Wastewater (Revised) Boiler Blowdown, Tumbling & Cleaning, Non-Contact Cooling Water to Sewer Hydrostatic Test Electronic Reporting Draft - General Permit For In Situ Remediation By Chemical Oxidation Finalized on April 9, 2013 Issued October 30, Registration (or re-registration) required by February 1, Extended as is until December 11, 2013 or until re-issuance of Misc. General Permit Reissued March 30, 2010 w/expiration on March 30, 2015 NetDMR is being included as a requirement for renewed permits. Tentative determination issued on 11/12/ DEEP response to public comments on DEEP web site: DEEP held roundtable discussion on August 6, 2013 to address QPE questions. Intend to produce a Q &A document based on discussion. Must comply with current GP until re-register. Upon reregistration, must comply with new GP. Discharges under some GPs (ex. the current WTW G P are allowed to continue coverage under that GP until its expiration date). See above. Sanitary sewer discharges under these GPs to be covered under Misc. General Permit No update on fire protection water. EPA proposing national rule to require electronic reporting for all. Draft rule published. Comments date was extended. 2 Stormwater Permits Construction General Permit Effective on October 1, Existing activities need to submit registrations on or before February 1, 2014 Industrial Stormwater Modifications proposed on October 11, 2013 were finalized. Modifications limited to Sections 5(b)(12) and 5(f)(7)(D)(ii) and Appendix B of the general permit and pertains to bulk solid de-icing material storage facilities with the capacity to store 30,000 tons or more of solid de-icing materials at any one time. Updated Policy - Missed semi-annual sampling events will require a reset of the 4 semi-annual sampling events. Water Quality Standards 2012 Integrated Water Quality Report Final Public Notice of Intent To Initiate Triennial Review of Connecticut Water Quality Standards on October 31, Finalized 12/17/2012 Comments should include the name of the commenter and the organization which they are representing, if appropriate, and be submitted no later than December 16, 2013 for consideration during this triennial review. 4 change adaptation planning and action. EPA Programs CWA 316b Rule (Cooling Water Intake) Phase II rule extended again. On Jan 10, 2014 EPA announced it would not meet Jan 14, 2014 deadline. NPDES Electronic Reporting Rule Proposed rule published in Federal Register on July 15, 2013 TMDL Program WQS EPA has announced a new collaborative framework for implementing the Clean Water Act Section 303(d) Program with states to develop lists of impaired waters, establish priority rankings for waters on the lists and develop TMDLs for these waters. The EPA is proposing to revise the WQS regulation in 40 CFR part 131 in 6 key areas: (1) EPA Administrator s Determinations; (2) Designated Uses; (3) Triennial Reviews of State and Tribal WQS; (4) Antidegradation EPA talking with parties to the settlement agreement about the timing for completing the rule. Would require facilities regulated under the NPDES program and state, tribe, territory and federal regulators to use existing, available information technology to electronically report information and data related to the NPDES program in lieu of filing written reports.
