Doc 4.2 Hydrological Applications, Products and Services and Water Resources Management Paul Pilon Chief Hydrological Forecasting and Water Resources Division

Doc Overview 4.2(1) Flood Forecasting Initiative (FFI) FFI Advisory Group Manual on Flood Risk Mapping WMO/GWP Associated Programme on Flood Management (APFM) Flash Flood Guidance System (FFGS) Coastal Inundation Forecasting Demonstration Project (CIFDP) Links with Disaster Risk Reduction (DRR) Programme The WMO GDPFS

WMO FFI Advisory Group CHy is satisfied with general direction being taken by FFI-AG? CHy supports the development of assessment guidelines and the generic list of requirements and best practices for E2E EWS for flood forecasting (also in para 5.7 of Doc 5)? Part of a need for Community of Practice Yuri Simonov will present concept and its component parts Paragraphs 4.2(1).3, 4 and 5 CHy may wish to reflect further on this and refer to this in the Draft Resolution 4.2(1)/2

Manual on Flood Risk Mapping Requested by CHy-14, Yuri Simonov will present on it. Decision to continue (or not) as additional effort is needed?

WMO/GWP APFM APFM is now in Phase IV Mainstreaming IFM into practice Independent Peer Review Management Committee decided to support a new strategic direction Increasing its E2E EWS Focus within IFM and water management Requires establishment of project office Assist National Services New business model for financial sustainability Commission may wish to express its pleasure or displeasure with this

Flash Flood Guidance System (FFGS) New Functionality Asa reminder, the enhancement outlined include: Urban flash flood forecasting; Riverine discharge forecasting; Landslide susceptibility mapping; Multiple mesoscale model ingestion; Satellite inundation mapping and surface soil moisture observations to correct FFFGS soil water. CHy thanked partners for enhancements

FFGS (continued) Global FFGS Workshop: Advancing Operational Use was to be held in March, postponed till last quarter of 2017 Growing collaboration between SWFDP and FFGS Needed for advancing timely and accurate early warnings of flash flooding Commission applauded the increased collaboration

Coastal Inundation Forecasting Demonstration Project (CIFDP) CHy expressed its appreciation to Messrs Simonov and Smart for their efforts CHy noted that a higher number of CHy representatives are needed to address hydrological aspects, particularly as this moves from a demonstration phase CHy discussed the need to transition from a demonstration project to an operational one (see text Draft Resolution 4.2(1)/2)

DRR WMO DRR Roadmap to guide WMO activities in all aspects of disaster risk management Soon to be approved by President on behalf of EC CHy to consider new Roadmap when developing its new work programme in this area EC requested CHy to explore the applicability and advantages of alerting protocols in public alerting for hydrological hazards (e.g., common alerting protocol (CAP)) EC requested Technical Commissions to nominate experts to assist the EC WG/DRR s WMO Inter-Proggramme Task Team on Cataloguing Extreme weather, Water and Climate Events (IPTT- CWWCE) CHy asked its AWG to nominate one of its members for this purpose

GDPFS Cg-17 decided to initiate a process for the gradual establishment of a future Integrated and seamless WMO Data-processing and Forecasting System Opportunity for CHy to take advantage of the infrastructure and capabilities offered by the design of the GDPFS EC-68 established a Steering Group with representation from CHy

4.2(2) Drought Management Res 5 (Chy-14) CHy decided to work with CCl and CAgM Drought prediction Drought management Establish the IDMP support creating its HelpDesk Topic linked to proposed thematic area of Hydrological Applications, Products and Services Technical Support Unit is under the WMO Agrometeorological Division Is there concern that this could lead to reduced attention on hydrological aspects of drought? If so, then what would CHy suggest The IDMP MC recommended combining its HelpDesk with that of the APFM.

Thank you Merci
