2 Northern Natural Gas Company Lake Mills Compressor Station Project Docket No. (CP ) Weekly Status Report No. 31 October 15, 2018 October 21, 2018 PROJECT DESCRIPTION Northern Natural Gas (Northern) is constructing and will be operating a new compressor station consisting of one 15,900-horsepower natural gas-fired turbine-compressor package in Worth County, Iowa. The facilities are required to provide the requested incremental firm transportation requirements on Northern s system north of Ventura, Iowa. Northern s customer will use the gas to serve customers in Rochester, Minnesota, and in surrounding areas. Appurtenant facilities also would be installed. About 60 feet of pipeline would be removed to facilitate tie-ins; a recycle line and suction and discharge piping also would be installed. Northern is constructing the Project in accordance with the FERC s requirements for prior notice blanket authorization (18 CFR (b)) and Northern s blanket authorization granted September 1, 1982, at Docket No. CP FEDERAL AUTHORIZATION STATUS To date, all federal authorizations have been received and are listed in the table below. 3 Administering Agency Permit or Approval Status Water Appropriations Permit Received October 2, 2017, modified April 24, 2018 Iowa State Historic Preservation Office Section 106 Consultation, NHPA Literature reviewed and Phase I Cultural Resource Report submitted for review and concurrence January 26, 2016; concurrence received March 2, Environmental Training One contractor is constructing the Lake Mills compressor station. The environmental training totals listed below reflect all training conducted for the compressor station. On-site Contractor: K & K Incorporated (K & K) Overall Construction Start Date: April 3, 2018 Environmental Training Conducted: This reporting period: 4 Total to date: 101 Construction Status K & K continued maintenance of silt fence and erosion control devices (ECDs) along the workspace perimeter. K & K continued receiving and staging building equipment within the extra temporary workspace (ETWS). Station Civil: K & K continued cleaning the inside of the auxiliary and compressor buildings. K & K continued to sub-grade the south workspace area in preparation to install rock. K & K continued hauling in sand for backfill and clean rock for the compressor station yard. K & K continued spreading rock and compacting with a roller in the southwest workspace. K & K continued hauling out topsoil and subsoil to an approved location. K & K continued to backfill around the fuel gas heater, the fuel gas heater piping and the suction and discharge header piping. K & K commenced excavation and installation of bollards around multiple electrical racks, the generator, the satellite, and the air header riser. K & K continued sandblasting and painting the station scrubber, the station scrubber piping and above ground piping. Plastic sheeting was used to capture sandblast media and paint overspray for proper disposal. K & K applied wax tape around the suction and discharge header flanges. River City Fence Co. mobilized equipment and materials to install the compressor station fence. River City Fence commenced installation of fence posts for the north perimeter of the fence. Station Mechanical: K & K's welders continued installation of the grating in the compressor building. K & K insulated the fuel gas heater piping. Northern purged and loaded the station for emergency shutdown testing. Northern completed the 24-hour test run on the compressor unit with no issues. Station Electrical: Apple Electrical Contractors, Inc. (Apple Electrical) continued stainless steel tubing installation on the fuel gas regulator valves and the fuel gas relief valve. Apple Electrical continued stainless steel tubing installation on the fuel gas and power gas take offs, pressure indicators, pressure transmitters, and pressure differential switches. Apple Electrical pulled cables for the building heater meter. Apple Electrical continued terminating cables in the control room. Apple Electrical installed television monitors in the control room. 3

4 Construction Modifications No construction modifications occurred this reporting period. Stream Crossings and Environmentally Sensitive Areas No wetland or environmentally sensitive areas are present in the construction area. Rain Events No rain events in excess of 0.50 inch occurred during this reporting period. To date, the project has received inches of precipitation.
