GDF SUEZ LNG SOLUTION; LNG AS MARINE BUNKER FUEL MARINE & OFFSHORE AUTOMATION EVENT, Leon Sluiman, Manager Operations, LNG Solutions

AGENDA 1. Introduction 2. Perspective of safety & LNG 3. Automation can improve safety 4. ESD Interlink

Introduction (Activities & Position) Joint Venture Cofely NL, GSEN, GSI / ELENGY ( ) Established 30 May 2012 Selling LNG as fuel to trucks, small ships, trains, resellers In the Netherlands, and related opportunities (UK, PL, BE) Constructing, operating, maintaining, owning distribution infra Truck fuelling stations Bunkering facilities small ships Integrated value added solution Fuel (LNG) Fueling / bunkering facility LNG equipment on board Maintenance / performance management Business plan consultancy Facilitating financing Aim to be a leading supplier and distributor of LNG for transport 3 Contribute significantly to sustainable energy transition in transport sector

Introduction (Drivers for LNG as fuel) Emission reduction Euro VI: Significant reductions of NOx and Particle Matters Noise regulations Cities, no trucks in City centres Emission Controlled Areas (ECA s): 90% reduction SOx as of 2015, 80% reduction NOx new ships 2021 CO2 reduction (e.g. SER akkoord ) Cost reduction LNG abundantly available Gas better cost structure than oil Reduce EU dependency on imported oil 90% of transport fuel is oil based, 85% of oil is imported from outside EU EC: Alternative fuels strategy EC: Alternative fuels infrastructure directive / clean fuels directive EC 4

Introduction (Current LNG market Adoption) Status LNG adoption 250 LNG trucks on the road 7 truck fuelling stations by 4 different players 5 ships on LNG today Pipeline: 100 LNG trucks, 3 inland ships, 7 short sea ships, 4 ferries SMALL SHIP BUNKERING SOLUTIONS Trailer to ship bunkering (20 ton) Intermediate Bunkering Installation IBI ( ton) Bunker barge ( m3, with tug boat) Small land based storage Mid scale land based storage Eemshaven, Nijmegen, Amsterdam, Moerdijk, Vlissingen, Antwerp 5

Introduction (Current operations) Truck fuelling station Duiven operational 2nd and 3rd truck fuelling station contracted Mobile station contracted for North Netherlands LNG Trailers 17 ton and 21 tons on the road LNG bunkering of inland ships LNG bunkering of Seagoing ships 6

Introduction (Current developments) Solution for small ship bunkering facilities Gradual investment In line with market development Consortium GDF SUEZ, Gasunie, Vopak LNG bunkering/storage small ships, trucks Eemshaven, North Netherlands Vopak - location, Gasunie storage GDF SUEZ bunkering 7

Perspective of Safety (Bunkering Solutions for Ships) LNG Supply Facilities LNG Bunkering Facilities Receiving Ship ESD ESD Onshore Supply Onshore Mobile Supply Offshore Supply Shore to ship Bunkering Truck to Ship Bunkering Ship to Ship Bunkering Interfaces between bunkering facility and supply /receiving facilities

Perspective of Safety (Bunkering Solutions for Ships) Policy Government on safety

Perspective of Safety (The elements in a LNG bunker transfer chain) Source: DNV-GL, Port Toolkit safety distances

Perspective of Safety (What can go wrong?) Leakage of LNG at connection To high pressure in fuelling line Over fill of fuel tank To high pressure in fuel tank Ignition of gas vapour External fires Floating away of ship Height difference caused by tides Failures due to bunker personnel Breaking away of breakaway device caused by motion. Example of a risk matrix (source ISO 17776:2000) Unwell bunker personnel (fainting or cardiac arrest)

Perspective of Safety (ABS approach)

Automation can improve Safety Proces (remote) controll (software) automatische /instrumentele beveiliging, PSD /ESD) Measures to prevent incidents Overvul beveiliging (PSD) Overdrukbeveiliging (veilgheidsklep) Temperatuur beveiliging (ESD) Lekkage beveiliging (ESD) Insluiting gas beveiliging (veilgheidsklep) Proces parameters zorgen voor veiligheid (automatisch PSD / ESD)

ESD Interlink (Why the use of an ESD Link) Objective Share knowledge & experience, work together. standardization on electrical and pneumatic ESD link Cost reduction, increase safety QRA assesments PGS Regulations in the Netherlands PGS 33-1 (Trucks) & 33-2 (Ships) Guidelines for system and installations to supply LNG as fuel for ships OGP Draft ISO/DTS ESD Link is integrated and automatically Automated process is faster than a person Operational process, increased safety

ESD Interlink (How developed) Worked out Cause & Effect Diagram Find standards in the market Cooperation with others

ESD Interlink (Electrical 7 pins configuration, for truckstations) II 2 G Ex ed IIC T6/T5 / II 3 D Ex td A22 IP54 T80 C1) Pin 1-2: ESD from station to truck Pin 5-6: ESD from truck to station Pin 1-5: ESD link connection confirmed, status OK Pin 4-5: Trailer ESD OK and pump ready to start (information signal to PLC station) Pin 3-7: Reserved as stop signal to loading terminal (volt free by high level switch on trailer)

ESD Interlink (Electrical /pneumatic configuration, for truck to Ship transfer) ESD system ship electrical ESD system trailer pneumatic ESD link electric / pneumatic

ESD Interlink (Conclusions) ESD link is Integrated, automatic emergency stop between shipside and LNG trailer / bunker installation at: Gas detection; / Fire detection; Manual activation on ship side (receiving installation) as on trailer of bunker installation side (delivery installation); break away detection; Power failure; High level detection in fuel tanks / over fill safety; / High pressure detection; Detection of high transfer flow; Detection of LNG hose outside safe working area. Automatic ESD link is safer than a manual ESD. Testing of the ESD link is faster, no individual test of ESD has to be performed. No extra workers for ESD buttons necesarry Bunker process is easier and faster. More focus on the operational process itself, less change on mistakes Eliminate human factor The use of an ESD LINK creates smaller safety distances, policy government The use of an ESD LINK acc. OGPISO , guidelines for systems and installations for supply of LNG as Fuel for ships. The ESD link promotes the standardisation of emergency devices for bunkering ships.
