2 RIO+20 Energy : 125. We recognize the critical role that energy plays in the development process, as access to sustainable modern energy services contributes to poverty eradication, saves lives, improves health and helps to provide for basic human needs. We stress that these services are essential to social inclusion and gender equality, and that energy is also a key input to production. We commit to facilitate support for access to these services by 1.4 billion people worldwide who are currently without them. We recognize that access to these services is critical for achieving sustainable development. 2

3 RIO+20 Energy: 127. We reaffirm support for the implementation of national and subnational policies and strategies, based on individual national circumstances and development aspirations, using an appropriate energy mix to meet developmental needs, including through increased use of renewable energy sources and other low emission technologies, the more efficient use of energy, greater reliance on advanced energy technologies, including cleaner fossil fuel technologies, and the sustainable use of traditional energy resources. We commit to promoting sustainable modern energy services for all through national and subnational efforts, inter alia, on electrification and dissemination of sustainable cooking and heating solutions, including through collaborative actions to share best practices and adopt policies, as appropriate. We urge governments to create enabling environments that facilitate public and private sector investment in relevant and needed cleaner energy technologies. 3

4 RIO+20 Energy: 129. We note the launching of the Sustainable Energy for All initiative by the Secretary-General, which focuses on access to energy, energy efficiency and renewable energies. We are all determined to act to make sustainable energy for all a reality and, through this, help to eradicate poverty and lead to sustainable development and global prosperity. We recognize that the activities of countries in broader energy-related matters are of great importance and are prioritized according to their specific challenges, capacities and circumstances, including their energy mix. 4

6 Global Initiative Sustainable Energy for All by 2030 UN Secretary-General Ban Ki-moon has launched a global initiative to achieve Sustainable Energy for All by The initiative urges all stakeholders to take concrete action toward three critical objectives: (1) ensuring universal access to modern energy services; (2) doubling the global rate of improvement in energy efficiency; and (3) doubling the share of renewable energy in the global energy mix. 6

9 Energy Efficiency: Key Stages of Sustainable Energy Legislative Development in Russia November 2009: Federal Law 261 On Energy Saving and Energy Efficiency Enhancement is aimed at setting up a legal environment to promote energy efficiency in the Russian Federation. President Medvedev in his address to the Federal Assembly of the Russian Federation defined the development of energy efficiency as one of the priority direction of the modernization of the Russian economy. December 2010: State program on Energy saving and energy efficiency improvement until 2020 is aimed at setting up a mechanism of the state-private partnership in the area of energy efficiency and RES, the measures of the state support are set 9

To achieve the required goal of 40% it is necessary to reduce additionally the GDP energy intensity by 13,5% at the expense of the provided State Program «Energy saving and energy efficiency improvements till 2020» (approved ). 10

14 Renewable Energy: Key Stages of Legislative Development in Russia November 2007 Federal Law No. 250-FZ introduced certain amendments to the Federal Law No. 35-FZ On the electric power industry. Notion renewable energy sources is formalized in legislation, energy sources that are classified as renewable are defined by the Government. The mail principles of the RES support are stipulated. June 2008 Government Decree No. 889 On some measures on energy efficiency and ecological efficiency of the Russian economy foresees that by development of the budgetary policy for the following years budgetary provisions for state support of RES should be envisaged. January 2009 Resolution of the Government of the Russian Federation 1-р On the guidelines of the government policy for enhancing energy efficiency of renewables-based electricity for the period up to 2020 implies the increase of renewable energy sources share to 4.5% by November 2009 Federal Law No. 261-FZ On Energy Saving and Energy Efficiency Improvement is aimed at setting up a legal environment to promote energy efficiency in the Russian Federation. Federal Law No. 261 foresees increase of the number of generating facilities using RES, particularly inclusion of measures on increasing the number such generating facilities in Regional Programs on Energy Saving and Energy Efficiency Improvement. December 2010 State program on Energy saving and energy efficiency improvement until 2020 defines the objectives, funding sources and budget; launches a mechanism of public-private partnership in the field of energy efficiency and renewable energy sources. 14

17 The main principles of international cooperation to ensure global energy security reflected in Plan of Action on Global Energy Security St. Petersburg, 2006 increasing transparency, predictability and stability of energy markets; improving the investment climate in the energy sector; enhancing energy efficiency and energy saving; diversification of energy mix; ensuring physical security of critical energy infrastructure; strengthening regional cooperation in the field of energy security and sustainable use of energy; addressing climate change and sustainable development. 17

18 Draft Convention on Ensuring International Energy Security 2009 Initiative The draft Convention on Ensuring International Energy Security has been elaborated as a development of the ideas, laid down in the Conceptual Approach to the New Legal Framework for Energy Cooperation, put forward by the President of the Russian Federation Dmitry Medvedev in April The Convention was designed as an international legally binding framework aimed to become an essential element of the new comprehensive system of ensuring energy security. Draft Convention is based on the following basic principles: Sovereignty over energy resources Stability and predictability of energy markets Construction of spare capacities Assets exchange principle Ensuring physical security of vital energy infrastructure Actions in emergency situations Transit commitments Environment protection Dispute settlement 18

20 From the address of Prime Minister of Russian Federation D. Medvedev to the delegates of the Conference RIO+20 : Today we are consistently implementing the energy efficiency and green technologies programs in industry. Energy intensity of our economy (still high, unfortunately), is reduced by more than 4% per year and that is quite good. We consider it also crucial to ensure the coherence of energy policies of all major countries of the world. And Russia - the largest supplier of energy resources, of course, has a special responsibility. Only this approach would allow us to reach the optimum combination of energy resources in energy mix globally. One would come back to the Russia's initiatives in the field of energy security at the United Nations. 20
