Recycled content certification scheme QA-CER Kunststoffenbeurs Veldhoven 2018

Summary Introduction BQA Role BQA QA-CER: recycled content certification

BQA: Introduction Over 25 years of experience Focus SME Certification: Quality, Environment, Energy, Safety ISO ISO ISO ISO Audits on funding systems (B) Chèques Formation & KMO-Portefeuille Specific certificates: Care4Quality Own brands: Innovation and Recyclates

BQA: Introduction Positioning: BELAC-accreditation Means Author Control Law Parliament Police/ Justice Standard ISO/NBN IAF/BELAC BQA => impartial and competent CI (BQA)

QA-CER Certification of the quality management system for recycling and production companies

Why QA-CER Clear demand from government, producer and consumer to reuse materials in view of circular economy Dutch Army issued tender for clothing containing recycled polyester/cotton California changed Carpet Stewardship law from 10 to 28% recycled content

Why QA-CER Lack of technological analyses techniques to identify recycled material and the recycled content in a finished product Boost the use of recycled material Raise consumer confidence towards products containing recycled materials Guaranty the quality of products based on recyclates

Why QA-CER Raise traceability on recycled materials in applications Boost declarations of conformity towards end-products Guaranty the absence of harmful or toxic materials QA-CER level 3

What is QA-CER Quality management system for all companies in the value chain of material conversion where reuse is possible (plastics, textile, wood, paper, ) Focus on the reuse of materials

What is QA-CER Insure credibility by certification audits done by an accredited certification organism

How does it work 3 different levels Level 1 : System certification Level 2 : System- and product certification Level 3 : System and product certification with specific attention to eco parameters

Level 1 : QA-CER 1 QA-system (cfr. ISO 9001) Specific demands in areas as: Incoming goods Product development Quality aspects Purchase Sales Management vision on recycled materials

Level 2 : QA-CER 2 Audit QA-CER 1 (administrative) Specific demands and control Incoming goods (quality check, traceability) Product development (demands) traceability through the production Conformity to Bill of Material Declaration of Recycled Content

Level 3 : QA-CER 3 Audit QA-CER Level 2 (administrative) Specific checks Product control on eco-parameters. Control on the possible presence of hazardous substances (heavy metals, AZOpigments, specific halogen fire retardants)

Principles recycled content declaration system The quality is the primary question This guaranties the quality towards the end user, and in this way insure him that the use of recycled material has no influence on the final product properties Internal recyclates is considered as recycled material, as does post-production and post-consumer waste, but are kept separate in Bill of material and end calculation

Principles recycled content declaration system Additives emerging from a recycling process are considered as recyclates (e.g. chalk from a water purification station) Checks of product conformity can be done by internal or external lab In case of an internal lab the lab will also be audited. In case of CE marking ITT have to be done externally and FPC is checked

Definition & calculation of recycled content Weight or volume calculation? Calculation on the total product or on the plastic part? Low density of plastics are disadvantage in case of weight calculation
