2 SECTION A. Project Title Title: Turkish programmatic small hydro project Date: SECTION B. Project description Suen Ltd will act as the coordinating entity for a series of small scale run of river hydro projects in Turkey. The boundary will be the borders of Turkey. Set out below is a general description of the the POA. This description is provided to give an idea of typical projects that the managing entity will be implementing under the POA. All projects under the POA will be: Less than or equal to 15MW in installed capacity; Run of river hydro; Implemented within the geographical borders of the country Turkey; Project s Contribution to Sustainable Development Same as Cevher II all Projects will produce electricity from renewable energy sources and in doing so reduce the quantity of carbon dioxide emissions that would have been emitted into the atmosphere if coal or another fossil fuel had been used as an energy source. This will make a positive contribution to local people and the environment. The other contributions to sustainable development by the Project are: 1. Socio-economic Development The implementation of Cevher II small hydro project will involve: monitoring of socio-economic impacts where any negative impacts will be kept to a minimum. wherever possible, no resettlement of people. If settlement is required then it will be done on a voluntary basis and after extensive consultation. the creation of new employment opportunities for local people during the construction and the operation process. creating a demand for other services during the construction phase such as provision of equipment, materials, food and accomodation which will help boost the local economy. wherever possible, the managing entity ensuring that an investment is also made in the community to improve the standards of living of the local people through donations to improve local facilities such as a contribution to school, medical facilities, improvement in roads or support of stockbreeding programmes. the implementation of a series of renewable energy projects will reduce the importation of fossil fuels which will improve the balance of payments for Turkey and improve energy security for the country. 3 Fort he Cevher II project implemented, the managing entity will endeavour to ensure that: The implementation of the project will not produce any greenhouse gas emissions and will also contribute to improved air quality by not producing polluting emissions. The Project is in compliance with Turkish Laws and the relevant environmental regulations and in accordance with the Gold Standard.. It should be noted that projects under an installed capacity of 25MW are not required to carry out an environmental impact assessment under Turkish Laws as long as they are not within the borders of a protection of wild life zone and it is not a nature protection zone. 3. Possible Negative Impacts The main potential environmental impact of any small run of river hydro are: Changes in water levels in the river. Water levels will only change between the water intake and water outlet points in the river as this is a run of river Project and in most cases no dams will be involved. Under Turkish environmental laws and Water Usage Rights ( the implementers of projects are required to maintain sufficient levels of water between these two points to ensure that there is no impact on the riverine ecosystems. Monitoring will take place to ensure water levels are maintained within legal requirements. Changes in the topographical structure of the existing land by reason of excavations, fillings, levelings, material removal and reclamation during the Project construction. During the implementation of all projects, the implementing entity will be required under relevant contracts to ensure that materials removed from the diggings are carefully stored and then reused to avoid local waterways being polluted by run off.. There may be a need to cut down certain trees on some sites. However, any removal of trees will be kept to a minimum and will need to be evaluated by the District Managements of Forests and Operational Head of Forests. Under Turkish law (Forestry Law # 6831, clouse ) payments are required to be made to the Government for the replanting of any areas of trees that have been cut. There will be areas around the Project which will need to be excavated. We acknowledge that damage to local ecosystems can be caused by the erosion of soil into the water. Any areas which have been excavated will be restored and reforested. We will provide details of the areas affected at the meeting. Any materials from excavation work will be used either for replanting (topsoil) or for the development of roads in the Project area and in the local village. The improvement of the local road network has been built into the Project. We are happy to supply further information in this regard. 3

All these projects will be located in Turkey. The Longitude and latitude of the second project under the programme of activities is listed above. 9 E.1. Assessment of stakeholder comments The stakeholder assessment for the second project under the POA. Stakeholder Comment Are there any compulsory purchase areas on the direction of the water conveyance canal? Employment of the local people. Will the project contribute to the standard of living of the local people? Will there be any changes in water quality? Would there be any negative impact on the nearby fish farm? What would happen to any materials removed during tunnel excavations? Assessment of Stakeholders Level of Concern The stakeholders expressed some concerns about the possible compulsory purchases and the impact that they may have on water quality. The stakeholders have positive interest and concern about the project. The stakeholders were glad to hear that the project will have significant contribution on their standard of living. There was considerable concern in the audience about any potential pollution of the river by sediments or chemicals. This concern was expressed by the nearby fish farm owner. He was concerned if the changing water quality could affect the fish. Most of the stakeholders were worried about the environmental pollution that would occur during the tunnel excavation. Response to comment The project developer explained the participant that there are no areas to be compulsory purchased. This means that the water conveyance canal passes through the national land so that there is no need to nationalize-expropriate-any private owned land. The project will have the effect of improving local welfare by employing local people. During the construction phase and the operation the local people will in preference to people from outside the area be employed. The contribution to sustainable development will be the improvement of infrastructure such as roads and the supply of a clean source of energy. During the operation there there will be no discharge of chemicals (or sediments from excavations) into the river. The water rotation in the turbine increases the oxygen level in the water so this will have a positive impact on the fish. There will be no increase in sediments in the water during the excavations and no chemicals will be used during the construction of the project. All the materials removed during excavations will be reused in the constructions or landscaping. All measures will be taken to ensure that there is no run-off from excavation spoil heaps during heavy rainfall. Comment: 9

10 The project developer acknowledges that there are stakeholder concerns about water quality, levels of water flow and extraction of materials. These issues are dealt with under the relevant environmental licences and will not be an issue as long as the plant is operated within these licences. The project developer and the owner have assured the stakeholders already consulted that they will operate within the licences. We will implement a complaints and reporting system on every project site so that if any of the villagers observe a breach of the licence they can report it to the management on the site. Stakeholders are also informed that if they observed any breaches of the relevant licences then they should report it to the site manager immediately and any such issue would be dealt with. Monitoring of social and environmental impacts For all projects, systems will be implemented at the works site office to ensure that all complaints relating to the implementation of the project from local villagers are dated and recorded in a notebook. If there is evidence of a significant breach of the licence then the site manager will immediately inform the CEO of the project implementer and they will take immediate action to remedy the breach. Any information about complaints and action taken will be recorded by the managing entity. In relation to any minor complaints that are not a breach of the licence, the complaints book will be reviewed on a weekly basis and any corrective action will be taken if considered necessary. A record of the number of local employees and the number of employees from outside the area will be kept for all projects including the age of the employee and the duration and type of employment. E.2. Stakeholder Feedback Round For the first stakeholder consultation there were no significant negative concerns raised in the Local Stakeholders Consultation and in this case we did not find it necessary to organise a Stakeholder Feedback Round. However, we informed all the participants of the findings of the stakeholder consultation and asked them to contact us if there were any further issues arising. We also informed that there will be a book kept at the site office where local residents can record any of their concerns at any time. The CEO of Suen Ltd will be notified if any entries are made in this book and will take action if he considers that the issue raised has a the potential to significantly impact either the local community or the environment. If there are any significant concerns raised at any of the stakeholder consultations then there will be a second meeting held to discuss the issues raised and propose solutions. SECTION F. SUEN LTD will also make spot checks and interview with the staff to ensure that relevant human rights and discrimination laws are observed. Small run of river hydro projects do not usually include dams and so 11

SUEN LTD. will not take on any projects where there are significant cultural heritage items that will need to be removed. Employees freedom of association will be respected. There are several trade unions in Turkey regarding this sector and SUEN LTD does not have any role in determining an employee s selection of associations. 5 The use of forced labour. Suen Ltd will make spot checks to check that no forced labour is being used on the site of any project. 6 The involvement of child labour. 7 Discrimination based on gender, race, religion, sexual orientation or any other basis. There will be no use of child labour on any site. A record of employees ages will be kept. SUEN LTD will advise the implementing company that 12

All relevant licences for the implementation of run of river hydro projects require the water levels between the water inlet and outlet to be maintained at a level that will continue to maintain the riverine ecosystems in a healthy condition. The development of a small hydropower plant in the local area will ensure the supply of clean electricity in this remote mountainous area. This will increase the likelihood of businesses developing in the region and should improve the quality of life of the local people. As part of this project the staff of Suen Ltd are being taught how to develop climate change projects by an external consultant based in the UK. As part of this programme they are developing the documents themselves and are receiving training in relation to the development and monitoring of emission reduction projects. It is expected that Suen Ltd will be able to prepare the documentation themselves for any future projects in Turkey. Local

The introduction of a reliable source of energy in this region should lead to greater opportunities for employment. Currently the local population are primarily involved in subsistence farming. The construction and operation of the project itself will generate income for those employed there. For this particular project the project owner and the project developer (Suen Ltd) are Turkish engineers. The experience that these companies are gaining from developing this project as a climate change project will mean that further projects will be developed using only local employees and that a greater proportion of the + 19
