As a Principal and Co-owner of the firm, I have dedicated my career to quality service, attention to detail, and maintaining client confidence in our firm s ability to meet the technical and commercial needs of major development projects. EI s works in many sectors of Southern California s economy including major utility infrastructure, renewable energy development, oil and gas production, large-scale residential development, and municipal improvement. 4 Our Services Biological Consulting EI s team of experienced biologists provide comprehensive biological resource consulting services for large-scale developments and major capital improvement projects requiring CEQA/NEPA documentation and permitting under the federal and State Endangered Species Acts. Our biological teams determine each project s survey requirements and manage project permitting, agency negotiations, construction monitoring, and mitigation phases. Field studies are conducted by experienced permitted scientists and specialists to ensure data accuracy and objectivity. Our experience translates into the highest quality biological documentation, resources mapping and project management. 5 5 Wetlands/Waters Compliance EI prepares jurisdictional delineations, regulatory permits, restoration plans, and mitigation monitoring programs for federal and State wetlands and waters regulated by the U.S. Army Corps of Engineers, California Department of Fish and Wildlife, State Regional Water Quality Control Board, and California Coastal Commission. EI is prepared to work in a variety of systems including seasonal wetlands, riparian woodlands, vernal pools, freshwater marshes, estuaries and man-made ponds. 6 Our Services Habitat Restoration & Revegetation EI s restoration experts prepare revegetation plans for native vegetation communities including wetlands, coastal sage scrub, desert scrub and sensitive plants. EI also negotiates approval of the plans with resource protection agencies. EI also manages project implementation to ensure mitigation success criteria are met or exceeded. Working with landscape contractors EI can supervise all aspects of the restoration process including site preparation, invasive species control, native seed collection, planting and irrigation design, and long-term monitoring, maintenance and compliance reporting. REPRESENTATIVE RESTORATION PROGRAMS EI prepares restoration plans for the following vegetation types: Riparian and Wetland Communities Coastal Sage Scrub and Chaparral Native Grassland Oak Woodland Desert Scrub Sensitive Plant Species

7 7 GIS & Mapping EI s expertise with GIS software and GPS equipment allows us to collect, analyze, and display complex geo-spatial data. Our in-house data library provides relevant, up-to-date and concise knowledge about a region and allows our field team s to focus their efforts. EI s GIS specialists produce maps that assist in CEQA and NEPA report preparation and provides data for client review via an on-line Map Server integration. EI s GIS systems are integrated with our web portals to offer real-time data acquisition and review that enables our clients to make informed and targeted decisions. Environmental Intelligence, LLC provided a detailed and innovative analysis of sensitive biological resources that allowed Centennial Founders to offer the county a mitigation program that protects sensitive vegetation types across tens of thousands of acres. 9 9 Sustainability Management EI sustainability services encompass a wide range of disciplines to balance economic success with environmental integrity. Ongoing projects include hazardous tree removal from National Forests to reduce risk of catastrophic fires and working with engineers to reduce electromagnetic frequency (EMF) radiation from new substations. 10 Our Services CEQA/NEPA Compliance EI has an extensive knowledge of the CEQA and NEPA regulatory approval process and successfully guides our clients through compliance with these environmental policies. EI prepares integrated and comprehensive CEQA and NEPA documents and provides document preparation services, project management, and resource evaluations. Planning/Permitting EI provides services to support project planning, permitting, and initial analyses. EI s planning and permitting support enables our clients to adequately understand the project setting as well as the viability of the projects while completing the required documentation. UAVs allow for cost effective solutions to real-time aerial photography needs, before-and-after documentation for mitigation programs, and industrial inspections typically requiring a bucket truck. 15 FRANçOISE SIBI-LEVINE President Françoise Sibi-Levine applies her 16 years of in-depth business experience to California s environmental consulting industry. Her past endeavors span multiple continents servicing multinational firms in varying industries such as advertising, finance, media and communications. In previous positions with firms such as JP Morgan, Computer Systems Engineering and DMB&B, Ms. Sibi-Levine managed large portfolios for international clients, and directed the administrative and financial functions. As President, she directs the firm s long term growth trajectories, manages strategic planning objectives, oversees financial and accounting functions, and negotiates and executes contracts. David LEVINE Principal David Levine s experience includes diverse and complex projects located throughout southern California. Over the course of his career he has directed large biological teams and provided guidance for residential, oil & gas, utility, and renewable energy development projects located in environmentally sensitive areas. He is familiar with terrestrial and marine ecosystems as well as the regulatory settings and environmental compliance regulations protecting these resources. Mr. Levine has maintained the respect and trust of clients and regulators for over 27 years by successfully coordinating with project applicants and resource protection agencies to maximize the compatibility of development with protection of biological resources.
