2 Activity Improvement of heat insulation of residential buildings (I) Objective: Implementation of measures to increase the energy efficiency of multi-apartment residential buildings in order to ensure an effective use of energy resources and long-term apartment fund. Currently available ERDF financing within the activity Lats; Extra allocated ERDF financing: Lats. The aid intensity is 50% Maximum amount of aid is not more than 35 Lats per square meter of the building. 2

3 Activity Improvement of heat insulation of residential buildings (II) Targeted beneficiaries: Apartment owners of multi-apartment residential buildings. The buildings have to be put into operation from year 1944 to 1993; One owner may own not more than 20% of the total number of apartments; Thermal energy saving after renovation of the building has to be at least 20% per year of total standardized energy consumption. 3

4 Activity Improvement of heat insulation of residential buildings (III) Aid is given for the activities that are stated in the energy audit. Buildings that have energy consumption of 180 kwh or more per square meter per year will not need the energy audit if the complex renovation (heat insulation and renovation of walls, roof, windows, heating system) is carried out in the building, it is assumed that the energy saving of the building will be at least 20%. 4

5 Activity Improvement of heat insulation of residential buildings (IV) Financing is given for following activities: Thermal insulation of the roof, the walls, the façade; Thermal insulation of the cellar ceiling; Renovation of the windows or new windows; Renovation of the heating system; Renovation of the ventilation system; Renovation of staircase, if energy efficiency activities are implemented in the staircase (up to 5 % of the eligible costs); Other activities that are included in the energy audit; Preparation of the energy audit, the technical project (up to 10 % of the eligible costs) Building control (up to 5 % of the eligible costs). 5

7 Activity Improvement of heat insulation of residential buildings (VI) Starting with the 7 th project application stage (from ) aid intensity for buildings, where at least 10% of the apartment owners are low-income households, will be increased to 60% of total eligible costs. The 8th project application stage (starting in November 2009) will be open until the funding is available in the activity. Further data are provided for the signed contracts, approved projects and submitted project applications (64 in total), excluding the applications that have been rejected. 7

11 Activity Development of cogeneration power plants utilising renewable energy sources (I) Objective: Substantial increase of the production rate of electricity and heat energy from the renewable energy sources, thus reducing the dependence of Latvia on the import of primary energy resources. Targeted beneficiaries: enterprises that supply public services and has a licence to produce thermal energy Currently available CF financing Lats Extra allocated CF financing: Lats Maxium aid intensity is 50% (calculating financial gap) Maximum amount of aid: Lats 11

12 Activity Development of cogeneration power plants utilising renewable energy sources (II) Call for applications: project applications submitted Requested CF financing 86 million Lats. Financing is given for: for construction of a new cogeneration power plant utilising renewable energy sources; for reconstruction of an existing boiler house into a cogeneration power plant utilising renewable energy sources; for construction supervision and supervision by author; costs of preparation of project documentation (only for SMEs). 12
