The 318 th meeting of the State Level Expert Appraisal Committee (SEAC) was held on 21 st December, 2016 at Committee Room, Gujarat Pollution Control Board, Gandhinagar. Shri Rajesh I Shah, Member, SEAC. The agenda of TOR/Scoping/Category 8 (a) cases was taken up. Twenty nine cases of TOR/Scoping/Category 8 (a) cases of were taken up. The applicants made presentations on the activities to be carried out along with other details furnished in the Form-1 / Form-1A, pre-feasibility report and other reports. 1. Industrial Park by Industrial Cluster Pvt. Ltd. at various survey numbers of village Jansali, Dist: Surendranagar. TOR/scoping case. This is a proposed industrial park on land area of ha (17,28,178 m 2 ). It is proposed to develop open plots for industrial shed. Being an Industrial Estate of area below 500 ha., not housing any industry of category A or B and having development area more than 50 ha., they have applied for obtaining Environmental Clearance under project/ activity listed at serial no. 8(b) in the Schedule attached with the EIA Notification It was discussed that Ministry of Environment, Forest & Climate Change, Government of India, vide its Notification No. S.O. 3999(E) dated 9 th December, 2016 made amendment in the EIA Notification As per the said amendment Township & Area Development Projects with >1,50,000 sq.mtrs and < 3,00,000 sq.mtrs built up area or covering an area of >50 ha and <150 ha will be category B projects whereas Township and Area Development Projects with > 3,00,000 sq.mtrs built up area or covering an area of >150 ha will be category A projects and shall require to obtain prior Environmental Clearance from the Central Government in Ministry of Environment, Forest & Climate Change. The provisions of amendment dated 09/12/2016 were discussed during the meeting and it was decided to transfer the application of the proposed project of industrial park having area more than 150 ha. to Ministry of Environment, Forest & Climate Change for further processing. In view of the above it was decided to forward the application for seeking prior Environmental Clearance of the above mentioned project along with Form-1 & Form -1A received from the project proponent to SEIAA Gujarat in original and recommend to transfer the same to Ministry of Environment, Forest & Climate Change for consideration & necessary action at their end. 2. All the basic facilities like tap water, sanitation & drinking water, first aid box, free medicines & doctor service, adequate PPE s etc. Copy of village Form No:7 shows that NA land is in the name of applicant of others. Applicant is authorised person (Kulmukhtyar) on behalf of other land owners as per the registered sale deed submitted. Copies of N.A order for all the survey numbers are in the name of the applicant. During the meeting, it was presented that there are total 2300 trees existing at the project site, out of them 845 trees will be cut and total 5000 trees will be planted within premises. The project proponent was suggested to plant trees on both the sides of the internal roads & all along the boundary wall of the project site. Project site is at a distance of 287 m from river Purna. It was clarified that no any village road is passing through the project site. It was suggested to carry out gardening & landscape development through drip irrigation, the project proponent was agreed for greenbelt development Page 5 of 187

It was presented that all the 25 bungalows are identical having plot area of 500 m2 with open space of 300 m2 and hence car parking space will be provided within premises of each individual bungalow. The project proponent was asked to carry out construction activity after leaving adequate margin space from the boundary of the nearby natural drain as per the permission from the irrigation department. After detailed discussion, it was decided to recommend the project to SEIAA Gujarat for granting Environment Clearance subject to the strict compliance of the following project specific conditions as well as the standard conditions finalized during the meeting of SEAC held on 09/09/2015 for building construction projects falling under project activity no. 8(a) as per the schedule of the EIA Notification 2006: SPECIFIC CONDITION: 1. Provision of required margin space shall be made between the boundary of the adjacent Kotar / natural drain and the building line of the proposed project as per the requirement of the local bylaws and permission from the concerned competent authority shall be obtained in this regard. CONSTRUCTION PHASE : WATER: 2. Fresh water requirement during the construction phase shall be 15.0 KL/day and it shall be met through the borewell water. Permission of concerned authority shall be obtained for ground water abstraction. 3. Sewage generated during the construction phase shall be disposed off through septic tank and soak pit. OPERATION PHASE: WATER: 4. Total water requirement during the operation phase shall be 185 KL/day, out of which 71.5 KL/day of fresh water requirement shall be met through the water supply from Amadpore Grampanchayat. Remaining water requirement for gardening and flushing purposes shall be met by reuse of treated sewage from the proposed onsite STP. No ground water shall be tapped during the operation phase. Metering of the water shall be done and its records shall be maintained. 5. The sewage generation during the operation phase shall be KL/day, which shall be treated in the proposed sewage treatment plant (STP) of adequate capacity. The STP shall be operated regularly and efficiently so as to achieve the GPCB norms at the STP outlet. 6. Treated sewage conforming to GPCB norms shall be completely reused for gardening & flushing purposes within premises & for irrigation purpose in their adjacent farm. Hence there shall not be any kind of sewage discharge outside the premises. Only during the monsoon season, treated sewage shall be discharged through the drainage line of Amadpore gram panchayat when the treated sewage reuse for gardening & irrigation purpose shall not be possible. 7. A proper logbook of STP operation and also showing the quantity of treated sewage reused in flushing and gardening shall be maintained and furnished to the GPCB from time to time. 8. Dual plumbing system with separate tanks and lines shall be provided for utilization of treated sewage for flushing. 9. Rain water harvesting from rooftop and paved areas and ground water recharge through 57 nos. of percolation wells shall be carried out as per the details submitted. Before recharging the runoff, pretreatment must be done to remove suspended matter. AIR: 10. D. G. sets ( KVA) proposed as backup power shall be of enclosed type and confirm to prescribe standards under EPA rules. Necessary acoustic enclosures shall be provided at diesel

7 Page 7 of 187 generator set to mitigate the impact of noise. 11. The gaseous emissions from the D.G. Sets shall conform to the standards prescribed under EPA rules as amended from time to time. At no time, the emission levels shall go beyond the stipulated standards. 12. The stack height of the D.G.sets shall be equal to the height needed for the combined capacity of all proposed D.G.sets. SOLID WASTE: 13. The solid waste generated shall be properly collected and segregated at source. Wet waste shall be processed within premises using OWC. The recyclable material shall be sold to vendors whereas the other garbage shall be disposed off properly as per the provisions made by the concerned local authority. SAFETY: 14. Adequate number of staircases shall open out at ground level for emergency evacuation. PARKING / TRAFFIC CONGESTION: 15. Minimum parking space of 12, m 2 as open surface parking shall be provided as proposed. ENERGY CONSERVATION: 16. Energy conservation measures viz. Maximum utilization of natural light, roof-top thermal insulation, LED lighting fixtures in the common areas, appropriate design to shut out excess heat and gain loss, use of solar energy in external lighting (landscape lighting), aerated block [Cement + Fly Ash + Air mixture] will be used to reduce heat stress inside building etc. shall be implemented as proposed. GREEN BELT: 17. Green belt area of 25,000.0 m 2 comprising of 15,000 m 2 tree covered area with 2800 nos. trees shall be developed as proposed. The other open spaces inside the plot shall be suitably landscaped and covered with vegetation of indigenous tree species. 3. Energy saving measures: Maximum use of LED lights in each block, use of solar lights, use of variable frequency drive motors to optimize power consumption, use of building material having lower U-value and the insulating material having higher R-value to have optimum energy performance, use of light and silent colours in the building envelope so that UV absorption is reduced and associated cooling requirements are minimized. DG Sets: No. and capacity of the DG sets: KVA Fuel & its quantity: HSD (25 l/h) Nearest fire station is Katargam which is approx. (3.5 km).time required for the fire tender to reach at the project site is 5-10 minutes. Details on staircase Page 11 of 187 Page 11 of 187 sprinkler system, CO sensors & ventilation system in basement etc. During the construction phase: Fire extinguishers in common areas, personal protective equipments like earplugs, dust masks, safety shoes, helmets, hand gloves, etc will be provided to all workers, all workers will be trained to use welding shields and follow safer practices, provision of first aid facilities & related training to the construction workers, maintaining hoists and lifts, lifting machines, chains, ropes, and other lifting tackles in good condition, H frame scaffolds & ladders made of mild steel, completely concealed copper wiring, all electrical fittings / equipments used will meet the relevant IS standards etc. Type & no. First rain separator will be provided to flush off first rains. During rainy season, the whole system (roof catchment, pipes, screens, first flush and filters) will be checked before and after each rain and preferably cleaned after every dry period exceeding a month. Maximum use of Ready Mix Concrete (RMC), fly ash paver blocks for pavements/walkways, most of the carpentry structures will be made up of processed engineering wood instead of wood, maximum use of Portland Pozzolona Cement (PPC) containing high amount of fly ash. Sanitation facilities, drinking water, municipal solid waste collection facility etc. Copy of village form no. 7 submitted by them shows that the land is in the name of applicant & others. Zoning certificate shows that the project site is falling in the residential zone. During the meeting, after detailed discussion on various aspects regarding the project, it was decided to appraise the project only after submission of the following: 1. Copy of permission obtained from the concerned competent authority for availability of the proposed FSI & ground coverage. 2. Documents showing ownership of the land by the project proponent. Notarized consent of other land owners for issuance of Environmental Clearance in the name of the applicant. 3. Details of provisions to make the project energy efficient and adoption of modes of alternative eco friendly sources of energy, solar water heater, solar street lighting, LED lighting etc. Details along with back up calculation showing how the additional energy consumption in such type of high rise buildings will be compensated with the proposed energy conservation measures. 4. Details on operation & maintenance of STP during operation phase of the project along with financial provision made for its installation, operation & maintenance. Design details of the dual plumbing system to be provided for reusing treated sewage for flushing purpose. 5.
