water supply canal. Particularly, food drainage canals include Vinh Te, T3, Tri Ton, Ba The canals. Freshwater supply canals comprise of Cai San, Thot Not, and Thi Doi canals. 5 Land resource Total natural land area is 634,627 ha, accounting for 15.63% of the natural area of the Mekong Delta. The land resource is suitable for agriculture, forestry development, and aquaculture. Agricultural land Non-agricultural land Unused land Land with coastal water surface 576,697 ha 52,900 ha 5,030 ha 14,535 ha (excluding in the total area) 6 Water resource There are three rivers running through Kien Giang, i.e. the Cai Lon (60 km), the Cai Be (70 km) and the Giang Thanh (27.5 km); and a system of irrigational and traffic canals. The source of surface water in Kien Giang is rather plentiful, however, in the rainy season (from May to October), the greater part of its surface water is contaminated with salt water because Kien Giang is located in the intersection between the end of Hau River s fresh water source and the head of Rach Gia Bay s salt water source. 7 Mineral resource Kien Giang is considered as one of the provinces having the most plentiful mineral resource in the Mekong River Delta. Through some preliminary geological surveys, ores of 23 types of mineral have been found at 152 points which can be developed into mines. These types of mineral can be divided into such categories as fuel (peat), non-metal (limestone, building stone, clay), metal (iron, laterite, etc.), semigemstone (morion, opal, etc), most of them belong to nonmetal category and can be used in the building material and cement production industry. According to a recent survey of Intergeo Vietnam, the limestone reserve in Kien Giang is over 440 million tons. According to provincial scheme, the allowed exploiting norm of limestone is of 255 million tons. This quantity is enough to ensure the continuous providing of raw material to cement plants with a total annual output of 3 million tons for about 50 years. 2

3 8 Forest resource Total forestry land area in 2011 is 91,289 ha, of which: production forest is 22,675 ha, protection forest is 28,887 ha and special-use forests is 39,727 ha. Kien Giang forest has over 140 kinds of rare wild animals valuable for conservation and tourism. 9 Maritime resources Kien Giang has a 200-km coastline and a fishing ground of 63,290 km 2. The Kien Giang Sea has a total of 143 islands, 105 of which are emerging ones and only 43 of which have residents. There are many river mouths, canals and channels flowing to the sea, bringing a rich natural food source that attracts aquatic species, making Kien Giang Sea one of the important fishing grounds of the whole nation. As surveyed by Vietnam Marine Research Institute, the reserves of fish and shrimp are approximately 500,000 tons and can be exploited annually over 200,000 tons. There are many marine species with high economic value in the territorial waters as: tortoise shells, holothurians, abalone, and pearl. The province has over 12,250 fishing boats for exploitation and purchasing sea products; the productivity of fishing and aquaculture has reached 540,000 tons annually. In addition, Kien Giang Province also owns many industrial and semi-industrial shrimp-raising farms with the area of 84,942ha mainly in Ha Tien, Kien Luong, Hon Dat, An Minh, Vinh Thuan and the output therefrom is 40,000 tons. The province also encourages farmers to expand their raising area of catfish. Hence, fishery sector has the dominant advantage in comparison with other provinces in the region. 10 Tourist resource Kien Giang Province is bestowed many potentials for development of general tourism by the nature such as: a coastline of 200 km in length with many romantic, pristine islands like: Kien Hai, Phu Quoc and Tho Chu, many beautiful beaches and many nice and attractive landscapes and historical monuments. Beautiful landscapes, charming rivers, U Minh Thuong mangrove and rivers ecology, etc can create more specific tourism products such as: historic tourism, cultural tourism, and unique traditional festivals. In particular, Kien Giang Province also owns World Biosphere Reserves with the area of over 1.1 million ha. currently the largest among 8 biosphere reserves of Vietnam which have been recognized by UNESCO. II SOCIAL CONDITIONS 1 Population In 2011, total population in the province is 1,721,763, of which, the city dwellers are 468,160, and rural people are 1,253,603. Population density is 271 people/km 2. The community includes such ethnic groups as: Kinh, Hoa, Khmer, and Cham. 2 Administrative divisions The province owns 5 islands: An Thoi, Tho Chu, Nam Du, Ba Lua and Hai Tac. Administrative bodies include: Rach Gia city, Ha Tien town, and 13 s such as Kien Luong, Giang Thanh, Hon Dat, Tan Hiep, Chau Thanh, Giong Rieng, Go Quao, An Bien, An Minh, U Minh Thuong, Vinh Thuan, Kien Hai and Phu Quoc. Rach Gia city is the economic, politic and cultural center of the province. 3

5 2 Labor In 2011, the number of people at working age is approximately 1,009,998, particularly, the labors currently working in the national economy are about 959,419, and most of them are young labors, meeting the demands of manpower for socio-economic development of the province. 3 Infrastructure 3.1 Transportation Kien Giang Province is 250km from Ho Chi Minh City (HCMC) and 115 km from Can Tho City. The network of roadway, waterway and airway linking provinces nationwide and in the region is convenient for developing projects such as: Southern coastal corridor road, HCMC Path project, road project around Phu Quoc island; Lo Te - Rach Soi expressway project; the improvement project for National Highway 61, Corridor No.2 Waterway Project, Tam Ngan canal from HCMC to Kien Giang, etc. - Roadway: National Highway No. 80 connecting Mekong Delta provinces to Ha Tien International Border to go to Cambodia; National Highway No. 61 connecting with Hau Giang Province, National Highway No. 63 connecting with Ca Mau Province. The road network can access to centers of s and communes. - Waterway: the interlaced network of rivers connects the provinces in the Mekong Delta with HCMC. Such plentiful and diversifed sea ports meeting the demands of cargo handling capacity are An Thoi, Rach Gia, Hon Chong, Tac Cau seaports. Currently, the province is investing in the construction of Vinh Dam international sea port in Phu Quoc to meet the needs of socio-economic and tourist development. - Airway: Kien Giang province has Rach Soi and Phu Quoc airports, meeting the demands of the people and s. There are routine fights from HCMC to Rach Gia Phu Quoc and back again, with the fight time for each of minutes. Phu Quoc international airport has been inaugurated and put into use Post - Telecommunication The network of post telecommunication has developed quickly. Remote areas and islands can access to culture post offices in province; 100% communes, wards, towns have been equipped with fixed telephones. Services such as mobile phone, broadband internet are covered throughout communes, wards and towns. 3.3 Electricity network Electricity supply is mainly from the national grid. Some plants have private power supply sources such as Sao Mai Cement Company and Ha Tien 2 Cement Company Districts. Towns in the provinces are provided with lighting electricity. The installation of the national transmission underground cable from Ha Tien Commune to Phu Quoc will be commenced in This transmission line will be put into application to serve the production and business activities and meet domestic demands for the island s residents in In the future, a thermoelectric plant will be built at Kien Luong District to meet the domestic demand and export to neighboring countries. 5

6 3.4 Water supply There are 13 water plants with total capacity of 60,700m 3 day and night, of which those in Rach Gia City make up for 34,000m 3 /day. The freshwater has met 92% demand of use of the individuals and organization in the province. 3.5 Health care Up to now, the provincial public health network has been reinforced and accomplished, covering all the communes; the task of preventive public health, population and family planning has been concentrated, meeting the health care demand of provincial inhabitants. In 2009, the number of standard medical stations was 120 in 145 communes, accounting for 84.5% of the total number of medical stations. There are 130 medical stations, 15 general clinics and 14 hospitals in the whole province. In addition, there are 1,455 private units practising medicine and pharmacy, in which Binh An Private Hospital having the scale of 200 beds with modern medical equipments and machineries, helping to raise the quality of health care, medical examination and treatment. 3.6 Education and training There are four colleges, one university (Branch of Nha Trang Aquaculture University in Kien Giang), one vocational education school and eight vocational training centers in Kien Giang. Every year, the provincial vocational education system meets the vocational learning need for about 24,000 labors on an average. In 2008, the ratio of vocationally trained labors was 15.40% compared to 6.06% in In 2015, it is expected that 401,837 labors will be trained, raising the ratio of vocationally trained labors up to over 40%. Basically, Kien Giang s education and training system is having remarkable progress; educational material facilities were consolidated; the ratio of thatched classes was lowered to 4.5% and there are no more nightshift classes. 3.7 Finance - Banking Banking has developed strongly. In 2012, there are 50 credit institutions in the province, comprising 26 commercial banks, 1 social policy bank as well as 1 Central credit fund, and 22 local credit funds which can satisfy the demand of capital for the people and enterprises. Two bank registered securities transaction (as agents). Electronic fund transfer has been developed, meeting the demands of enterprises and individuals. ATM is available in most of centers of city, towns. III POTENTIALS AND ADVANTAGES 1 Agriculture - aquaculture Agriculture is the key production sector of the province with quite large potential. In 2012, total area for planting rice is 725,129ha, with a yield of 4,287,175 tons of paddy. Land areas for farm products and industrial plants are 83,000ha. Aquaculture is the key economy, which has been invested and developed comprehensively in both terms of exploitation and culture with total productivity of more than 540,000 tons/year. Exploitation of aquatic products has been invested toward off-shore catching with the fishing area of over 63,290km 2 by 11,936 boats; the productivity reaches approximately 421,201 tons. Aquaculture is 135,447ha, productivity reaches 126,981 tons, in which, the area for shrimp raising is 84,942 ha, and productivity therefrom is 40,292 tons. 6

7 2 Industry - small industry The industry is on the rise, in which the industry specializing in production of building materials and agro-fishery sectors are the most advantageous of raw materials. The reserves of limestone, stone, clay for tile and cement are 440 million tons, 135 million tons and 228 million tons respectively, which facilitate the development of building material industry. Total industrial and small-scaled industrial production facilities in 2012 are 12,151, reached billion dong. The Government allowed the province to establish 05 industrial parks: Thanh Loc, Thuan Yen, Xeo Ro, Tac Cau and Kien Luong II. The Kien Giang Provincial People s Committee has approved the master plan for development of industrial clusters in the province for the period of , with a vision to Furthermore, Ha Tien border-gate economic zone and Phu Quoc economic zone are being built. 3 Trade and Tourism In the last few years, the trade of Kien Giang has ensured the commodity circulation, abundant and diverse types of commodities, satisfied production needs and served for life of local people, significantly contributed to in the stabilization of the market, especially the purchase, processing and export of agricultural and maritime products. Kien Giang Province continues to promote the product introduction, goods brand with many activities such as: participating in exhibition sales, seminars, conferences and promotion; seeking to expand the market, cooperation in investment, and trade in and out of the Province; organizing programs to delivery Vietnam goods to rural areas, border and islands etc. The trade and services have increased significantly, the total retail sales of goods and services in 2012 reached 41,710 billion; the total export turnover is estimated to reach 620 million USD, of which rice export reached 1,000,000 tons. Processed agricultural products and maritime products have exported to Singapore, Malaysia, South Africa, and EU, etc. Tourism is identified as one of the four strengths for economic development. Kien Giang has great potential for tourism with famous historical relics and scenic. In particular, Phu Quoc Island has been invested and constructed by the State as a high-quality ecotourism center of Southeast Asia. Over the years, many resorts have been invested and expanded with infrastructures such as airports, ports, transport system to resorts. Those have been upgraded and facilitated for visit and rest of tourists. The total number of tourists in 2012 reached 3,852 thousand people; total revenue reached billion VND. IV Attracting domestic and foreign investment 4 + Domestic investment: the province has attracted about 403 projects so far, covering an area 19,844 ha by a capital of 127,425 billion VND. As for Phu Quoc island, there are 73 projects receiving investment certificates and being implemented with a total investment capital of 127,425 billion VND. In addition, there are 288 projects under the provincial policy to invest with an area 14,368 ha and a capital of 29,000 billion VND. + Foreign investment: Total accumulative number of foreign direct investment project until 2010 is 21 from 10 countries and territories (USA, Switzerland, Malaysia, Australia, China, Italy, Ireland, Thailand, Taiwan, and France) Đài Loan và Pháp). Total registered capital is 2,843,063,774 USD of which the implemented capital is 473,577,103 USD accounting for 16,65% of total registered capital

8 + Industrial Park (IP) : There are 5 IP with a total area of 759ha, comprising - Thuan Yen IP in Ha Tien Town, 141 ha. * Investor: Thuan Yen Co., Ltd. * Building technical infrastructure: 26,258 billion VND, of which 18,828 billion VND from the State budget and 7,700 billion VND from the. - Thanh Loc IP in Chau Thanh District: 250 ha. - Tac Cau IP in Chau Thanh District: 68 ha - Xeo Ro IP in An Bien District: 200 ha. - Kien Luong II IP in Kien Luong District: 100 ha. V SOCIO-ECONOMIC DEVELOPMENT PLAN, AND PLAN IN Socio-economic development plan of Kien Giang province in period of Economic growth reaches 13%. GDP per capita reaches 2,500-2,600 USD. - GDP of agriculture, forestry and fishing sector shall be average increase of 5.7% annually; industry and construction reach 17.6%; services reach 16.1%. - Restructuring the economy towards industry and services. In 2015, the agriculture, forestry and fishing rate will reach 30%; industry and construction reach 32% and services reach 38%. - Yield of rice reaches over 4 million tons; mining and aquaculture reach 658,260 tons. - The total export turnover reaches 900 million USD. The total goods sales increase an average of 14-15%. - The rate of mobilization of budget reaches 6-7% of GDP. - Investment demand in the province is 47,573 billion VND. Total retail goods reaches 49,000 billion, increase of 17.5%. - The total revenue in the area reaches 4726 billion VND, increase of 7.26% compared to 2012; the total budget expenditures of 8,309 including expenditures for development investment is billion VND. - Total investment in the area reaches 29,600 billion VND, increase 21% compared to 2012, of which the budget capital managed by the province reaches billion VND. 8

The total investment in the province in 2013 will be 29,600 billion VND, increase by 21% compared to Trade Strengthening the promotion, improving and expanding export market; increasing competitiveness of export products on the basis of connection between production, processing and product consumption; Focusing on development and investment of business networks, technical infrastructures, gradually modernizing means of activities to meet business development demands; Promoting the investment in commercial centers, shops, dealers, markets etc; Continuing to invest and construct Ha Tien border-gate economic zone and Giang Thanh national border; Boosting commercial activities in border-gate economic zones, rural areas, remote areas, borders and islands; implementing development and cooperation programs between Kien Giang province and other provinces, cities, areas and foreign countries; Carrying out effectively the campaign Vietnamese people use Vietnamese goods. In 2013, the total retail goods reach billion VND, increase of 17.48% over the same period in 2012; export turnover reached 660 million USD, increase of 6.45% over the same period in Tourism Focusing on resources to develop sustainable tourism, enhancing the effective implementation of tourism promotion programs. Organizing effectively Tourism master plan by 2020 and with vision to 2030 as approved by the Provincial People s Committee. Promoting the progress of infrastructure investment in resorts, facilitating for s to early construct tourist projects. Strengthening the joint venture and organizations to exploit effectively tours. Improving the quality and diversification of tourism products, building specific types or tours in order to attract tourists. Kien Giang province has many famous landscapes and historical relics such as: Hon Chong and Hon Trem, Hon Phu Tu, Mo So Mountain, Mui Nai Beach, Thach Dong, Lang Mac Cuu, Dong Ho, Hon Dat, U Minh Forest, Phu Quoc Island etc. To exploit efficiently potentials of tourism, Kien Giang has built four key tourist areas including: Phu Quoc, Ha 9

10 Tien - Kien Luong, Rach Gia City and its vicinity and U Minh Thuong. In 2013, the total number of tourists in the province strives to reach million tourists, increase of 6.98% compared to Preferential investment policies in Kien Giang Province In addition to general preferences in accordance with regulations, domestic and foreign s who implement investments in the Kien Giang Province according to law shall enjoy preferential policies on land, business income tax, import tax, investment credit etc. As for investment projects in industries, sectors having specialized documents which specify a higher preference shall apply such specialized documents. 4.1 Conditions for enjoying investment preferences - Type of investment: Newly-established enterprises from investment projects; independent projects in socialization sectors; investment and expansion projects and other intensive investment projects. - Industries and sectors for investment preferences: Sectors, industries and business sector are encouraged to investment and development in each period. - Areas of investment preferences: To be determined according to the administrative boundaries, towns and cities belonging to the Province. Geographical areas have difficult socio-economic conditions including: Rach Gia City and Thuan Yen Commune (Ha Tien Commune). Geographical areas with extremely difficult socio-economic conditions including Ha Tien Commune (except Thuan Yen Commune), remaining s and islands. - Particularly for Phu Quoc District: To be enjoyed the highest preferential policies and mechanisms promulgated by the State. In addition, Phu Quoc is identifed as national key tourist area, investment and tourist business projects in Phu Quoc Island under the List of preferential investments shall be applied mechanism of entry and exit; foreign s and overseas Vietnamese s and their families are allowed to reside in Phu Quoc Island and enjoyed rights and obligations of legal residence according to the law of Vietnam. - Subjects of application: domestic and foreign s shall implement investment activities in areas of Kien Giang Province. 4.2 Preferential investment policies - Land rent price for 01 (one) year equal to 0.75% to 2% of the land price according to use purposes of land lease which is promulgated by the Provincial People s Committee under Regulations of the Government. However, depending investment sectors and local conditions, the land rent price may be lower than 0.75% of the land price for the use purposes of land lease promulgated by the People s Committee of Kien Giang province. - The province is exempted from payment of land rents, water-surface rents from 7-15 years or exempted for the entire land lease term, depending on the investment areas and investment sectors. - Kien Giang Province is exempted or reduced the land use fees from 20% to 50% or exempted entirely depending on investment areas and investment sectors. 4.3 Tax policy (tax rate, enterprise income tax) Depending on business lines and investment areas where new investment projects are entitled to preferential enterprise income tax rate as follows: - The enterprise income tax rate of 10% is applied within years during the operation of the project; The enterprise income tax rate of 20% is applied within 10 years during the 10

11 operation of the project.
