2 Outcmes f the Actin Event at COP 24 Scaling up investments in climate resilience t meet the needs f vulnerable peple Resilience Rundtable f Marrakech Partnership fr Glbal Climate Actin 13:15-14:45, Mnday, 10 December 2018, Katwice Key Messages The COP24 GCA Climate Resilience rundtable, building n the first time COP23 GCA high-level events n resilience and the Glbal Climate Actin Summit, fcused n actins that public, private and cmmunity actrs are taking and will be taking t accelerate investments t meet the needs f the mst vulnerable peple and cuntries t enhance climate resilience. Thirty-tw high level actrs presented their interventins at this year s rundtable. They represented a diverse mix acrss sectrs and gegraphies, including gvernments at Ministerial and lcal level, private sectr actrs, financial institutins and investment firms, grassrts and civil sciety rganizatins, internatinal and lcal NGOs, academia, faith-based institutins and think tanks. The recently released IPCC 1.5 degree reprt was welcmed as strng evidence fr urgent climate adaptatin and resilience actin at scale, which is als essential fr mitigatin and vice versa. There is clear urgency t scale up investment acrss and within sectrs, especially in energy, land use and ecsystems (including ceans), human settlements, infrastructure and industry. Climate investments shuld, in particular, take due cnsideratin f Small Island Develping States (SIDS), Least Develpment Cuntries (LDCs) and ther cuntries vulnerable t climate extremes, shcks and stresses. Climate adaptatin and resilience building are understd as the fundatin and crnerstne f sustainable develpment. The fcus shall nt be n the cst, but n the ecnmic and scial benefits f adaptatin and resilience. Key verarching shrt, medium and lng term recmmendatins fr all actrs are: Act nw: cmmit t building resilience based n already available knwledge, existing lcal initiatives, innvative slutins, existing and new public-private partnerships, and recently annunced actin agendas. Escalate ambitins leading up t UN Secretary General Climate Summit 2019 and beynd as small, incremental, and fragmented actins implemented in sils are nt enugh t build resilience in the grwing climate variability, weather extremes, ecsystem tipping pints, and demgraphic pressures. Leave n ne behind: ensure climate resilient actin agendas are truly inclusive f the vices and the experiences f the mst vulnerable, disadvantaged, indigenus and marginalized and the prest and incrprate the specific needs f wmen, yuth, and peple living with disabilities. Build strng lcal capacities and supprt cmmunity leadership in climate actin and access finance t address these. Prmte transfrmative, cntext- and sectr-specific climate innvatin and technlgy, especially fr the pr and mst vulnerable. 1

Capitalize n the grwing willingness f crss-sectr cllabratins and new types f partnerships and further supprt multi-stakehlder and multi-sectr dialgues and platfrms (public, private and cmmunity actrs) n climate adaptatin and resilience, bringing nt nly financial returns in the shrt and lng term but als delivering envirnmental and scial returns. Recgnize, dcument and prmte infrmatin and knwledge, including lcal, indigenus and innvative knwledge, t make it reachable and t facilitate scaling-up climate actins t anticipate, absrb and reshape climate risks further and faster tgether. Supprt peple-centered, decentralized and climate risk sensitive investments (tgether with private-public blended finance) in rder t leave n ne behind and placing mre value fr peple rather than value fr mney. Understand the interlinkages and clliding effects f climate, ecsystem degradatin and cnflicts and ther disasters in building resilience t multiple hazards and stressrs with mst vulnerable cmmunities and cuntries. Cntinue t build a cmmn lcal t glbal dialgue and understanding f climate resilience in a Talana Dialgue style (where we are? where d we want t g? and hw d we get there?) amng private-public and cmmunity actrs and tgether with shared resilience metrics and targets t measure prgress within and acrss sectrs. Cmmitments t enhance climate resilience In rder t put cmmunity needs at the centre f increased actin and scale up investments frm all, fr climate resilience fr, with and by mst vulnerable peple and cuntries, participants viced: Shrt-term pririty actins (2020) Cntinue increasing shared understanding and awareness frm glbal t lcal levels and actrs, n the imprtance f building peple-centred climate resilience fr the implementatin f the Paris Agreement tgether with the Sendai Framewrk and the verarching SDGs acrss the mst vulnerable sectrs and t leave n ne behind, especially in the upcming UN Secretary General Climate Summit 2019, and in the UNFCCC reginal climate weeks ahead and during COP25 and COP26. Cntinue t dcument, share and apply lcal and indigenus knwledge (tgether with UNFCCC Lcal Cmmunities and Indigenus Peples Platfrm), in specific sectr and cntexts, including the perceptins f climate risk by the mst vulnerable peple, especially wmen (as part f the UNFCCC Gender Actin Plan), yuth, indigenus and disabled, at the centre f lcal, sub-natinal, natinal, reginal and glbal decisins, plicies, plans and interventins related t climate resilience. Prmte, dcument and shw case innvatin within sectrs by all actrs bringing climate slutins fr carbn neutral and climate resilient pathways (i.e. MIT Climate C-Lab and A2R partnership, the Glbal Resilience Partnership Challenges, UNFCCC Mmentum fr Change,...). 2

4 Cntinue t implement innvative appraches n climate risk insurance and scial prtectin (i.e. InsuResilience Glbal Partnership aiming at cvering 400 millin pr and vulnerable by 2020) as part f climate risk management t recgnize, understand and put a price n climate risks, incentivizing investment int vulnerability reductin and adaptatin fr the mst vulnerable. Cntinue t scale up flexible financing mechanisms such as Frecast Based Financing (FbF) and Early Warning Early Actin (EWEA) in mst vulnerable cuntries and at risk cmmunities, allwing mbilizatin f funding and pre-defined early actin prir t ptential disasters. Cntinue t increase wrk by all actrs, t enhance resilient and sustainable livelihds and climate smart fd systems (including value chains) and Nature-based-Slutins (NbS) that reduce vulnerabilities, prtect and manage natural resurces and ecsystems while meeting the needs f mst vulnerable cmmunities and businesses. Accelerate actin t safeguard and restre wetlands (disappearing three times faster than natural frests), which are ne f ur first lines f defence fr flds, drughts and strms, and essential cnsidering expected increasing water demand, including frm adaptatin and mitigatin measures. Cntinue t imprve risk and vulnerability assessment and measuring impact f disasters with cunting Damages & Lss (UNISDR) and Lss & Damage (Warsaw mechanism) which are critical fr all type f risk infrmed investments and feeding int metrics develpment. Develp climate resilience metrics and embed resilience in a brader set f financial asset classes and partnerships, including the next NDC revisin prcess by 2020, t facilitate its scaling up, especially with the private actrs within and acrss sectrs fr bringing their capital t bear, while limiting the risk that the results f ne sectr s apprach negatively affect the results f the ther. Initiate a business case fr adaptatin and resilience fr the private sectr. This shuld be dne in a participatry fashin, tgether with the private sectr and tgether with metrics, based n existing Sustainability and Envirnment, Scial and Gvernance (ESG) Indices and with the gal t invest and fully cntribute t resilient and sustainable develpment (engaging with Insurance Develpment Frum-IDF and Glbal Adaptatin and Resilience Investment Wrking Grup-GARI amng thers). An enterprise can nly be resilient when the cmmunity arund is resilient Specific cmmitments: The LDC Grup annunced its new initiative - the LDC Initiative fr Effective Adaptatin and Resilience (LIFE-AR). It aims t develp an verarching visin, led by the least develped cuntries (LDC), fr adapting twards a climate resilient future by 2050 and fstering climate actin in line with specific LDC needs and pririties. The Nrdic Develpment Fund (NDF) will supprt the Climate Resilience and Adaptatin Finance and Technlgy Transfer Facility (CRAFT) with a financing cmmitment f EUR 10 millin. CRAFT is the first cmmercial investment vehicle dedicated t expanding glbally the availability f technlgies and slutins fr climate change adaptatin and climate resilience. CRAFT will invest in private cmpanies with climate resilience slutins and strng grwth ptential. The A2R Climate Resilience Initiative will develp a shared apprach t analyse prgress in building climate resilience fr the fd and agriculture sectrs infrming the next COP25-GCA and NDC revisin prcesses, n the basis f existing indicatrs f the Sustainable Develpment Gals and ther glbal plicy prcesses. 3

5 RainTrust is develping an Agr-Blckchain technlgy t raise $1 billin fr smallhlder farmers in 35 African cuntries prviding them with access t credit with just 5% interest rates t help restre their fragile ecsystems. The Bank f America annunced the cmpany s new Blended Finance Catalyst Pl with an initial alltment f $60 millin and the pprtunity t stimulate additinal private capital t finance sustainable develpment in emerging and develping markets. The new prgramme is designed as a revlving pl t mbilize additinal private capital tward energy access (SDG7), affrdable husing (SDG11), water and sanitatin access (SDG6), and climate resilience (SDG13). GRP annunced its plans t help strengthen the vice f cmmunities and LDCs thrugh reginal meetings taking place in the Sahel, the Hrn f Africa and in the Suth/Sutheast Asia in These are linked t the UNSG s Climate Summit and the Glbal Cmmissin n Adaptatin. Bnn will hst in 2019, the Resilient Cities Cngress, which will serve as glbal platfrm t discuss hw t advance urban climate resilience and adaptatin. The Glbal Cmmissin n Adaptatin-GCA will hld in 2020, the Adaptatin Actin Summit t be hsted by the Netherland t further raise the plitical prfile f adaptatin. Mid-term pririty actins (2030) The climate risk management gvernance must build n existing effrts and investments in green ecnmy and circular ecnmy. Ensure that ecsystem based adaptatin and disaster risk reductin functins regulate all sectrial interventins in line with the Green Ecnmy. Maximize the mitigatin, adaptatin and resilience ptential f nature-based climate slutins t turn NDC cmmitments int an actin. Build with Nature instead f building in Nature and ensure that all infrastructure investments are climate risk prfed (i.e. in building cdes) and reach the ptimal mix f green/blue and grey infrastructure slutins with related resilience metrics. Generate mst cmplete and standard sectr-specific data sets caused by climate-related disasters and metrics f climate risks including frm the private sectr, that bring statistical evidence and methdlgies t infrm cmmunities, gvernments, develpment actrs, adaptatin experts, risk managers, investrs and businesses, t guide decisins, plans (NAPs, NDCs, ) and investment fr climate risk sensitive interventins in all sectrs. Imprve the capacity t absrb shcks by increasing access t insurance, risk transfer pls, and shck respnsive scial prtectin schemes in mst at-risk cuntries and by increasing the cverage t 1 billin peple, fr example als thrugh public-private part partnerships (PPP). Apply and render cmpulsry thrugh natinal regulatin, the applicatin f risk-prfing f investments and interventins meeting the standards required fr adaptatin and resilience (and tgether with mitigatin) in specific sectr interventins by all actrs. Rll ut tgether with the private sectr and based n agreed metrics, a business case fr adaptatin and resilience fr the private sectr (engaging with, fr instance, Insurance Develpment Frum-IDF and Glbal Adaptatin and resilience Investment Wrking Grup-GARI and the newly frmed Climate Resilient Value Chain Leader s Platfrm. 4

6 Increase vlume, scale and types f investment in climate resilience by the private and public sectr, identifying barriers, investment tls and standards/metrics needed t urgently fill the finance gap fr adaptatin, which culd be as high as USD 300 billin a year by Blended Finance funds is recmmended t attract business and spur investments further dwnstream in climate resilience interventins t serve mst vulnerable cmmunities. Ensure that climate finance and climate risk driven develpment funding effectively reach the mst vulnerable peple, with mre transparency and accuntability, making the access simpler and equitable, giving mre readiness supprt s their needs and language are included in climate resilience actins. Scale up cmmunity-based innvatin labs that have entrepreneurs explring slutins t anticipate and respnd t multiple climate shcks and stresses. Lng-term gals (2050) Transfrm main sectrs and related systems (i.e. energy systems, fd systems frm prductin t cnsumptin, water management systems, urban systems, etc.) that can simultaneusly meet climate (carbn neutral and climate resilience), ecnmic, envirnmental and scial targets sustainably. Challenges and high-impact levers fr Climate Resilience enhancement and implementatin Challenges Define cmmn metrics t allw capturing effrts and tracking prgress in building climate resilience by all stakehlders, especially based n lcal and indigenus knwledge, and acrss and within sectrs and levels. Fster climate resilience slutins needing increased partnerships fr enhanced risk management capacities and multi-year, predictable, and blended funding acrss and within sectrs, with special emphasis n agricultural livelihds systems t feed present and future generatins. Reverse the trends f envirnmental degradatin (e.g. wetlands and frests) and adaptin malpractices and prtect what remains f natural resilience. Since the prest and mst vulnerable peple are thse wh are als the mst directly dependent n natural resurces and ecsystems and at risk frm climate change and given the high ptential fr restred ecsystems t cntribute substantially (estimated 37% t keep belw 2 degrees rise). Prevent plans fr majr develpment ging ahead if they are likely t undermine natural assets t such an extent that they will, thrugh causing ecsystem cllapse, inevitably cause pr and vulnerable peple t becme massively and irreversibly expsed t natural and climate-induced shcks and stresses. Fr example, the re-rientatin f the peratin f sme existing hydr infrastructures can pen up new pprtunities t build resilience. Recgnize the duble vulnerability f peple affected by bth cnflict and climate, and that increasing scarcity f critical natural resurces is likely t lead t increased cnflict and divisin within ppulatins, as well as being a key driver f migratin. 5

7 High-Impact levers Recgnising that climate resilience starts with peple, within their lcal cntexts and envirnments, it is f paramunt imprtance t encurage peple-centred inclusive dialgue, based n the three glbal plicy prcesses n climate, disaster and sustainable develpment, t accelerate ways t prgress tgether with public, private, cmmunity representatin in rder t meet the needs f the mst vulnerable and t leave n ne behind. Investing in cmmunities at scale t build climate resilience, in line with a systemic thinking apprach that includes peple s livelihds, fd prductin systems and value chains, acrss and within levels and sectrs, especially in agriculture, frests, wetlands, ceans, water and energy by bringing tgether the public and private sectr, as well as academia, civil scieties and lcal cmmunities t take participatry and inclusive climate actin, especially fr the mst vulnerable peple, such as wmen, children, elderly peple and peple with disabilities, t name sme. Wrking with nature in rder t build climate resilience, which cnsists in implementing actins t prtect, sustainably manage, and restre natural r mdified agr-marine ecsystems. Wrking with nature implies mre systematically mapping and quantifying where pssible the existing rle that healthy functining ecsystems are playing in enabling cmmunity resilience, and investing in nature-based slutins fr vulnerability reductin, as green and blue infrastructure simultaneusly buffer the impact f climate hazards, prvide essential ecsystem services, including water and fd, clean air, fertile sil, pllinatin, and bidiversity thus, reducing fd insecurity and pverty and enhancing climate resilient livelihds and fd systems at large. Prmting climate resilience infrmatin, knwledge, transfrmative technlgies, innvatin and gd practices, that are available, accessible and user friendly, t facilitate and scale-up actins t anticipate and absrb climate risks, and reshape develpment pathways in rder t enhance climate resilience f all. Develping shared resilience metrics fr all sectrs and actrs, and specifically with the private sectrs fr investments at scale in climate adaptatin and resilience. Acknwledging that climate resilience is crss-cutting and facilitates the integrated, cherent and effective planning and implementatin within and acrss all relevant natinal sectrs and line ministries/authrities and related investments plans Generating new public- private blended funding mechanisms and Private-Public Partnerships, including n insurance and scial prtectin fr climate resilience and prmte access t climate finance and micr-finance by lcal actrs wrking with at-risk cmmunities thrugh channelling smaller scale grants and micr-credits. Mbilizing targeted resurces frm all types f investment fr vulnerable cuntries and especially the mst vulnerable within thse cuntries, t develp their capacities fr climate resilience. Specific plicy ptins prpsed t Parties fr enhancing climate resilience 1. Establish and supprt multi-stakehlder and multi-sectr inclusive dialgue mechanisms bringing cmmunity, public and private perspectives tgether fr driving climate actins and investments. 6

Demand sme harmnized sectr specific metrics and standards fr climate adaptatin and resilience interventins by all actrs (public-private and cmmunity stakehlders) t mainstream resilience in the NDC revisin prcess. 3. Outcmes f the wrk f crss-cutting area Resilience in 2018 The Climate Resilience Netwrk wrked during 2018 twards increasing awareness frm glbal t lcal levels, n the imprtance f building peple-centred climate resilience fr the implementatin f the Paris Agreement tgether with the Sendai Framewrk and the verarching SDGs acrss the mst vulnerable sectrs and t leave n ne behind. It psitined climate resilience in a set f internatinal events, such as: 2 nd Glbal Adaptatin Netwrk Frum n March in Abu Dhabi. UNFCCC Inter-sessinal meetings in Bnn in May. HLPF n Transfrmatin twards sustainable and resilient scieties in New Yrk in July. Glbal Climate Actin Summit in San Francisc in September. Humanitarian dialgue n IPCC 1.5 degree reprt in Geneva in Octber. The 13th Meeting f the Cnference f the Cntracting Parties t the Ramsar Cnventin n Wetlands (COP13). UNFCCC COP24 in Katwice in December, including under the GCA and at the 2018 D&C Days. BRACED Climate Resilience Radshw - series f dialgues/events in different cuntries. The Climate Resilience Netwrk cntributed in expanding the cmmn narrative n climate resilience by submitting climate resilience case studies frm different sectrs and different cuntries and regins t the MPGCA Yearbk 2018, in rder t shwcase evidence n hw climate resilience cntributes t achieve sustainable develpment acrss sectrs and levels. FAO and UN Envirnment, as part f the UN Climate Resilience Initiative and Netwrk have been directly invlved tgether with ther UN agencies, in the shaping f the draft UN Cmmn Guidance n Resilience, upn request frm the Deputy UN Secretary General. The UN Climate Resilience Initiative (A2R) in cllabratin with MIT Climate CLab and InsuResilience run in 2018 the cntest n Absrbing climate shcks and stresses and called fr 7

9 innvative prpsals fr the implementatin f climate risk insurance and scial prtectin t build climate resilience. The cntest gathered 71 prpsals, with a ttal f tw winners; the Judges Chice and the Ppular Chice winners wh presented their innvative slutins tp COP24 events. FAO tgether with WFP, UNICEF, IFAD and WHO prduced flagship reprt The State f Fd Security and Nutritin in the Wrld. Building Climate Resilience fr Fd Security and Nutritin 2. It analyses the drivers f hunger and malnutritin, and n hw climate extremes and variability are threatening t erde and reverse gains made s far, mainly affecting mre vulnerable develping cuntries, where the livelihd f a high prprtin f the ppulatin relies n agriculture (2.5 billin peple wrldwide). The way frward elabrates n hw t build climate resilience fr fd security and nutritin, with special attentin t the range f actins that shuld take place thrugh integrated disaster risk reductin and management and climate change adaptatin plicies, prgrammes and practices (blending shrt-, medium- and lng-term emergency and develpment interventins). UNDP has been wrking with partners frm the Climate Resilience Netwrk such as the Glbal Resilience Partnership (GRP), UNEP, FAO, the Red Crss, and Clumbia University under the umbrella f the UN Climate Resilience Initiative A2R t develp a multi-cuntry prject fcused n the needs f persns living with disabilities t cpe with climate change in Asia and the Pacific. A prject prpsal was endrsed by the Adaptatin Fund bard in Octber With BSR and ICF a whle day f events was held n resilience as part f a frmal side event f the Glbal Climate Actin Summit. At the Summit, the Climate Resilient Value Chain Leader s Platfrm was launched by Business fr Scial Respnsibility (BSR) with initial supprt frm Mars, Cca-Cla and Kellgg s. The platfrm aims t prvide the basis fr cmmn reference pints t advance resilience fr the thusands f enterprises emplying millins f peple while supplying large glbal cmpanies, and t wrk in imprving the ability t mnitr and diagnse climate risks, in rder t safeguard business against climate shcks and mutually benefit cmmunities alng the value chain. UNEP-Trpical Landscapes Finance Facility (TLFF) earlier this year annunced its first transactin, thrugh the launch f 95 millin US dllars in Sustainability Bnds. Indnesia received arund 1.3 Trillin Rupiah t help finance sustainable natural rubber Industrial Plantatin (HTI) cmpanies perating n highly degraded land in tw prvinces. This prject is cntributing t the develpment f brader scial and envirnmental safeguards arund a threatened natinal park, where 45,000 hectares ut f the 88,000 will be reserved fr lcal peple's livelihds and cnservatin activities. By the time the intended industrial frest develpment reaches mature age, it is expected t prvide arund 16,000 jbs and a surce f emplyment fr the lcal cmmunity, cntributing in this way t enhance resilience and prmte sustainable develpment. Ramsar Cnventin n Wetlands released the Glbal Wetlands Outlk, 2018, which aims t increase understanding f the value f wetlands and prvide recmmendatins t ensure that wetlands are cnserved, wisely used and their benefits recgnized and valued by all 3. 2 FAO.
