3 THE REGIONAL ENERGY POLICY The Emilia-Romagna Region, in harmony with the outlines of the national and EU energetic policies, ruled with the regional law n. 26/2004 all the programming and operative actions of the Region and the local institutions concerning energy issues. The programme outlines of the current regional energy policy are fixed in the Regional Energy Plan (PER), approved through the Decision of the Legislative Assembly n. 141/ The PER is carried out through triennial action plans (approved by the Legislative Assembly) and annual progammes (approved by the regional Goverment).

4 SUSTAINABLE DEVELOPMENT Restore the balance between energy production and rational consumption at a regional scale, basing on a principle of energetic and environmental responsibility (load capacity of territory and environment) Promote safety, reliability, continuity and cheapness of energy supplies commensurate to energy regional demand through: Energy conservation Development of energy plants powered by renewable resources Improve efficiency and renewal of the existent electricity production plants

5 TARGETS Encourage energy conservation Promote rational use of energy resources Exploit the energy recovered from plants and systems Define the targets of reducing polluting and greenhouse gases emissions assuming the Kyoto objectives Ensure environment, landscape and territorial compatible conditions of energy-related activities Promote the improvement of energy performances of urban systems, buildings, plants and productive processes Benefit self-regulating actions, such as production-chain agreements, as opposed to territorial planning tools concerning energy Promote applied research, innovation, and technology transfer Provide consumers and users protection, with special regard to the weaker areas and social classes

6 A SUSTAINABLE ENERGY SYSTEM The first actions of the PER show the following effects: An ongoing transformation of the regional energy system with a relevant replacement of fuel consumption with methane in different sectors In 2000 the conversion of the thermal electricity production system has began with the replacement of the former fuel-powered plants with new methane-powered plants of high efficiency and advanced technology. Such transformation had remarkable effects on the environment too, especially by reducing the CO2 emissions in terms of both absolute and relative quantity inside the whole system Concerning the internal electrical balance in the last years there was a relevant increase of the internal electrical energy production which lead to a steady decrease of the regional deficit (that at the end of the 90 s was more than 60%) recording it at 9% in 2008 Now we have to maintain such balance in reference to the targets marked by the EU for 2020

8 RENEWABLES The renewable sources framework in Emilia-Romagna had in the last years a relevant increase of the installed power, especially with reference to PER targets All the efforts were put on the promotion of the renewable sources, especially in the field of biomasses and photovoltaic, thanks to the incentives provided at a national level, such as Green Certificates and Conto Energia

16 LOCAL ENERGY PROGRAMMES In Emilia-Romagna, Local Institutions are playing an active part in the process of green conversion of the economic and productive system, and in the last years several provincial, municipal and local actions have proven it. Those actions led the emilian territory to reach some models of excellence in the endogenous energy source management, in energy conservation and in the rational and efficient use of energy (Rapporto Legambiente Comuni Rinnovabili 2010). In view of available resources for 15 millions, 34 programmes have been submitted, for a total investment of 270 million, an application for a contribution of 65 milioni and results, in terms of energy conservation, that on the whole amount to nearly tep.

23 ENERGY POLICY FOR THE REGION The conversion of the regional electrical system has almost achieved the target of making the regional production and consumption match, and therefore to take charge of achieving the Kyoto balance at a regional scale, excluding energy import that actually shifts the amount and the responsability of emissions on other territories. The regional energy system has almost met Kyoto parameters. Now, following the PER previsions for 2015, we must keep this balance, considering also the targets fixed by the EU for With a new and coordinate engagement among different offices of local governement the actions programmed for a rational use and conservation of energy are already operative in other sectors, with the energy qualification and certification for buildings in territorial planification for new constructions (for housing, industry, business, agricolture and mobility), and a technical support to energy and environment issues in the network of industry research promoted by the Region with excellence partners such as Politecnico di Milano-Piacenza, University of Bologna, Modena and Reggio, ENEA and CNR of Bologna, Ravenna, Rimini. 23

29 CONTRIBUTION OF RER TO CLIMATE PROTECTION - 1 The emissions of the regional thermal-electric system went from 0,58 to 0,38 ton CO 2 /MWh, with a total improvement of 34,5% The average national emissions went from 0,75 to 0,66 ton CO 2 /MWh, with a total improvement of 12% Italia Emilia-Romagna 29 CO 2 emissions for electrical energy produced in Emilia-Romagna and in Italy (tonco 2 /MWh)

30 CONTRIBUTION OF RER TO CLIMATE PROTECTION - 2 TThe conversion to natural gas of the power production plants allowed to replace nearly 3 million equivalent tons of fuel with 3 million equivalent tons of methane SSuch conversion, together with the implementation of renewable sources, led to a CO 2 emissions saving compared to the hypothesis of maintaining the former thermoelectrical equipment of more than 17 million equivalent tons of CO 2 * Emission Factor (ktonco 2 /ktep) 30

31 PER PERSPECTIVES 31 Consolidate and make structural the actions started with the PER with programmes and annual and long-term engagements into all the sectors, in order to achieve the Energy Plans for the local communities Eco-housing with strict enforcement, already predicted in the new Housing Plan of the energy qualification policies for new constructions and for restaurations Investments for energy innovation for industries, realisation of the programme for the ecologically equipped areas for whom the territorial planning stated the priority of a further development of industrial constructions, and of agro-energy Improve the structural policy for a new mobility and for innovation in technologies and fuels Simplification and transparency of administration processes Sperimentation and research especially for a new mobility, advanced technologies on solar and biomass power

33 A UNITARY CLIMATE STRATEGY - Emilia-Romagna is moving towards the definition of a Unitary Strategy for Climate - The Strategy wants to implement mitigation policies for the reduction of GHG and adaptation policies aiming to contrast climate change damages but also to take advantage from the related opportunities - The objective is the matching of all the regional sectoral policies having influence on GHG emission or containing adaptation misures in a coherent and unitary view, so as to measure the contribution of each sector to the regional overall objectives

34 THE PLAN OBJECTIVES - Establish regional objectives on the basis of an emission Inventory and Plan scenarios - Define a monitoring tool - Involve local stakeholders - Define a common metodology for the emission calculation by local bodies - Coordinate with local climate plans that local authorities provinces and municipalities have been elaborating - Set up incentivating mechanisms for public and private funding to promote actions for reducing GHG
