Not constructed to meet current standards for MSW landfills (RCRA Subtitle D) No liner No gas or leachate collection Does not require monitoring landfill gas or groundwater Can only accept inert, non-putrescible waste Waste that won t break down Waste that won t pose a hazard to humans or the environment

10 &D Waste Definition Solid waste from construction, remodeling, repair, demolition projects Bricks, concrete, masonry Drywall, plaster Flooring Roofing materials Plumbing fixtures Electrical components & wiring Non-asbestos insulation

26 reening waste During and after dumping Visual: keep looking for and removing unapproved items Equipment operators should also be looking for unauthorized waste that may be not have been visible previously

27 rategies to reject waste Earlier is better: Identify unauthorized waste at the gate to avoid frustrating customers Be polite: many customers simply aren t aware of the rules Explain why you can t accept something We are not permitted to take this We can t take anything that could leach into the groundwater Suggest alternative disposal options Local HHW facility, MSW landfill Recycling guide Refer to KDHE or

29 L Special Waste Disposal Authorizations Less than 1% of all special wastes in KS are disposed in the SAL Wastes include petroleum contaminated soil, medical, and industrial SAL cannot accept special waste unless it is stated in their FOP Obtain a SWDA from Tony Guy, BWM

30 nauthorized waste violations What constitutes a violation? Unauthorized waste observed in the active landfill How can the violation be corrected? Retraining staff Better customer education Removal of the unauthorized waste
