9 High Efficiency Cogeneration (CAR) Ministerial Decree DM of 5 September 2011: Cogeneration units have the right, for each calendar year in which they meet the requirements of High Efficiency Cogeneration (CAR), to apply for energy efficiency certificates (or White Certificates) of type II, whose number is proportional to the energy savings achieved, if positive. White Certificates can be used to fulfill the obligation referred to DM 20 July 2004 or may be subject to exchange and bargaining. Alternatively, the operator may request the withdrawal by the GSE of White Certificates to which he is entitled. The withdrawal price shall be that applicable at the time of the entry into operation of the unit and remains constant throughout the incentive period. Only for units already in use before the Ministerial Decree of 5 September 2011, the withdrawal price shall be that applicable on the date of entry into force of the same Decree. 14 Procedure for recognition of WhC - TEE (3/5) Minimum threshold of savings: to get the TEE projects must achieve a minimum value of savings: - Standard projects: saving> 20 toe; - Analytical projects: saving> 40 toe during the reference period of the first request; - Final projects: saving> 60 toe in the first 12 months of the measure. 16 Procedure for recognition of WhC - TEE (5/5) Deadlines for requesting TEE: Standard Projects: within 180 days from the date of start of the project; Analytical Projects: within 180 days after the end of the reporting period; Actual Projects: Based on the PPPM approved; Certification of savings and emission of TEE: - GSE certifies the share of savings achieved within 60 days from receipt of the request; - Subsequently the GME (Energy Markets) emits the TEE in favor of the person who owns the project on account of this. Types of TEE recognized: -Type I: save on final consumption of electricity; - Type II: savings in natural gas consumption; - Type III: savings in primary energy consumption other than electricity and gas for vehicles; - Type IV and V: savings in primary energy consumption for transport.
