32 SOCWA Service Area Salt Modeling A salt model was developed for the San Juan Basin in the early 1990s The salt model demonstrated that Basin Plan amendments to Total Dissolved Solids (TDS) objectives were appropriate for some SOCWA area sub-basins Basin Plan Amendments lead to regional recycled water production approach and the formation of South Orange County Reclamation Authority

33 Salt & Nutrient Management Planning Background Water Board Adopted Recycled Water Policy in February 2009 All Basins in California must develop SNMP by May 2014 (2016) Level of SNMP effort appropriate for basin Stakeholder Process Amend Regional Board Basin Plans to incorporate local SNMPs

34 Region 9 - Guidelines SNMP Preparation of SNMP requires: Identifying aquifer(s) boundaries Characterize current basin water quality Determine basin assimilative capacity by considering: historic water quality salt & nutrient inputs and outputs ambient conditions beneficial uses & water quality objectives Identify locations & quantities of recharge to the aquifers Identify patterns of groundwater movement & pollutant transport Develop and evaluate strategies for controlling or managing salinity loads to aquifers, as appropriate and necessary

45 San Juan Basin Authority Mission Statement To develop and maintain a reliable, high quality economical local water supply for the residents in the San Juan Basin by maximizing water use through management of local ground and surface water of San Juan Creek and its tributaries, with due consideration for preservation, enhancement, and conservation of the environment, including, but not limited to, the natural resources, fish and wildlife, infrastructure improvements, and the cultural heritage of the area.
