1 council UPDATE AUGUST UPDATE OF CURRENT PROJECTS FOR ELECTED MEMBERS FROM CHIEF EXECUTIVE TONY MARRYATT GENERAL INFORMATION New Christchurch Civic Building This month we celebrated the completion of the new Civic Building on time and within budget with firstly the blessing, then our first Council meeting and lastly the official opening of the building on Saturday 28 August by the Governor-General of New Zealand His Excellency The Rt Hon Sir Anand Satyanand. There are now only three more weeks until all 1250 staff who will work at 53 Hereford Street will have moved into the building. The last team to shift are the Capital Programme Group which will be working from the new Civic Building on Monday 20 September. This will draw to a close a project which began in 2004 when Council first looked at refurbishing the existing Tuam Street premises. Christchurch Tram Extension Work on the tram extension is now underway in three areas of the Central City: Poplar Street, High Street (including the High Street Upgrade) and Oxford Terrace between Hereford and Lichfield streets. Construction is progressing well and is on schedule. The project team has been working closely with businesses in all three areas to ensure disruption caused by construction is limited as much as possible. A work programme, setting out when the construction team will be working on the different areas of the extension, is being finalised and will be communicated to affected businesses and residents shortly. Consultation on proposals to create a part-time pedestrian mall in Poplar Street, and to change the direction of vehicle travel in Poplar Street to align with the direction of the tram has now closed. A report will be presented to Council following public hearings. Major Sewer Upgrade Western Interceptor and Fendalton Duplication Work on the Western Interceptor has begun on two fronts: relocation of existing services between Hagley Avenue and Montreal Streets in preparation for tunnelling, and on the first tunnelling launch pit immediately to the west of Colombo Street. The tunnelling boring machine should arrive in October and tunnelling will begin in late October/early November. Pipes will be delivered to suit the tunnelling machine installation. Construction of the Fendalton Duplication pipeline construction should start in September. The overall project programme has fallen six days behind because of a hold-up in the pipe delivery, but an alternative construction method, which will recover the lost time, is currently being approved. A school competition (targeted at four local schools within ½ km of the work) to name the Western Interceptor tunnelling machine is underway. Biosolids Drying Facility Installation is complete with some roading and landscaping works still to finish. Biosolids are being fed into both lines of the dryer plant. Commissioning of other parts of the plant continues. Solid Energy is ready to receive dried product as soon as the plant is commissioned. Energy for Industry s (Efi) fuel yard at the Christchurch Wastewater Treatment Plant is now fully operating receiving material from Council contractors, CCC Two and the aborists around the city. Over 1000 tonnes of wood is seasoning in this yard for use in the new facility. An official opening of the dryer plant and new digesters is being scheduled for 15 September Invitations have been sent out.

2 Transport Interchange The project has purchased all the required properties, except one. Staff are assessing the procurement of the design phase and the project remains on track. Staff met with the directly affected landowners on Wednesday 11 August to introduce the project. Bus Priority The Colombo Street bus priority lane is now open from Cashmere Road to Brougham Street. The physical works and road marking are completed in the Sydenham section, but due to weather delays, green paint will not be laid until spring at earliest. The other corridors are scheduled for work in the next financial year. Ferrymead Bridge The Ferrymead Bridge widening and strengthening project has been awarded to HEB Structures and work will be in full swing in September. The construction will take just over two years to complete. The first 17 months of work will include building an entirely new substructure below the bridge surface, with the existing traffic layout and capacity will be retained throughout this phase. From December 2011 to August 2012 work to the bridge will be done at street level. This work involves constructing the bridge approaches, services, adjacent road works and traffic signals. There will be measures to ensure the existing number of lanes is maintained throughout construction, with further details of the construction method to be released before work starts. The contract for $9.8 million has been awarded, with $366,000 for water main and sewer replacement. The bridge is being strengthened to bring it in line with current earthquake resistance standards and will be widened to accommodate increased use. The Main Road three-lane project will be completed in conjunction with the construction work above the bridge, and will run from December 2011 to August Bylaws and Policies Earthquake-prone, Dangerous and Insanitary Buildings Policy The Council is proposing to change its Earthquake-prone, Dangerous and Insanitary Buildings Policy This will go before Council for adoption on 9 September. Banks Peninsula Water and Waste Upgrades Wainui There will be delays in this project because of appeals in the consenting process. The Council is waiting for a timeframe for evidence for appeals to be presented. We are trying to resolve this through mediation. Design of Stage I to remove wastewater from the harbour to an irrigation field is almost complete. Lyttelton Harbour Plants (3) The Council has adopted the option of pumping untreated wastewater to the city treatment plant. Design is budgeted to start Hearings have been held and the Council is awaiting feedback from the commissioners on the application to extend the consents. Charteris Bay The Council will shortly have an expression of interest in the market for consultancy services to undertake design of this project. Physical works for these projects are planned to start in Little River The Council plans to upgrade the old water supply treatment plant to supply water that meets the Drinking Water Standards, with completion in This will also include improvements to security of supply which means we will be able to connect existing houses. Reticulation extension is planned for

3 Akaroa Design work for the upgrade of the existing drinking water supply to reach drinking water standards is underway. Upgrading work is planned to be finished by the end of Birdlings Flat Water Upgrade The Birdlings Flat water treatment plant is undergoing commissioning and is fully operational. A letter was delivered directly to all homes in Birdlings Flat in early August to invite residents to an open hour (28 August) at the new treatment plant where they were able to talk to engineers and see first hand how their water is being treated to bring it up to Ministry of Health guidelines. Christchurch Art Gallery Te Puna O Waiwhetu Preparation is in full swing for the Gallery s first paid exhibition in two years Ron Mueck, opening on 2 October. A series of marketing collateral has been developed and is now being rolled out so pictures of the 13 hyper-realistic, often larger-than-life sculptures will soon become visible around the city. Media interest in the exhibition has been high and Communications has been working with local and national radio, newspaper and magazine journalists who are keen to highlight the exhibition. New Aranui Library The new Aranui library is coming closer to reality. Once settlement on the Aldershot Street property the Council has purchased to build the library takes place on 10 September, the house on the site will then be demolished to make way for the new library. Tender documents for the construction of the new building are now available on Tenderlink and close on 8 September. Construction is expected to be complete by May 2011, for a July opening of the new library. Our City O-Tautahi A new exhibition opened this month, The Art of Nanotechnology: intriguing nanotechnology images, and art inspired by nanotechnology. This exciting exhibition is a joint project between the University of Canterbury and the MacDiarmid Institute for Advanced Material and Nanotechnology. Nanotechnology is about making and understanding things on an incredibly small scale at an atomic or molecular level, and is one of the key technologies of the 21st century. Already the world is bursting with nanotechnology enhanced products: sunscreens, cosmetics and clothing. Nanotechnology is soon going to be everywhere around us and will dramatically influence how we all live our lives. Rugby World Cup 2011 September 9 will mark one year to go until Rugby World Cup 2011 kicks-off in New Zealand. Christchurch partners are launching a new website to mark the date which will have information for residents, visitors and business people about RWC 2011 and the planning that is happening right now. All the details about RWC 2011 in Christchurch will be available at: The Bledisloe trial of Rugby Road ahead of next year's tournament was a great success, with thousands of rugby fans walking the route from Cathedral Square to the stadium ahead of the game. With volunteers on hand during RWC 2011 and entertainment planned along the route, walking to the game should be a great experience for residents and visitors. The city's transport plan for the event will also offer free parking in four Council car park buildings before each match and until 10am the next morning bringing more people into the centre of town to enjoy the prematch atmosphere and reducing traffic around the stadium. Rugby New Zealand 2011 is still looking for volunteers for RWC 2011, and has extended the closing date for applications to 24 September. Several hundred volunteers will be required in Christchurch to help ensure the smooth running of the tournament - carrying out a range of duties from greeting visitors at the airport, to driving fleet vehicles, to directing people at the match. 4 Strategy Update Healthy Environment Strategies The Public Open Space Strategy and Climate Smart Strategy were adopted by Council on 12 August Work has started on the development of a draft Wastewater Strategy. Greater Christchurch Urban Development Strategy A revised action plan is being prepared for consideration and adoption by UDS Partners. The revised action plan will be presented to Council in September 2010 after being presented to the UDS:Implementation Committee (made up of elected members from the UDS Partner organisations) on 30 August Central City Revitalisation Strategy The strategy and action plan are being reviewed. An updated strategy will be provided to Council for consideration in Christchurch Transport Plan Work is continuing on the development of the Christchurch Transport Plan.
