1 09/320 Subject: Stormwater Utility Activity Report to 3 July 2009 Prepared By: Joss Ruifrok (Utilities Engineer Stormwater) Meeting Date: 16 July 2009 Report to OPERATIONS Committee for noting SUMMARY This report updates the progress on stormwater activities from 1 May 2009 to 2 July The report covers capital works that are underway, or programmed, and also recently completed works. Capital works currently underway include the upgrading of the Wainui Beach Access Reserve along Wairere Road and the piping of the Wainui Soccer Reserve Drain. Operational activities currently underway are noted. A brief on the storm event experienced at the end of June is also included. Also noted is information relating to stormwater Request for Service (RfS) statistics and the status of the stormwater utility budget. RECOMMENDATIONS That the Committee 1. receives the report. 2 1. BACKGROUND Council owns and operates public stormwater for Gisborne City and a limited number of the rural townships. The figures below detail the infrastructure and service provided: Connections in Gisborne City around 11,000 Connections in rural areas around 1,600 Length of reticulation about 140 km In Drain Structures DISCUSSION AND OPTIONS 2.1 Capital Works Piping of Drain between Wainui School and Soccer Reserve The piping of the open drain between Wainui School and the soccer grounds access driveway is nearing practical completion. The pipework and mountable kerb work have been laid. Backfilling and berm work are currently underway. It is expected that all work should be completed by mid July. The piping contract was awarded to Quality Roading and Services (Wairoa) Ltd for $56,934.12, excl. GST (Project estimate $114,000). Wainui School Beach Access Reserve Stormwater Upgrade The upgrade of the beach access reserve to better manage stormwater discharges began in May Pipe work, retaining walls and footpaths have all been laid. The retention pond bunds and car-park paving (Gobi blocks) are almost complete. Although the majority of the earthworks had been undertaken, the recent rain event (from 28 June to 1 July) and high seas inflicted damage to the stormwater retention pond bunds. Some photos of the damage have been attached in the appendices. The bunds will be repaired as part of the contract. Some concern has been raised by the public regarding safety aspects of the retention ponds. When the retention ponds are full after a significant rain event they can be up to 0.75 m deep. At this stage there is no intention to barricade it off, although we are likely to promote planting beside the footpath to serve as a natural barrier to pedestrians. The contract was awarded to Earthwork Solutions Ltd for $141,778.9, excl. GST (Project estimate was $150,332.50). Proposed Piping of Open Drain along Murphy Road A contract to upgrade the deep open stormwater drain along Murphy Road at Wainui Beach has been put out to tender. Tenders were received from seven contractors. Tender prices ranged from $78, to $127, (Project estimate was $144,000). From these prices, it is evident that tender rates are becoming much more competitive in the current economic climate. The contract has not been awarded at the time of writing this report. Gardner Place Catchment Upgrade A contract for a significant stormwater upgrade to the ha catchment in Inner Kaiti (around Iranui Road, Gardner Place, Harris Street, Coleman Road, & Tukura Road) has been put out to tender. 3 Tenders were received from six contractors. Tender prices ranged from $569, to $673, (Project estimate was $677,479). Tender evaluation and assessments are currently being carried out and therefore the contract has not been awarded at the time of writing this report. 2.2 Operational Activities Rain event 28 June-1 July 09 The most significant event for operational activities was the heavy rain event experienced at the end of June (28 June-1 July 09). Approximately mm of rain fell on the city over the period. Issues experienced over the time were multiple driveway culverts and drainage grates blocked with leaves and debris throughout the city. There were two stormwater pipe breaks identified in the city, one in Graham Road and the other in Wallis Road. Emergency work was undertaken immediately. A pipe collapse in Tolaga Bay Township caused flooding in the area between Solander and Monkhouse Streets. This is still to be fully assessed and remedied. All matters identified will be addressed over the next few months. Stolen Stormwater Grates A series of stormwater grate thefts occurred at the end of June. In a one week period, a total of 15 grates were stolen, all were taken from around the Huxley Road area, Kaiti. As a mix of new and old grates were stolen, it is not thought that they are being stolen for resale. The local scrap metal yards have been informed and the details have been passed onto the Police for further action. Ruatoria Stormwater As-builts The collection of stormwater asset data in Ruatoria has been progressing well. A township review/inspection was recently undertaken to confirm pipe attributes and identify any maintenance issues. The stormwater infrastructure information gathered from this review has been updated into Council s GIS (Geographic Information System). We now have accurate as-built information for the majority of the township. For Ruatoria there was about 2.5 km of concrete stormwater pipe identified, with sizes ranging from 225 mm to 750 mm diameter. The maintenance issues identified from the review are being scheduled to be rectified in the next few months. 2.3 Requests for Service There were 58 service requests received from 1 May to 1 July 2009 with the majority received as a result of June s rain event. These comprised of: 27 stormwater blockages/flooding 13 covers/grates collapsing 7 stormwater cleaning 5 information/advice requested 6 others made up of private issue /miscellaneous. Page 3 of 6

4 3. FINANCIAL From the latest financial report received, the current budget situation for the stormwater activity to the start of May is 77% spent. The rain event at the end of June will have increased maintenance costs above average for June. However, the stormwater budget is still expected to be within budget for the 2008/09 financial year.
