2 1 1. Infrmatin The fuel pverty supplementary variables dataset cntains additinal variables t thse in the fuel pverty dataset t prvide mre infrmatin fr advanced users f the fuel pverty dataset. The variables cntained in the supplementary dataset are presented in Table 1 and discussed in mre detail in Sectin 2. Fuel Pverty Dataset 2013 Supplementary Variables A brief summary f each f the variables included in the fuel pverty supplementary data file is given belw. aacde - EHS Case Number This variable is the unique identifier f the survey unit. As well as identifying the dwelling/husehld it enables 2013 EHS data files t be matched tgether, ensuring that the integrity f the dataset is maintained. The variable is an eight-character cde. Address cdes prefixed with a K dente surveys cnducted in the survey year 2012/13, whereas thse prefixed with an L dente surveys cnducted in 2013/14. Incme Split variables These flags prvide a breakdwn f the ttal husehld incme int five individual cmpnents. The incme variables are presented in terms f net incme (net f tax and natinal insurance). These variables are listed as fllws: EARNINGSx - Incme split: earnings ( ) This variable includes the incme f the Husehld Reference Persn (HRP) and any partner frm emplyment and self-emplyment. BENEFITSx - Incme split: benefits (including husing related benefits) ( ) This variable includes the incme f the HRP and any partner frm all state benefits and allwances, including state retirement pensin, as cllected n the EHS interview survey. Husing related benefits and allwances are included in this variable as well as Mrtgage Prtectin Payment Insurance (MPPI). SAVINGSx - Incme split: savings and investment ( ) This variable includes the incme f the HRP and any partner frm savings and investment based upn the amunt f savings/investment reprted by the husehld in the EHS interview survey. OTHERx - Incme split: all ther incme surces including incme frm additinal adults ( ) This variable includes incme frm a variety f surces. It includes incme f the HRP and any partner frm private pensins, ccupatinal pensins, ther surces e.g. incme frm rent, student lans, ther kinds f regular allwance frm utside the husehld etc. This incme split variable als includes all incme frm additinal adults in the husehld (i.e. husehld members that are in a different benefit unit t the HRP r partner, that are ver the age f 18, r aged 16 r ver if they are nt in full-time educatin) with the exceptin f Winter Fuel Payment incme that is included in the variables WFPx. WFPx - Incme split: Winter Fuel Payment ( ) This variable includes incme frm Winter Fuel Payment (WFP) that is mdelled based upn eligibility f all husehld members.

4 3 IncSplit_flg - Incme splits estimated due t missing infrmatin There are cases in the EHS interview survey where the husehlder refused t answer/did nt knw their incme surces. In this situatin their assigned incme is split between earnings, benefits and ther incme, estimated based upn husehlds that did answer their incme surces based n the husehld s wrking status and whether the HRP has partner/dependent children. There are als cases where the incme f the HRP and any partner is uplifted in the lw incme imputatin rutine (see the Methdlgy Handbk fr mre infrmatin). In this situatin their assigned incme is split between earnings, benefits and ther incme based upn the incme surces riginally selected in the interview survey. These cases are identified under the incme split imputatin flag Incme split estimated due t missing data. Energy Cst variables These are mdelled energy csts variables by end-use. The gas variables include energy used fr cmmunal heating systems while the electricity variables include all types f electricity. The space heating energy als includes bth primary and secndary space heating. These variables are listed as fllws: Gas_spacst - Annual cst f gas/cmmunal fr space heating ( ) This variable gives a value in /year fr the mdelled cst t the husehld f space heating. This value includes standing charges fr gas and cmmunal heating where applicable. Gas_watcst - Annual cst f gas/cmmunal fr water heating ( ) This variable is the mdelled annual cst f gas/cmmunal fr water heating. Gas_ckcst - Annual cst f gas fr cking ( ) This variable is the mdelled annual cst f gas fr cking. Elec_spacst - Annual cst f electricity fr space heating ( ) This variable is the mdelled annual cst f electricity fr space heating. This value includes standing charges fr ff-peak electricity (if present), ver and abve the standard rate electricity standing charge. Elec_watcst - Annual cst f electricity fr water heating ( ) This variable is the mdelled annual cst f electricity fr water heating. Elec_ckcst - Annual cst f electricity fr cking ( ) This variable is the mdelled annual cst f electricity fr cking. Elec_lightcst - Annual cst f electricity fr lights and appliances ( ) This variable gives a value in /year fr the mdelled cst t the husehld f pwering their lights and appliances. This value includes standing charge amunts fr electricity nt related specifically t heating (i.e. all standard rate standing charges). The 130 Warm Hme Discunt received by sme husehlds in 2012/13

5 4 and the 135 Warm Hme Discunt received by sme husehlds in 2013/14 is subtracted frm this cst where applicable. This value includes standing charges fr LPG where applicable. Other variables Ongas - Whether dwelling is n the gas netwrk This variable cnsists f a yes / n flag indicating whether r nt a dwelling has a current cnnectin t mains gas. The flag is based n the bservatins made by the surveyr as t whether the dwelling has mains gas cnnectin cmbined with the types f fuels recrded fr the space and water heating systems. HeatRegm - Heating Regime This variable defines the pattern and extent t which a huse is heated. The heating regime f a husehld is either standard, full, partial full r partial standard (see the Methdlgy Handbk fr mre infrmatin). BREDEMFlrArea BREDEM 2012 flr area (m2) This variable is the mdelled flr area used in the BREDEM 2012 energy mdel. Plicy Eligibility Flags These indicate whether the HRP and their partner, r in sme cases the husehld, are eligible r likely t be eligible fr a range f DECC plicies. Sme f the plicy eligibility flags are based upn the theretical benefit flags as ppsed t benefit receipt as recrded in the EHS survey. Where this is the case it is clearly stated in the text.

7 6 CERTpririty - In CERT pririty grup This is a yes / n variable that is mainly based upn benefit receipt f the HRP and any partner as recrded n the EHS interview survey and the age f the HRP and any partner. The Carbn Emissin Reductin Target (CERT) scheme clsed n the 31 st Dec 2012, hwever the CERT pririty grup variable is still prduced fr the 2013 dataset based upn the fllwing criteria: - In receipt f at least ne f the fllwing qualifying benefits/allwances Incme supprt r Jb Seekers Allwance/incapacity benefit that included incme supprt Incme-based Jb Seekers Allwance Incme-based Emplyment and Supprt Allwance Husing benefit/lcal Husing Allwance Cuncil tax benefit based upn theretical eligibility t cuncil tax benefit as ppsed t recrded receipt f cuncil tax benefit Pensin credit Child Tax Credit r Wrking Tax Credit where the HRP and any partner had a relevant grss incme f less than 16,190 (this limit is irrelevant if they receive ther eligible benefits). Attendance Allwance Disability Living Allwance - Or where the HRP and any partner are aged 70 r ver. CERT_SPG - In CERT super pririty grup T be added int the dataset n cmpletin f the 2013 Benefit Flag Mdelling. WFG_preApr11 - Eligible fr Warm Frnt grant (based upn criteria prir t April 2011) This Warm Frnt eligibility flag is based upn the criteria prir t April It is a yes / n variable that is mainly based upn benefit receipt f the HRP and any partner as recrded n the EHS interview survey and the age f the HRP and any partner/dependent children. The Warm Frnt flag is fr private sectr husehlds nly. The Warm Frnt scheme clsed n the 19 th Jan 2013, but the variable is still prduced fr the 2013 dataset based upn the fllwing criteria: - A private sectr husehld where either the HRP r partner is aged 60 r ver r a husehld where the HRP/partner is respnsible fr a child aged 16 r under and in receipt f ne r mre f the fllwing benefits/allwances: Incme supprt r Jb Seekers Allwance/incapacity benefit that included incme supprt Incme-based Jb Seekers Allwance Incme-based Emplyment and Supprt Allwance Husing benefit/lcal Husing Allwance Cuncil tax benefit based upn theretical eligibility t cuncil tax benefit as ppsed t recrded receipt f cuncil tax benefit
