1 MEETING MINUTES 1 (5) Meeting - International Torne River Basin District May 26, 2014 at Gränsälvskommissionen, Haparnda Participants: Pekka Räinä, Petri Liljaniemi, Eira Luokkanen (ELY-centre in Rovaniemi) Malin Kronholm, Henrik Larsson (County Administration of Norrbotten/Water Authority of the BB district) Virve Sallisalmi, Camilla Ahlstrand (Finnish-Swedish River Border Commission) Chairman: Virve Sallisalmi Secretary: Malin Kronholm Personnel Camilla Öhman starts next week 2 nd of June. There are still some negotations at ELYcentre while Eira still is occupied with other working tasks. The ambition is that Eira will do the work with Torne river. Program of measures and management plan Finland Approx. 1 month late with the work but program of measures for Torne river district is almost ready, measures and pressure estimations are almost done. At least ready enough to put work together with Sweden. Costs not estimated yet, will be calculated based on modeled costs (SYKE). Management plan is not started yet, a draft will be finalized before Midsummer. The text will be based on a national model. Sweden There are drafts for both Program of meausures and Management plan for Bothnian Bay district, is sent to the water delegations for comments (1 st June). Both products are based on a national model and still have quite big lacks of information from the district. Physical measures are ready and registered in VISS, costs are calculated from models but there are still gaps. Some of the model costs need to be updated. The meeting decided to exchange drafts to get the common work started. Classification Finland Have changed the status of the outer coastal area to good status, now harmonized with Sweden. Haven t sent the document for expert judgement further. Have harmonized the classification of the main river with Sweden, status is now High in the upper parts and Good in the lower parts. 2 2 (5) Mercury: Have classified according to the Finnish background levels. Might be a political decision that the whole Northern Finland will be in good Hg-status. Have harmonized the classification of the main river with Sweden, status is now High in the upper parts and Good in the lower parts. Sweden Have erased the classification of Uranium until there are more knowledge about background levels. Have harmonized the classification of the main river with Sweden, status is now High in the upper parts and Good in the lower parts. Mercury: All water bodies in Sweden will have not good chemical status due to Hg. There will probably be lower demands for chemical status, based on mercury. There will be a Nordic meeting regarding the mercury-question in the end of May or beginning of June. HaV are going to update the prescript HVMFS 2013:19 according to the revised priodirective, hearing June-Aug and decision in September Class-limits for about 30 specific pollutants (Särskilda föroreande ämnen) will also be included. The limits are worked out according to CIS-guidance 27. Some of the SFÄ-classifications might be updated due to the changes during the hearing period for our products. Summary: Classifications along the river and in the coastal waters have been harmonized, accept Hg and PBDE (coast). Formal agreement for common classification There is a draft, the meeting suggested that Camilla finalize it while the classification now is harmonized. Torne river int. district The letter has been sent the Ministry of Environment in Sweden, but we haven t heard anything. We still have to wait. Bothnian Bay project (Harmful substances in the coastal waters) The final report is ready, but not published - mainly due to negotiations about mercury. Might be possible that there will be a compromise between the countries. Ely-centre suggests that the BB project report should be published together with the hearing period. There will be a Fi-Sw meeting about mercury in the coming weeks, wait with publishing at least until then. Media is very interested of the results and there is a risk that they will publish something anyway without correct information. Not good to wait too long. Perch outside Outokumpu have higher levels of Hg compared to the other sampled stations, is even exceeding the Finnish limit values (incl. background levels). But the perch was considered too big (too old). Can look at the results of the age analysis as a first step. There is still some money left in the project, Can come up with a plan how to use it, which can be sent to FSGK. Ok if it supports the project. FSGK has also

3 3 (5) promised more money ( ), if needed. Petri ask Jari to contact Henrik to discuss this. International River Basin Management Plan The rest of the meeting was spent going through the outlines and possible chapters for the IRBMP. See appendix. Timetable and coming summer vacations Camilla Ö. starts 2 June, probably 4 w. vacation in July (?). Eira, 12/7 10/8 Petri, will move to Helsinki and the Ministry from 1 July. Pekka, Midsummer- 24/7 Malin, Midsummer-18/8 (preliminary, perhaps shorter) Lisa, Midsummer-?
