2 Workstream 2 as a space for concrete solutions Going from a focus on overall pledges to concrete policies Discussing concrete solutions in a multilateral setting => All 196 Parties to the Convention and all relevant actors within a specific solutions area in the same room to: Share and learn from concrete examples of good practice Create a strong focus on incentives by identifying the economic opportunities and co-benefits associated with a concrete measure Identify opportunities for financing within a particular policy area Can create concrete interest from the private sector Identify relevant partners and create ideas for (scaling up) collaboration and partnerships Create a political push for actionable solutions

3 Workstream 2 moving to implementation 10,3 bn. USD in the GCF. Need for high-potential and high-quality projects proposals => WS2 menu of policy options can create a pipeline of projects for the GCF WS2 as arena for identifying partners Technology Mechanism should work with WS2 menu of policy options : TEC develop and refine recommendations CTCN tailor to country needs and circumstances

4 Workstream 2 going ahead From Lima we have Technical Examination Process (TEP) + annual high-level dialogue on climate action Now we need to fill in the sketch with: Each TEM drilling deep into a specific policy or instrument Expert organizations having a strong role in organizing TEMs A strong presence from all key stakeholders, including business A strong focus on financing opportunities A clear link from the technical to the political level: TEP => Summary for policymakers => high-level dialogue Some of this should be nailed down in Paris But WE need to fill TEMs with content; preparing well, using our network and voice to engage stakeholders => Make WS2 the place to be

5 A bottom-up ambition mechanism in the 2015 agreement Need to continually increase ambition after Paris In addition to five year strategic reviews a process on policy options could serve as bottom-up ambition mechanism Paving the way for Parties raising formal level of ambition at five year reviews Some Parties may choose to include specific policy measures in their NDC or even a club of Parties collaborating on implementation

6 Long term goals in the energy sector A long term mitigation target will increase business confidence that world governments are heading towards low-carbon This can shift investments from brown and black to green already before 2020 Long term RE and/or EE-targets could: Provide an even stronger signal to energy sector investors More clearly highlight co-benefits and economic opportunities of achieving the targets => easier to mobilize stakeholders

7 Denmarks long term goal: 100 pct. RE in 2050 Use of Energy Long term strategies based on broad political agreements => stable policy environment => confidence for businesses and investors

9 Denmarks 2020 GHG-target: 40 % emissions reductions in 2020 compared to 1990

10 Danish Energy Agreement of March political consensus for 2020 More energy savings measures => 7,6 pct. reduction in gross energy in 2020 compared with 2010 Extra 1500 MW offshore wind => 50 pct. wind in electricity More biomass for centralised and decentralised power plants Further support for biogas No oil and gas boilers in new buildings => More than 35 pct. RE in final energy consumption in 2020 In total, these measures result in 34 pct. GHG reduction in 2020 compared with 1990 => still need to deliver 6 pct. points

11 The Danish Climate Policy Plan and the Danish Climate Change Act 2013: Danish Climate Policy Plan: Principles on how to achieve the 40 percent target in : The Danish Climate Change Act - a legal framework for climate mainstreaming: Independent Climate Council recommends climate policy initiatives once a year Minister for Climate, Energy and Building will submit a Climate Policy Report to the Danish Parliament each year Every five years incumbent Minister will propose GHG reduction targets with a ten-year perspective

12 Danish solutions in a global context The broad political agreements providing predictable conditions for business => Danish companies are front runners in the green transition Danish exports of energy technology almost tripled from 25 billion DKK in 2000 to 70 billion DKK in years of experience with the green transition => sharing bilaterally with China, South Africa, Vietnam and Mexico how to implement ambitious climate and energy policies. WS2 can also be an arena for sharing experience on bilateral cooperation
