1 11 May Interested and Affected Parties ESKOM HOLDINGS SOC LIMITED: WATER USE LICENCE APPLICATION AT THE MEDUPI AND MATIMBA POWER STATIONS, LEPHALALE LOCAL MUNICIPALITY, LIMPOPO PROVINCE Dear Sir/Madam The Department of Water and Sanitation (DWS) in October 2011 granted Eskom Holdings SOC Limited (Eskom) a bulk water use license for the abstraction of water from a water resource in terms of section 21(a) of the National Water Act, 1998 (Act 36 of 1998) (NWA). The bulk water use licence provides authorisation for Eskom to abstract water from the Mokolo Crocodile West Augmentation project, also known by stakeholders as the MCWAP-Phase 1 project, to support the electricity generation processes at both the Medupi and Matimba Power Stations. In addition, Eskom is required to comply with the Sulphur Dioxide (SO2) emission limits as set out in the abovementioned Power Stations respective Atmospheric Emission Licenses. Therefore, Eskom proposes to implement SO2 abatement technology at both of these Power Stations, which will result in their positive contribution towards the national air quality objectives. The proposed preferred SO2 abatement technology to be implemented at both the Medupi and Matimba Power Stations, will result in more positive environmental impacts and consequently require Eskom to apply for an increased water allocation through a water use licence application (WULA) process. Eskom has appointed Golder Associates Africa (Pty) Ltd, an independent environmental and engineering consultant, to compile the WULA and conduct a public participation process. Background The abovementioned WULA forms part of the strategic Mokolo Crocodile West Augmentation project Phase 2A (MCWAP-2A) that is driven by the DWS and its implementing agent, the Trans Caledon Tunnel Authority (TCTA) to design and construct the MCWAP-2A pipeline. Broadly summarised, the MCWAP-2A project will only commence water delivery, from the Crocodile River near Thabazimbi to the Lephalale area, during the last quarter of 2023, at the earliest. Hence, Eskom must apply for its total future volume of water required to operate the SO2 abatement technology units at both the Medupi and Matimba Power Stations now as part of its water capacity requirements/commitments in the infrastructure to be developed. 2 Interested and Affected Parties May 2018 Project location The project is located within the western part of the Limpopo Province (see attached Locality Map). The footprint of the Mokolo Crocodile West Augmentation Project Phase 2A (MCWAP-2A) water transfer infrastructure traverses the Thabazimbi and Lephalale Local Municipalities, which fall within the Waterberg District Municipality. Proposed technology and motivation The preferred technology to be installed at both the Medupi and Matimba Power Stations is known as the wet Flue Gas Desulphurisation (FGD) units. These wet FGD units will remove SO2 from the flue gas before it is released into the atmosphere and hence reduces the impact on the environment. The FGD units will be installed at each of the Power Stations existing generating units. Medupi must comply with the new plant standards for SO2 emissions from 1 April Similarly, the need to install an FGD unit at the Matimba Power Station is driven by the requirement to comply with the emission standards set out in the Power Station s licence from 1 April Water needs The total existing water allocation for Eskom via the MCWAP-Phase 1, is adequate to operate both the Matimba and Medupi Power Station units (without FGD) and about three of the six proposed new FGD units at the Medupi Power Station. However, Eskom will require additional water to operate the remaining three of the proposed six new FGD units at the Medupi Power Station and the new FGD units to be installed at the Matimba Power Station. Therefore, Eskom will need to increase its current water allocation in line with the requirements of Government Notice (GN) 40713, Regulation R.267. As such, Eskom is required to submit a Water Use Licence Application (WULA) to the DWS in terms of section 21(a) of the NWA. Your comment is important, please Golder would like to invite stakeholders to register as Interested and Affected Parties (I&APs) and to lodge written comments regarding the proposed WULA during the 60 (sixty) day comment period, which will commence on Friday 11 May 2018 and conclude on Tuesday 10 July In terms of the National Water Act (NWA), section 21(a), the purpose of the public comment period is to provide stakeholders with an opportunity to comment on the WULA and register as I&APs. Stakeholders may comment on the WULA in any of the following ways: By completing the comment and reply sheet enclosed with this letter; By writing a letter or providing additional written submissions; and By , fax or telephone to the Public Participation Office. 3
