3 SCIP Fund update This update is compiled to inform SCIP stakeholders of the main SCIP Fund activities and progress for the period March to July, 2014, as well as highlighting specific upcoming events. KPMG EA-IDAS is the SCIP Fund Manager working for the DFID UKAid, NORAD and DANIDA funded SCIP Fund. The SCIP Fund government partner is the Ministry of Environment and Forest (MEF). SCIP Projects update - First and Second Funding Windows First Funding Window projects, ACCRA-MEF has completed its implementation of the pilot CRGE planning at woreda level. The project has produced a CRGE planning manual as well a 4 woreda level CRGE investment plans. The PCC-MEF energy sector grid emmissions factor project is currently revising project activities to focus on on-grid NAMA development. The MEF climate change negotiators project continues project implementation, negotiators attended intersessional talks in Bonn in June Second Funding Window projects PHE-EWCA has completed its implementation phase and is applying for a cost extension in order to consolidate project activities. FfE-MEF are working together to set up a media studio in the new MEF offices. SLUF-MoWI-ERA continue to work in piloting climate smart dam and road infrastructure.the ODI-MoWIE project continues its work of developing an adaptive water resource management strategy for Project proponent Project scope Project progress/results Perspectives Climate Change GmbH, MEF and Ethan Bio-fuels. MEF has requested PCC to develop an energy sector on-grid NAMA climate finance proposal. ACCRA, working with the MEF and multiple stakeholders, have produced a Woreda Climate Resilient Green Economy Investment Planning Guide. The planning tool has been tested in the project's four pilot woredas, producing four CRGE investement plans. The project has now completed its SCIP funded activities. Ethiopia s climate change negotiators attended the Bonn intercessional climate talks in June 2014, prior to COP 20 in Lima. FfE are working with the MEF to develop improved climate change media capacity. MEF have now decided on the location to set up a studio within the new MEF offices. FfE and the Ministry will continue airing radio and TV programmes in various regions. SLUF are working with the MoWI&E, MoT-ERA and EEPCO to develop climate change smart infrastructure, such as roads and dams. The project is focused on organizational capacity assessments, EIA technical manual review and skills training. Pilot demonstration biophysical works are also underway. PHE-EWCA and partners Frankfurt Zoological Society and Wildlife Sustainable Development continue to work in Simien and Awash National Parks to establish improved climate change protected area management systems. The project has set up multi- 3

4 Overseas Development Institute (ODI), MoWIE and EIWR. Adaptive water resource management in Ethiopia stakeholder management task forces. The project is requesting a cost extension in order to consolidate activities. The ODI- MoWIE and EIWR continue to develop an Adaptive Water Resource Management strategy for Ethiopia, with the aim of influencing water policies in SCIP Third Funding Window Third Funding Window projects have continued to work with the SCIP Fund in project implementation. The projects supported in this Funding Window include projects from the transport (ERC and CF), energy (EEA and TERI) and forestry (CIFOR and TREE AID) sectors as well as CRGE planning (Echnoserve), MRV system support (WRI) and climate change institution building (AAU-HoAREC-CSC-EAS). The majority of projects are now in their 3 rd /4 th quarter of operation. Updated information on the projects from this window is shown in the table below: Ethiopian Railways Corporation (ERC) and Climate Focus (CF) World Resources Institute (WRI) and MEF Echnoserve and MEF. Addis Ababa University (AAU) Horn of Africa Regional Environmental Centre (HoAREC), Climate Science Centre (CSC) and Ethiopia Academy of Sciences (EAS). Ethiopian railways climate financing project. Capacity building to monitor, and track mitigation activities in Ethiopia CRGE Registry. Environmental service and climate change analyses programme. Project was led in Addis Ababa at the end of August The development of the Climate Finance Investment Plan (CFIP) was finalised and approved by mid February The project has develop and submitted three climate finance proposals, UNOPS / UK-German NAMA / ADB. The project started in September and initially moved forward with most of its outputs. However, MEF have requested clarity over GHG accounting for land use and additional IT work. Following a number of revisions the draft MoU, the MoU will be signed soon by WRI and MEF. Project activities commenced in mid July Echnoserve have developed a digital CRGE registry using the SCIP projects to populate and demonstrate the functions of the registry, making it clearer for all stakeholders to understand the registry and provide their inputs. In reviewing the CRGE Registry MEF have requested a number of additional functions and additional training. The project has been given a cost extension to cover MEF s additional requests. AAU HoAREC CSC-EAS began implementation in October Initial activities such as the set up and launching of the two new institutions have been carried out. The project has had to be adaptive in its approach as the new institutions have clarified their roles and mandates. 4

CIFOR MEF project commenced in September The project started the initial work of setting up of technical teams and reviewing literature on best practices. The project has carried out Regional studies of forestry best practice in Tigray, Amhara, SNNPR, Oromiya and Benshangul-Gumz. TREE AID Amhara project commenced in late August The project is focused on forest product Market Analysis and Development training and skills development. The project is working closely with forest management groups to establish forest enterprises. The project is working closely with Amhara Regional State Forest Enterprise. EEA and project partner organization TERI have been implementing the project since The project has progressed well carrying out a number of training and capacity building activities. The project has conducted a training exchange visit overseas and carried out several electricity audits, as well as producing energy efficiency media outputs. Contract negotiations are still ongoing and a final decision is required as to whether to proceed with the project. Deadline for this decision is 14 August GDS-MEF project has failed to commence its activities. GDS has withdrawn from MEF- GEF/UNDP contract funding which means the match funding from the SCIP Fund is non-viable. Fourth Funding Window projects Fourth Funding Window commenced implementation at the end of 2013 and early The projects supported in this Funding Window include projects from the Agriculture (RBG Kew and EDRI), energy (Gaia), transport (V-Safe), Green technology (CAE and ISD), Green economy (ECOPIA) sectors as well as CRGE planning and communication (CDKN). The projects are currently in their third quarter of operation. Royal Botanical Gardens (RBG) Kew and the Environment and Coffee Forest Forum (ECFF) Building a climate resilient coffee economy for The project has carried out field studies in different coffee forest sites. The project has set up climate data gathering stations. 5

The project is working with MEF on CRGE knowledge management and with MoFED on climate finance accreditation. The project is working with AA-EPA to introduce vehicle emission testing in The project is working through a network of local NGOs and supported by AA-EPA. The project has delivered green technology training and equipment to community level groups. The project is working through local NGOs and with community groups. The project is working to introduce a number of green technologies. The project is carrying out intensive research into the opportunities and challenges of ethanol production and use at the community level. Fifth Funding Window potential projects Fifth Funding Window projects completed their external evaluation at the beginning of 2014 and were presented to the SCIP Oversight Committee (SOC) in Mid February These projects have been given a conditional review by SOC pending further review of SCIP project implementation progress by MEF. The 5 th Funding Window projects from Ministry of Mines and Pact / Guraghe Development Association / Ministry of Industry / Hawassa City Government are now ready to contract. The Fifth Funding Window is intending to support MEF and MoFED in building regional CRGE capacity. The CRGE Regional Capacity Support Programme is currently under proposal development. Looking forward SCIP Fund Lesson Learning Share Fare The SCIP Fund is planning to organise a major lesson learning and sharing event. The Lesson Learning Share Fare, co-hosted by MEF and MoFED, will take place on the 4 th and 5 th of September. The aim of the event is to present the results of SCIP Fund projects, capturing the learning from project implementation experience and discussing scale up potential under the CRGE. 6
