Tracimat Tracking system for construction and demolition waste Liesbet Van Cauwenberghe

Belgium km² Population: 11,2 mio 3 Regions, 3 environmental legislations Flanders Walloon Region Brussels Region Flanders + Brussels ca km² inhabitants Dense population High landfill taxes CDW > 15 mio ton/jaar CDW 98% recycled

Regulations for crushers (2011) OVAM (Public Waste Agency of Flanders) works out and implements policy on soil remediation and waste End of waste criteria for recycled granulates Vlarema art en Regulations for crushers improve the environmental quality of recycled granulates Study ,8% non conformities (mostly in mixed granulates) 12,8% physical (wood, glass, gypsum, ) 6,6% asbestos 3,6% chemical (Cu, B(a)pyrene, PCB, mineral oil)

Regulations for crushers (2016) Study 2012 conclusion: More controls/inspection More actions needed at source (demolition site) Modification of regulations acceptance policy LMRP vs HMRP LMRP = low environmental risk profile. Risk of environmental contamination is low (physical, chemical, asbestos). This CDW can be processed in a continues process, the required control samples and rules are more limited (analysis is limited to critical parameters) HMRP = high environmental risk profile. Risk of environmental contamination is present (physical, chemical, asbestos). This CDW must be processed separately in flows of max 500m³ and all parameters need to be analysed (including leaching, etc.)

Regulations for crushers (2016) Modification regulations acceptance policy LMRP vs HMRP cost for processing HMRP >>> cost for processing LMRP difference of 10 to 40 /ton CDW can be accepted as LMRP if waste comes from selective demolition follows a tracking system follow up by a demolition waste management organisation Tracimat

Tracimat Tracking system WHY tracking construction and demolition waste? Provide quality assurance for the recycling companies: guarantee its origin (source) guarantee its quality free of contaminants (low risk profile) Improve (environmental) quality of the recycled material Establish confidence of user in secondary (recycled) materials as an alternative for primary materials Promote up cycling

Tracimat Tracking system HOW tracking construction and demolition waste? First step = inventory prior to demolition inventory of hazardous and non hazardous waste materials that will be set free during demolition information about: what is to be expected, quantity and location surprises during demolition works Inventory as a part of the tender for demolition works building owner is informed about hazardous wastes in the building to be demolished costs of (correct) removal have to be taken into account demolition contractor has a base to set his price: less speculation, less risk Selective demolition decontamination, deconstruction/dismantling, demolition Follow up of the removal of different waste streams tracing materials follow up and tracking removal of hazardous wastes as priority follow up and tracking of other non hazardous (non stony) fractions follow up and tracking of stony fraction

Tracimat Tracking system Follow up of the removal of different waste streams less hazardous waste materials end up in the environment more pure stony fraction is left quality can be assured Certificate of selective demolition issued by a non profit, (non subsidized), neutral organisation TRACIMAT that will certify the selective demolition, thereby assuring the processing company of the quality of the input construction and demolition waste material

Pre demolition inventory Predemolition inventory specific procedure has to be followed according to the type of building / infrastructure drafted by an expert (independent of the contractor) recommendations for selective demolition code xyz for asbestos containing material X: condition of the material (friable (1), semi friable(2), loose(3)) Y: Removal technique (hermetic zone, glovebag, simple act) Z: Contractor type (licensed, special training,..) Eg. Code 332 vs 111 vs 000

State of play? The Flemish Construction Confederation and Immoterrae drafted a: a procedure for preparation of a pre demolition inventory and waste management plan, a procedure with the specific requirements for the traceability system In close collaboration with all stakeholders: Tracimat Board of Directors Other stakeholders: CASO (Belgian Demolition Association) FPRG (Federation of Producers of Recycled Granulates) ORI (Association representing the Belgian Engineers) VITO OVAM (Public Flemish Waste Agency) Procedures for review at OVAM approval by minister of environment expected by end 2016

Tracking system excavated soil (2004) Soil study for every excavation > 250m³ Specific reuse standards according to the environmental quality of the soil Free use Restricted re use in construction works (foundation, ) Treatment (polluted soil) Temporary storage places (TOP) Grondbank: soil management organisation Follow up of all excavated soil / certify TOP s

HISER Holistic Innovative Solutions for an Efficient Recycling and Recovery of Valuable Raw Materials from Complex Construction and Demolition Waste (HISER) Financed by Horizon 2020 Partners in Spain, France, Finland, Belgium, Italy, Poland, the Netherlands The main objective of HISER is to develop and demonstrate novel cost effective holistic solutions (technological and nontechnological) to increase the recovery rates from increasingly complex Construction and Demolition Wastes (C&DW), according to the principles of circular economy approach throughout the whole value chain in the construction sector. This project has received funding from the European Union s Horizon 2020 research and innovation programme under grant agreement No

HISER Bridge current obstacles to higher level of recovery of raw materials of complex buildings Develop advanced sorting and recycling technologies optimized construction products with higher rates of recycled material Focus on brick wood gypsum concrete This project has received funding from the European Union s Horizon 2020 research and innovation programme under grant agreement No
