4 Rotterdam approach Emphasis on cleaning up your own act to: promote credibility as a promotor of sustainable mobility set an example show that it is possible and know what we are talking about example: clean construction logistics project, aiming at: - joint clean procurement policy / clean building code regulations (for building permits) by regional municipalities - stimulation and support of initiatives from private sector - incentives (such as granting use of bus lanes to clean vehicles, or larger time windows for clean and silent distribution vehicles)

5 Barriers, constraints, issues and opportunities High Blend Biodiesel (B30) from residual fat: fuel availability, certified sources, reluctance to use from transport companies (fear of damage to engines) fuelling infrastructure: too few stations for efficiency, safety regulations (e.g H 2 ) united we stand, divided we fall (failed experiment with customer initiative fear of cooperation with one single manufacturer/supplier in developing a sustainable project (level playing field for competitors) engaging suppliers rather than keeping them sitting back and relaxing not all eggs in one basket (keeping options open) / we cannot be a launching customer for all companies vehicles e.g. hybrid buses require extensive field tests before large scale deployment (to avoid setback after premature euphoria) uncertainties about national tax exemptions (affecting TCO)

7 Present situation Sustainable mobility in Rotterdam: After a relatively long period of various pilots and voluntary action we are ready to take the next step, i.e. procurement criteria: - changing role of authorities (shift towards private sector) - decreasing budgets - sustainability is becoming mainstream Proactive attitude still required, primarily reaping what we have sown An inspiring and ambitious vice mayor is invaluable

8 Next steps / procurement timeline Internal guideline for procurement of vehicles under construction (proof of the pudding, as the age of subsidies is declining) - this year a pilot with 10 vehicles ate end of lease period the colleagues recently asked for fully electric vehicles before we could mention it Economy, Emission and Energy (CO2/fuel consumption) of fleets to become monitorable performance criteria for sustainable management of public functions private lease companies are already picking this up Logistical optimization / promotion of modal shift (away from cars) / Flexible working spaces and times / mobility management Transport sector itself has developed instruments (e.g. Lean&Green) we re starting looking in to that now (with EU money)

9 Lessons Learned USER = You, Sir and EU = e-you, not just phonetically, It s still mainly a supply side business, and the OEMs play a big role. Sectoral conventions, such as EVS27 (and this one), cause little interaction with the community that should become aware of and take up the new technology Market development (i.e. in the field of H 2 ) causes new dynamics (be it old school ) Try and make the mobility aspect of an already successful service sustainable (image) Saved cost in better kilometres is more easily invested in better, cleaner kilometres. This logo will remain important, so exploit it
